According to the feedback from Ms. Hoang Thi Huyen (Quang Tri), Circular No. 08/2022/TT-BKHDT stipulates that the digital certificates used on the public procurement system are public digital certificates. If a state agency (as the investor or inviting party) participates, they must additionally purchase public digital certificates. However, Article 57 of Decree No. 130/2018/ND-CP specifies that electronic transactions of state agencies should use specialized digital certificates.

According to Ms. Huyen's opinion, such regulations are overlapping and wasteful. Ms. Huyen suggests that the relevant authorities review and provide guidance.

The Ministry of Planning and Investment responds to this issue as follows:

Based on Article 7, Clause 3 of Circular No. 08/2022/TT-BKHDT dated May 31, 2022, issued by the Ministry of Planning and Investment, the digital certificates used on the system at the address https://muasamcong.mpi.gov.vn are public digital certificates provided by organizations offering public digital signature authentication services.

Organizations that are issued digital certificates must register for their use on the system according to the instructions provided. The digital certificates used on the system are issued to organizations as specified in Article 8, Clause 2 of Circular No. 08/2022/TT-BKHDT.

Therefore, agencies and units can use public digital certificates provided by organizations offering public digital signature authentication services to participate in the National Bidding Network System (the list of entities issuing public digital certificates is published on the NEAC website of the Ministry of Information and Communications).
