Report on performance of the Resolution No. 35 / NQ-CP in the second quarter 2018

To: THE GOVERNMENT

The Chamber of Commerce and Industry of Vietnam (VCCI) is pleased to report on the implementation of tasks assigned in the Resolution 35 / NQ-CP dated 16 May 2016 by the Government on supporting and developing enterprises to 2020, solving difficulties, problems and recommendations of enterprises in second quarter  2018 as follows:

I.  RESPONDING TO RECOMMENDATIONS ACCORDING TO THE RESOLUTION No. 35 / NQ-CP OF MINISTRIES AND BRANCHES IN THE SECOND QUARTER 2018

1. Responding to the recommendations summarized by the Government’s Office

- In April 2018, VCCI received 30 documents from 14 ministries, branches and localities to respond to recommendations of businesses (summarized in VCCI's report No. 1064 / PTM-VP dated May 18, 2018 on implementation of the Resolution 35 in April 4, 2018).

- In May 2018, VCCI received 27 documents from 10 ministries, sectors and localities to respond to the recommendations of businesses (summarized in the Report No. 1229 / PTM-VP dated 5 June on the implementation of the Resolution 35 in May 2018).

- In June 2018, VCCI received 33 documents from 10 ministries, branches and localities to respond to recommendations of businesses.

Totally, in the second quarter of the year, VCCI received 90 responded documents from businesses, ministries and localities. These documents have been fully disclosed on the VCCI’s website as stipulated in the Resolution 35.

Responded documents to recommendations of businesses that VCCI received in June 2018 is as follows:

1.1. The Ministry of Planning and Investment:

The Ministry of Planning and Investment (MPI) had 12 documents responding to the recommendations of businesses with the majority of contents guiding the law on bidding (10/12 documents) with the following contents: national bidding network; certified the documents proving the capability and experience in bid participation; conditions for individuals participating in project management consultancy and supervision consultancy; provisions of Law applicable to foreign-invested enterprises; provisions of Law on construction and installation packages with the bidding package price that not exceeding VND 5 billions; provision on bid prices; evaluation of bids; Bidding for training activities of non-state enterprises; the law on compulsory bidding for ground clearance activities; Guidelines and policies of the state for investment, construction of waste incineration electricity plants and waste water treatment system.

1.2. The Ministry of Finance

The Ministry of Finance and its affiliated units (the General Department of Taxation and the General Department of Customs) issued 5 documents responding to recommendations of businesses on the contents of the Law on Customs regarding post-customs clearance inspection, code number; Laws on finalization of completed projects funded by the State capital; the disagreement between the Department of Planning and Investment and the tax office made difficulties for businesses; provisions of the law on package contracts applicable to bidding packages funded with state capital; payment of general expenses in the package contract ...

1.3. Science and technology

The Ministry of Science and Technology issued 2 written documents responding to recommendations of businesses on the protection of businesses' intellectual property. The National Office of Intellectual Property promulgated the a decision to uphold the validity of the copy right Patent for businesses; the adjustment of the contents of Clause 6, Article 1 of the Circular No. 12/2017 / TT-BKHCN has stipulated the handling of inspection results in the course of goods quality inspection by businesses…

1.4. The Ministry of Construction

The Ministry of Construction had 4 written documents responding to recommendations of businesses on the contents of the Construction Law on separate dwelling houses and the investment and construction procedures for this item; The licensing of construction activities by foreign contractors conducting construction activities in Vietnam; Contracts for construction of natural disaster prevention works; conditions for selling, leasing houses to be formed in the future...

1.5. The Ministry of Transport

The Ministry of Transport had 3 written documents responding to the  recommendations on the following contents: Removing the mode of transshipment with the passenger transport business units along fixed routes; revision of the route network plan in accordance with the Decision 2288; Corrected Circular No. 92/2016 / TT-BGTVT on the route selection option in the registration form of the transport unit and approval of the route management agency; The provisions of the law on the granting of badges of trucks to units directly engaged in transport business with less than 5 vehicles...

1.6. Some ministries, branches and localities:

- The Ministry of Labor, War Invalids and Social Affairs issued an official letter replying to recommendations of businesses on the contents of 45 days sick leave of employees within the notice period prior to termination of the labor contract.

- The Ministry of Industry and Trade issued a document responding to the recommendations of CVI Cosmetics Joint Stock Company guiding the implementation of retail distribution activities in the Vietnamese market of goods imported by foreign-invested economic organizations that produce in Vietnam and foreign-invested economic organizations are not allowed to execute the right to distribute pharmaceuticals.

- The Ministry of Education and Training responded to recommendations of the Smart Academic Joint Stock Company on the conditions of conducting foreign language and informatics training.

- The Ministry of Natural Resources and Environment (the Ministry of Natural Resources and Environment) responded 3 recommendations of the Vietnam Association of Seafood Exporters and Producers on Phosphorus, Nitrogen and Ammonium for wastewater; the inadequate application of Vietnam Technical Regulation between fisheries factories in and outside industrial zones; the application of Vietnam Technical Regulation to waste water from catfish ponds to the environment.

- The Ministry of Agriculture and Rural Development issued a written documents to recommendations of the Hai Son Development Investment Corporation on the resolution of the recommendations of the contractor for the bidding package - construction and installation of key works and equipment. The upstream of the Component 1, the project to restore and upgrade the irrigation system of the north of Nghe An Province that be funded by JICA.

1.7. Responded recommendations that VCCI aggregated and sent to the Government’s Office:

In April, 2018, VCCI received 4 documents responding to 5 recommendations, in May 2018, VCCI received 6 documents responding to 6 recommendations, in June 2018, VCCI received 5 documents responding to 6 recommendations of businesses. These recommendations were submitted by the VCCI to ministries and sectors from January 2018 to May 2018. The written documents responding to recommendations that VCCI received were posted on the VCCI website and conveyed to the recommended businesses.

Thus, on June 30, 2018, the recommendations that VCCI had sent that were not received the documents for response, in which there were 17 recommendations submitted from January 1, 2018 to the end of May 2018 as follows:

- 1 recommendation in Appendix 1 of the January Report No. 0228 / PTM-VP dated February 9, 2018 of the VCCI is the responsibility for a response by Danang People's Committee.

- 1 recommendation in Annex 1 of the VCCI's 0477 / PTM-VP dated March 2018 of the VCCI is the responsibility for a response of the ministry of Finance

- 6 recommendations in Annex 1 of the Quarterly Report No. 1/2018 No. 0707 / PTM-VP dated April 12, 2018 of the VCCI are the responsibility for responses of the Ministries of Finance, Construction, Health, Labor - Invalids and Social Affairs.

- 4 recommendations in Annex 1 of the VCCI's report No. 1064 / PTM-VP dated May 18, 2018 are the responsibility of the Ministries of Transport, Planning and Investment and People's Committees of Phu Tho Province and Hai Phong City for responses.

- 5 recommendations in Annex 1 of the VCCI's report No. 1229 / PTM-VP dated June 5, 2005 by the People's Committees of Vinh Phuc and Phu Tho Provinces, Hai Phong City and other ministries such as the Ministry of Transportation and Finance.

2. Recommendations that the Government’s Office has informed to VCCI

In quarter 2 2018, VCCI received 145 recommendations by the Government’s Office via the system of receiving and responding to recommendation of businesses on the Government's portal. According to the VCCI, by the end of June 30, 2018, there were 99 recommendations received by ministries, branches and localities, accounting for 68.3%. There were 46 recommendations that not be responded and accounted for 31.7%. The recommendations of April and May were overdue for response by the Government’s Office, many recommendations of businesses had submitted months ago but the ministries, branches and localities were not responded, so the Government’s Office had to have written documents to remind, urge responses. Detailed statistics on the monthly response in the summary table below and the appendix 2.3 attached with the report:

3. Assessment of business community on some reforms by the Government:

The business community appreciated the Government’s Prime Minister that issued a Directive No 08 / CT-TTg for the enhanced implementation of measures aimed to shorten time of issuing the construction license and related procedures, especially is the directive No 20 / CT-TTg on the enhanced professional control and cut down, simplize business conditions. The directive has assigned detailed tasks for each ministry in cutting down on business conditions and specialized inspection in the areas that businesses meet difficulties such as standards and technical regulations to serve the specialized examination; The business community believes that, under the resolute direction of the Government, the Government’s Prime Minister, the specialized inspection will make big changes in order to create favorable conditions,

In the First quarter of 2018, the business community and the public appreciated a number of cutting and reducing barriers, business conditions, sub-licenses of the Government and some ministries,

- The Ministry of Industry and Trade issued a decision approving a plan to reduce a number of administrative procedures, business conditions in 2018, and the third time the agency reduced its procedures and business conditions. According to the decision, there will be 54 administrative procedures in the abolition and simplification phase, in which 12 procedures will be eliminated, 42 procedures will be simplified with 10 sectors, such as energy, import-export, competition management and security. And food safety...

- The Ministry of Health reviewed the conditions of business investment in the health sector as stipulated in: 06 Laws; 13 Decrees and 7 Circulars and expected to cut 1,151 / 1,680 business investment conditions, achieved 68.51% and cut 168/338 administrative procedures, achieved 49.70%.

- Viet Nam Social Security instructed its subordinate units to strengthen the reform of administrative procedures, in which requiring the work team for administrative reform of the sector and its subordinate units , local social security offices should actively overcome difficulties in the performance of tasks; continued studying the reduction and simplification of administrative procedures (currently there are 28 administrative procedures); promote IT application, electronic transaction; actively mobilize public services and improve the quality of public service.

- Hanoi People's Committee issued a Document No. 1406 on the deployment of solutions to remove difficulties, support and development of businesses. The document clearly stated the simplification of business conditions in the state management of each unit; Built up a friendly offices and civil servants’ images. At the same time, strengthen the propaganda for the business community to understand and support, cooperated in programs to reform and modernize administrative procedures, especially the benefits of the implementation of online public services level 3 and 4. Completed on-time delivery of online public services.

II. THE IMPLEMENTATION OF RESOLUTION No. 35 / NQ-CP OF THE VCCI

In second quarter of 2018, the VCCI carried out the following tasks:

1. Implemented activities contributing to administrative reform, created favorable conditions for businesses; created a favorable environment to support start-up and innovative businesses; ensured business rights and equal access to resources and business opportunities of enterprises; reduced business costs for businesses and protected the legitimate rights and interests of businesses:

- The opinions of the business community were commented on 39 projects, and draft of legal normal documents, sub-law documents and policies of ministries and branches related to the operation of businesses. These include: the revised Law on Competition; the Decree on the organization and operation of the SME Development Fund; the Decree on the Development Assistance Fund for Cooperatives; The decree stipulating the implementation of administrative procedures under the national one stop - shop and the ASEAN one stop shop mechanisms and specialized inspection of import and export goods; the Resolution on environmental protection tariff; the Decrees of the Government and Decision of the Prime Minister on the abrogation of a number of legal documents; the Circular on loaning activities of credit institutions and branches of foreign banks for customers to invest abroad; Strategies and strategic directions for attracting new generation FDI in the period of 2018-2030 ... and comments on the drafts, reports and draft legal documents amending and supplementing the ministries concerned to the business and business conditions as well as operations of businesses.

- Presided and coordinated 20 important forums, conferences, seminars, discussions to discuss, proposed and reviewed policies and laws with the Party and the state related to socio-economic development, improving the business investment environment, improving the provincial competitiveness competency index, reforming administrative procedures and supporting the business community, actively contributing to the improvement of the quality of institutional system and created favorable environment for the business community to develop. Some outstanding activities such as:

+ Co-ordinated with the Ministry of Industry and Trade to organize the workshop on "Comprehensive Partnership Agreement and Transpacific Progression (CPTPP): Basic Commitments - Notes for Businesses" on May 22, 2018 at Hanoi that attracting more than 200 participants. The workshop provided insights and comments on the advantages and disadvantages faced by Vietnamese businesses in international integration. In addition, the speeches at the workshop also confirmed the opportunity and pressure to review and improve business law institutions in line with the high standards of the new generation trade agreements.

+ Coordinated with the Ministry of Industry and Trade to organize the workshop on "Comprehensive Partnership Agreement”

+ Coordinated with the State Bank of Vietnam (SBV) to organize a workshop on "Reform of administrative procedures - improving access to credit". The seminar focused on solutions to unlock credit capital to support agricultural development and creative entrepreneurship, as this is the driving force for future economic development. The workshop recommended: Continued efforts to improve administrative procedures to improve access to credit for micro, small and medium enterprises; There should be a framework for legal frameworks of developing agricultural and start-up business loans; changed the mode of loaning, so that farmers can mortgage their own land to develop business activities ...

+ Cordinated with the Fatherland Front, the Ministry of Finance, the Vietnam Cooperative Alliance, the Small and Medium Enterprise Association, the Young Business Association in organizing a preliminary review of the operation and publishing the survey report on implementation of the Resolution 19 of the customs and taxation sectors and making monitoring reports. Results of direct monitoring at 12 taxation departments showed that restrictions need to be changed in tax and customs procedures and solutions to improve the quality of public services in these fields. The report also emphasized the need to further promote the application of information technology to modernize tax administration and customs, to ensure tax declaration, tax refund and e-customs. Particularly, it was necessary to continue studying and simplifying administrative procedures to cut down business conditions in a simple manner, minimizing the contact between civil servants and people as well as businesses; At the same time, publicity and tranferency of procedures and regulations to improving the effectiveness of supervision ...

+ Organized a Forum on "businesses in the digital economy" and the publication ceremony of Vietnam Business Report of the year 2017/2018 of the VCCI. The forum attracted more than 200 delegates from agencies, ministries, sectors, businesses inside and outside country. According to the Vietnam Business Annual Report of  the VCCI this year, the quality of business in Vietnam in 2017 was improved. The development gap between private domestic firms and foreign invested enterprises and SOEs were narrowed. The real business environment was made adjustments that be facilitated the development of the private sector. The report also provided an in-depth assessment of the development trends of business in the areas of digital economy applications such as information technology and communication services as well as e-commerce ...

- Continued implementing the provincial competitiveness Index (PCI), promoted the sharing of good practices in provincial economic governance. Continued consultancy, support and guidance as required by provinces to carry out activities to improve competitiveness and improve the business environment in provinces, cities and localities:

+ Organized the PCI Diagnostics Workshop in Bac Lieu and Tay Ninh Provinces, Workshop on "Analysis of Provincial Competitiveness Index 2017 in the Mekong Delta and lessons learned in management and reform."

+ Coordinated with Cao Bang Provincial People's Committee to organize the Provincial Competitiveness Index (PCI). The meeting was attended by representatives of provincial leaders, VCCI leaders and over 90 local businesses.

+ Coordinated with Thanh Hoa People's Committee to organize the Provincial Competitiveness Assessment (PCI) in Thanh Hoa Province for the period of 2013-2017 and solutions for improvement in 2018-2020.

At these conferences, PCI experts from the VCCI recommended that provincial governments focused on institutional strengthening on the roles and responsibilities of all levels, sectors and heads of units in implementation of improving missions of PCI, continued to promote administrative reform, information technology application and enhance the role of public administrative centers, publicity and transparency of bidding projects ... The business support team gave solutions to support businesses, such as proposing a number of measures to overcome the limited problems of the PCI component indicators of the province, developing task management software to review the tasks of Provincial People's Committee; Established and coordinated activities of the provincial policy advisory committee.

- Joined the Government’s Prime Minister 's working group to inspect the performance of tasks assigned by the Government or the Government’s Prime Minister at a number of ministries, branches and localities, such as the Ministry of Finance, the Ministry of Labor, War Invalids and Social Affairs, Thai Binh and Bac Ninh Provinces...

In addition, the VCCI system throughout the country also organized many events such as:

Organized a  Real Estate Forum 2018 with the theme "Real Estate Market - Impact from Policy";

Organized a workshop on "Vietnamese businesses and the enforcement of intellectual property rights in accordance with the Penal Code" in Hanoi and Ho Chi Minh City.

Coordinated organizaing a conference of "Khanh Hoa People's Committee in dialogue with the first enterprise in 2018" with the chairperson of the provincial People's Committee and more than 200 representatives of businesses in the province;

Organized a workshop on "Cutting, simplifying business conditions and activities in the field of education and training";

Coordinated with the Customs Department of Hai Phong City to organize a conference on "Solutions for enhancing the customs-enterprise partnership"; Northern Coast Region Business Conference in 2018. The conference involved more than 500 businesses and business associations in the region; Handing over Conference of Enterprises and Central Highlands Enterprises Association - in Da Nang; ...

- Continued implementing the Business Integrity Action Program through: Training Activities "ISO Guide 37001: 2016”

- Organized Anti-Bribery Management System "in Da Nang, Hanoi and Ho Chi Minh Cities. This is an international standard that can be applied to any large or small organizations and businesses in the public or private sector in any countries and can be integrated into the management system that limits risks related to bribery, corruption and step by step establishment of compliance business culture; Collaborated with IBLF Global to complete the activity report and reported to the British Embassy in Hanoi ending the project "SME Support in Prevention of Corruption in Vietnam"; Finalized the evaluation report on "Promoting Business Integrity in Vietnam : From awareness to action"; designed, printed and submited to the Government.

- Continued monitoring and guiding the professional activities of the employers 'representative to the local VCCI branches, the employers' councils at the local business associations when participating in the three parties involved in labor relations, especially involved in the settlement of labor disputes and cases of strikes that are not in accordance with the law.

- Continued monitoring and guiding the professional activities of the employers 'representatives for VCCI branches in the locality, the employers' councils at the local business associations when participating in the mechanism. + Organized a seminar on "developing a plan of the organization representing for employer on Adjustment of minimum wage in 2019" in Hochiminh City. The workshop attracted more than 50 delegates which representing businesses and organizations that representing employers. Through the workshop, VCCI gathered the comments of employers' representatives on the plan to increase the regional minimum wage in 2019, prepared the contents of the options and grounds for negotiation at the discussion session of the National Salary Council on this issue.

2. Carrying out trade promotion and investment activities as well as programs and projects in support of raising the competitiveness of enterprises and business associations:

Coordinated activities and participation of VCCI leaders in trade promotion, investment and promotion of international integration at the national level such as:

- Attended the 2nd APEC Business Advisory Council Meeting 2018 held in Tokyo, Japan, from April 15-19, 2018. As a chairman of ABAC Vietnam and ABAC chairwoman, the VCCI’s President Vu Tien Loc co-chaired the entire session, the meeting of the council, the plenary sessions; participated in thematic groups, the separate meetings of the ASEAN’s Member and the session of key members. In addition, ABAC Chairpersons and members also had active activities to further promote the initiatives of Vietnam launched in APEC 2017 and exchange measures to promote the cooperation between Vietnam and strategic partners such as the spirit of Project 25 that was assigned by the Government’s Prime Minister to VCCI. Japanese business organizations welcome the Chairman's cooperation proposals and will plan to organize large business delegations to Vietnam.

- The VCCI’s President joined the President of the Socialist Republic of Viet Nam’s visit to Japan (from May 29 – June 2, 2018). As assigned by the the President of the Socialist Republic of Viet Nam, The VCCI attended the Vietnam Investment Promotion Conference and signed a cooperation agreement with the Japan Chamber of Commerce and Industry (JCCI) on the establishment of the Joint Commission on Enterprises to promote investment and trade in the new period to implement the Resolution 25 of the Government and the Prime Minister's Decision No. 213 / QD-Ttg dated February 12, 2018. Through this cooperation agreement, the VCCI will implement the model of Joint Committee of Vietnam-Japan’s businesses, members  are businesses that are having business cooperation between the two countries. The Committee's activities will focus on policy recommendations to facilitate trade and investment cooperation between the two countries, paying particular attention to the promotion of cooperation under specific projects in fields that both parties are interested. On this occasion, VCCI President met with four major Japanese economic organizations (JCCI, Keidanren, Keizai Doyukai, Keizai Boekikai), signed a cooperation agreement with Keidanren and worked with a number of large corporations. like Itochu, Kawasaki Heavy Industry ...

- The VCCI’s President joined the Government’s Prime Minister's visit to G7 Conference and Canada. As assigned by the Government’s Prime Minister, the VCCI’s President attended the activities of the Official Delegation and trade promotion activities of the two countries. The Chairman of VCCI attended the Vietnam-Canada Business Forum and dialogue with Canadian investors and businesses.

- VCCI’s leaders on behalf of the representative organizations of Vietnamese employers attended the 107th Annual International Labor Conference in Geneva, Switzerland on the theme " Women’s Initiative at Work ". Attendeing the meeting, Vietnam committed to continue implementing the National Strategy on Gender Equality 2011-2020, including the objectives of reducing gender gaps in the fields of economy, labor and employment; improved the access of poor women in rural areas, women from ethnic minorities to economic resources and labor markets...

- Coordinated with other ministries, committees, branches and localities to organize more than 20 trade and investment promotion activities inside and outsite the country, including many outstanding activities such as:

+ Coordinated with Hanoi People's Committee to organize a Conference "Hanoi 2017 - Investment and Development Cooperation". The meeting was attended by Government’s Prime Minister Nguyen Xuan Phuc, city’s leaders and a number of ministries and departments together with more than 800 delegates, businesses and investors inside and outside the country. The conference was aimed at calling domestic and foreign enterprises to invest in Hanoi and provide useful information to help businesses and investors orient themselves correctly to their production and business activities in the future.

+ Coordinated to organize the investment promotion conference in Thai Nguyen Province in 2018 with the theme "Thai Nguyen - Development potential and investment opportunities" with the participation and direction of Government’s Prime Minister Nguyen Xuan Phuc and many leaders. committees, ministries and branches; Representatives of many embassies, international organizations and a large number of domestic and foreign investors. At the meeting, the VCCI’s Presedent made a number of suggestions to build a business friendly environment to make Thai Nguyen become a destination for investors.

+ Organized a launching of the "program for evaluating and announcing sustainable enterprises in Vietnam in 2018". This is the third consecutive year that VCCI has implemented the program. The CSI Sustainable Business Index (CSI) continues to be used as a measure of the sustainability of businesses across three key areas: Economic, social and environment. This is a useful enterprise management tool that helps businesses zoning existing in management and current operation to reduce risk, identify the strengths of the business, and capture opportunities of business potential from those.

+ Organized a business delegation to  Global Women's Summit 2018 with the theme "Building Shared Value Economies" in Australia and New Zealand Market Surveys. The delegation consisted of 38 female business leaders working in various fields. During the trip, in addition to the programs of the Women's Global Summit, the VCCI in association with the NSW Business Chamber held a business networking forum with nearly 100 businesses from the two countries to attend,  the directly exchanged and seeked  specific cooperation needs.

+ And many other trade promotion - investment such as:

Vietnam-Czech Business Forum on the occasion of the visit of Czech Deputy Minister of Industry and Trade;

The investment promotion seminar of Assam State, India in Hanoi attracted more than 100 businesses and investors from the two countries; A seminar to meet Vietnamese-Korean businesses in Hanoi with the participation of more than 60 businesses of the two countries;

Business meeting (B2B) for Vietnamese enterprises - Korea at Entech Vietnam 2018 with the participation of 120 enterprises in the field of environmental industry

Business conference with the Belarusian market in Hanoi with the participation of more than 100 enterprises;

Workshop on "Export Promotion - Trade and Investment in Australia" in Danang and Ho Chi Minh City with the participation of more than 130 businesses to learn about the Australian market;

Vietnam - Middle East Trade Forum 2018 in Ho Chi Minh City;

Organized an investment promotion conference in Soc Trang Province in 2018 and kick off meeting with the theme "Soc Trang - Opportunity of you";

The Conference on "Connecting supply and demand of clean and safe agricultural products in 2018" in Vinh City, Nghe An Province;

Organized a workshop on "promoting policy dialogue between investment and recipient countries - Maximizing the impact of multinational enterprises on decent work in the electronics sector in Vietnam" ....

- Implemented training activities, developping enterprises, supporting enterprises in international economic integration such as:

+ Organized about 150 training courses in the whole country for about 4000 times of business’s employees on the contents related to the operation of businesses.

+ Organized a program to meet the media - businesses in 2018 on the occasion of the 93th anniversary of Vietnam Revolutionary Newspaper (June 21, 1925 – June 21, 2018) in gratitude to the press, media that has always accompanied the VCCI in supporting the business community. There were more than 200 delegates that be  representatives of central and local press agencies and media businesses participated in the event.

3. Summary on difficulties and problems of businesses:

In the second quarter of 2018, VCCI continued receiving recommendations from businesses to convey to local ministries. Via observation, the VCCI recognized some outstanding business issues in second quarter as follows:

- The majority of businesses recommended and requested responses on specific issues arising in the production process, implementation of investment projects ... etc. Many questions and recommendations under capacity of individuals. There were not many recommendations of business associations, recommendations on policy issues, major issues of the region, and related to the competitiveness of enterprises ...

- In general, the questions and recommendations of businesses still focused on some issues related to the implementation of the regulations in bidding. Specific guidelines on tax policy, implementation of tax administrative procedures, customs procedures, tax refund procedures, procedures in land allocation, site clearance, compensation costs, and implementation of incentives for businesses ... Especially enterprises reflected the increase in land rents, causing costs of  enterprises to be increased.

- In addition, many shipping companies recommended that state management agencies should tighten control of carrying capacity, avoiding the risk of road damage and ensure equality with businesses that strictly comply with regulations on carrying capacity. Businesses also requested the authorities to invest in upgraded roads to ensure good connectivity between roads, railways and waterways, creating favorable conditions for transport enterprises.

In June 2018, VCCI continued coordinating with ministries, localities and business associations to bring together new business proposals. The list of new recommendations was presented in Appendix 1.
