What are the fire prevention and firefighting requirements that need to be met by the guest houses?

According to the regulations in Decree No. 136/2020/NĐ-CP, boarding houses and other accommodation establishments established under the Tourism Law fall under fire prevention and firefighting management. However, Mr. Nguyen Khanh Tuong (Khanh Hoa) noted that local authorities have not yet unified their management approach towards this type of boarding house (long-term rentals by month or year).
Mr. Tuong asked whether guest houses renting long-term by month need a business registration certificate or fall under the entities regulated in Appendix I of Decree No. 136/2020/NĐ-CP. What are the fire prevention and firefighting requirements that need to be met?
Regarding this issue, the Ministry of Public Security responded as follows:
On May 10, 2024, the Government issued Decree No. 50/2024/NĐ-CP amending and supplementing some provisions of Decree No. 136/2020/NĐ-CP and Decree No. 83/2017/NĐ-CP. Accordingly, Appendix I of Decree No. 136/2020/NĐ-CP has been replaced by Appendix I of Decree No. 50/2024/NĐ-CP. Boarding houses are now subject to fire prevention and firefighting management.
Regarding the safety requirements for fire prevention and firefighting at boarding house facilities, these are to be implemented according to the provisions in Article 5 of Decree No. 136/2020/NĐ-CP and Clause 2, Article 1 of Decree No. 50/2024/NĐ-CP.
