The Chamber of Commerce and Industry of Vietnam (VCCI) is pleased to report on a performance of tasks assigned in the Resolution 35 / NQ-CP dated 16 May 2016 by the Government on supporting and developing businesses until 2020, solving difficulties, obstacles and recommendations of businesses in August 2019 as follows:

I. IMPLEMENTATION OF BUSINESSES’ RECOMMENDATIONS OF MINISTRIES, BRANCHES AND LOCALITIES.

The implementation of gathering and resolving businesses' recommendations in Quarter 3, 2019

In Quarter 3,  2019, the VCCI recorded 333 new recommendations from businesses and business associations (increased 35 recommendations comparing to the Quarter 2,  2019). The resolving recommendations as of September 30, 2019 was as follows:

Classification by ministries, branches and localities showsed that ministries and branches received many recommendations in the third quarter of 2019, including: the Ministry of Finance: 91 recommendations; the Ministry of Planning and Investment: 88 recommendations; the Ministry of Construction: 32 recommendations; the Ministry of Labor, Invalids and Social Affairs: 28 recommendations; the Ministry of Natural Resources and Environment: 17 recommendations; the Ministry of Industry and Trade: 16 recommendations; the Ministry of Health: 7 recommendations; the Ministry of Public Security: 9 recommendations; the Ministry of Transport: 5 recommendations. Particularly, the group of 9 ministries, branches and localities received 293 recommendations, accounting for 88% of the total number of recommendations in the third quarter of 2019. In particular, two ministries: The Ministry of Finance and the ministry of Planning and Investment received the highest number of recommendations and much higher than other ministries, branches and localities. Some ministries, branches and localities also received recommendations from enterprises such as the Ministry of Science and Technology; the Ministry of Agriculture and Rural Development, the Ministry of Education and Training, the Ministry of Justice, the Ministry of Information and Communications, the State Bank of Vietnam Social Insurance, The People's Committee of Ho Chi Minh City, Hanoi, Can Tho, Binh Duong, Quang Ninh, Ninh Binh Provinces, ...

The main content of enterprises’s recommendations and business associations mainly requested to have a guidance of the provisions of law for implementation. There were also a number of recommendations on legislation and some specific cases of businesses. Some of the main contents of the recommendations were as follows:

- The Ministry of Finance received the most recommendations from businesses in the third quarter, 2019 with content related to tax administrative procedures, customs and tax policies such as: Corporate income tax policy; refunding tax to enterprises that have been declared monthly or quarterly by mistake; import of raw materials and accessories by export production is entitled to tax grace; delay in settling complaints about late payment interest; salary policy and personal income tax; Declared and deducted e-invoices to not spend immediately; instructions for issuing electronic invoices; proposed not increasing MFN tax rate for hot rolled coils; guided the classification of HS codes of imported food and drink mixers, dust filter cloths, agricultural tractors used to drive the rotary, plow, harrow, bulldozer, etc .; land rental exemption policy; preferential corporate income tax - geographical areas with difficult socio-economic conditions; grounds for determining VAT rates for goods repurposing; time of compulsory application of electronic invoices; issued electronic invoices with digital signatures but no date of arising; paid current value-added tax; error of the General Department of Taxation's tax system when establishing branches of enterprises; paid licensing fees and VAT to non-business branches; remittances related to Cuban liabilities in the dossier transferred to the joint-stock company according to the tax audit inspection; guided to pay taxes and declared invoices when business households return goods purchased; deadline for putting information about invoice issuance of enterprises on the invoice lookup information page; ...

In addition, some businesses proposed to guide the implementation of the law on issues such as: Continued applingy the current preferential policies for enterprises after equitization; guided the clearance of credit commitments in financial proof when performing bidding packages; revoked the headquarters of a state-owned one-member limited liability company to auction and make adjustments to the discount of state-owned assets; transfered losses from the branch to the holding company due to conversion of independent accounting to dependent; investment incentives with investment projects to build industrial parks to be handed over land before 2009; regulations on the transfer of foreign investors' money to invest in the Company; procedures for receiving aid goods from a non-governmental organization; verifying the settlement of contracts in the form of package; Guided effect of authorized person that is not allowed to authorize another person in Circular No. 05/2015 / TT-BKHDT; suggested clarifying the basis for applying a number of provisions in the Government's Decree No. 59/2018 / ND-CP and No. 08/2015 / ND-CP; classified investment costs without forming assets; certificate of conformity large rolls of paper imported to produce toilet paper, paper towels ...

Some outstanding recommendations were:

+ A number of enterprises operating in the field of logistic reflected that the customs office will fine the transport enterprise for infringing intellectual property rights of goods in transit, causing difficulties for transport enterprises. These businesses provided international logistics services, provided transit services on Southeast Asia routes (Hong Kong - Shenzhen - Vietnam - Laos - Thailand - Malaysia - Singapore), had a professional container trucks  fleet transporting transit and they had logistics license between Vietnam - Laos, Vietnam – Cambodia. Transited goods of Lao company hiring the service of transporting transited goods through Vietnam were inspected by the Vietnamese Customs agency, immediately after the container has just been hoisted from Chinese vehicles to company's trucks in the Huu Nghi border gate customs supervision area. During the inspection process, the customs office shall notify the discovery of goods in containers of foreign goods owners infringing on intellectual property. However, the Customs issued a sanctioning decision for the Company, which wasthe company that only provides transportation services. Penalties for transporting enterprises on intellectual property infringement of transit goods were completely inconsistent with Vietnamese laws and international practices, and would cause shippers to find other transit routes instead to Vietnam.

+ The Japan Business Association in Vietnam which represents enterprisesmembers requested the Government to review Article 8, Point 3 of the Government's Decree 20/2017 / ND-CP issued on February 24, 2017 on reasonable cost deduction principle for associated transactions. In the opinion of the Association, the application of this provision to both interest costs from the independent party when in Vietnam, it still had the need to mobilize capital in practice and this would have a huge negative impact on the operation. activities.

+ The Tuyen Quang Business Association reflected the Circular No. 44/2017 / TT-BTC stipulating the price bracket for calculation of royalties for groups and types of natural resources with similar physical and chemical properties; price deviations among provinces and cities nationwide. Specifically, based on the comparison between Announcement 540 / CBLS / XD-TC and Circular 44/2017 / TT-BTC, prices in Tuyen Quang Province and other provinces in the northern mountainous region, compared to the price level. The minimum royalty calculation was lower than 155%, the difference was lower than the minimum price of the royalty calculation price frame promulgated as 155%by the Ministry of Finance. Therefore, the Ministry of Finance was requested to consider and resolve this issue and soon issue documents to amend, supplement and overcome inadequacies in price differences in the Circular 44/2017 / TT-BTC.

+ The Biozym Company reflected that, since December 2018, the company has sent a lot of dispatches to the General Department of Customs, Hai Phong Customs Department and Hai Phong Port Area 3 Customs Branch to ask for instructions and support for the process of tax refund for the shipment of food ingredients, under electronic customs declaration number 102374678932 / A11 with a tax refund of VND 410,840,117 (four hundred ten million eight hundred forty thousand one hundred and seventeen copper). However, it has been still unclear when the tax will be refunded. During this period, the company always faced with difficulties in capital and payment to foreign partners, which seriously affected the development of the company.

+ The Rang Dong Thermos Light Bulb Joint Stock Company reflected that the company regularly exported LED lighting products, thermos and thermos to foreign markets. The company claimedthat they always complied with regulations on taxes and goods. The company opened export declarations at the Customs Department which managed Hanoi's processing investment goods and most of them were green channeled, exempted from inspection and quickly cleared and rare red channels. However, from August 13, 2019 up to now, 100% of the Company's export declarations have been red channeled. This incident has caused waste of time, increased costs, has affected the loss of business opportunities, reduced competitiveness in the international market of the company.

- The Ministry of Planning and Investment mainly receivedrecommendations from enterprises, requesting guidance on the implementation of policies and laws, in which, most proposed having aguidance on the Bidding Law. The basic contents requested by the Ministry to guide the implementation of policies and laws including:

+ Guided the law on bidding on the following contents: Prohibited acts in bidding under Article 89 of the Bidding Law 2014; demonstrated the ability to mobilize personnel and equipment when participating in bidding; similar contracts in bids; contents of contract negotiation during the process of investor selection of contractors; stipulating the duration of licenses in bidding dossiers; guideing online bidding implementation according to the Directive No. 03 / CT-BKHDT dated May 24, 2019 of the Ministry of Planning and Investment; scope of authorization to participate in bidding according to the Circular No. 05/2015 / TT-BKHDT; the hold company (conglomerate) used its capabilities and experience; based on the plan of contractor selection before obtaining a project approval decision under the Circular 10/2015 / TT-BKHDT applying the Bidding Law 2013 and the Decision 17/2019 / QD-TTg in the supply, posting information on bidding and contract performance guarantee; guided the application of the Bidding Law in the operation of condominium management boards; supplementing, changing the construction site with bidding required; the accumulation of contract value in bids; the authority to issue decisions to set up bidding expert evaluation teams; assessment situation in bids; Applying bidding to investors selection for projects proposed investment companies ...

+ Guided the implementation of the law in the field of investment including the following contents: instructions to change investor's nationality; procedures for capital contribution to purchase shares from foreign investors; guided the identification of special investment incentive list; guided the competence to decide on investment policies for seaport projects; failing to issue the investment certificate adjusting the project location; monitoring the situation of processing investment registration dossiers; guided procedures for changing investment project locations to other provinces; guided project investment procedures; conditions and procedures for converting 100% Vietnamese-invested schools and colleges into 100% foreign-invested schools; investment conditions for post-production activities; procedures after the end of the project's life time; determining criteria were foreign-invested enterprises according to the 2014 Investment Law; authority to decide investment policies on urban construction projects; registration of adjusting annual investment capital; procedures for investment in commercial housing projects and power transmission projects in accordance with the Government's Decree No. 40/2019 / ND-CP of May 13, 2019 ...

+ Guided on the implementation of the law in a number of other contents such as: procedures for implementing the change of legal representative of the company; changing the name of the Company, adding lines of business in the Business Registration Certificate; the application of the Circular No. 34/2013 / TT-BTC dated December 24, 2013 of the Ministry of Industry and Trade; reflected difficulties in the procedures for granting certificates of changing business registration contents at the Department of Planning and Investment of Binh Duong Province; focal agencies under the ministries and ministerial-level agencies were assigned to organize the operation of the network of consultants for small and medium-sized enterprises; instructed to receive business registration results by post; business merger registration; authorized the Branch to sign the contract and affix the branch seal; sale of surplus non-business assets of the enterprise; implemented the objective "Sanitation and similar services" (CPC 9403); recorded the contributed capital and charter capital according to the actual exchange rate; contributed capital to joint stock companies with land use rights; ...

- All recommendations sent to the Ministry of Construction were requested to guide the implementation of the law. The basic contents of the recommendations include: guidelines onmaking bidding packages for procurement of supplies and equipment; guidelines on the procedures to make dossiers of application for certificates of construction operation capability; guidline on the application of technical norms in making and dropping gabions to traffic works; using the contingency cost to serve the arising construction and installation volume; guidelines on legal bases, order of adjusting supplies, labor and machine shift prices from time to time; applying construction norms for the production of erection of formwork and erection of precast concrete and yin-yang panels; instructions for payment of installation contracts in the form of package; answering how to calculate general expenses in electricity work cost estimates, gathering survey and measurement expenses in service of site clearance compensation; Experimental activities under the Ministry of Construction; determining project management costs in construction investment; authorization / decentralization in the pre-acceptance test of construction works; certificate of construction operation capability; contributing capital with land use rights for real estate business; guidelines on  the application file for the first-time operation certificate in construction field ...

+ The Vietnam Construction Contractors Association sent a written request to the competent agencies for amendments to the Construction Law. Suggestions include: Uniformity in the legal system; Inequality between the entities in a construction contract; Shortcomings in paying labor insurance contracts for short-term from 1 month to less than 3 months of construction industry; problems related to the issue of practice certificates in construction activities; Inspection and examination caused difficulties to construction enterprises; Problems about norms - unit prices and appraisal of estimates ..

+ The DT Vietnam Construction Investment Joint Stock Company reflected: In order to avoid bidding fraud, companies often looked up contractor information on bidding on the website (http://hdxd.xaydung.gov. vn / cqlhdxd / list-list-nha.html) to see if there was a certificate of construction activity. However, during the search process, some contractors showed their names on the page of the Construction Management Department, but some contractors could not found. This showed that the data of the website was lacking in up-to-date and greatly supports businesses in the search.

- The Ministry of Labor, War Invalids and Social Affairs received recommendations from enterprises asking for guidance on the implementation of the law on the following contents: working time for female workers during the time of raising children and determination of  setting the maternity salary payment and confirmation  how to calculate the number of annual leave days (annual leave); problems when conducting the labor discipline process; paying for working time of shift 3 overlapping on weekends, holidays, New Year; payment of unemployment benefits due to restructuring of the industry; requesting for confirmation that not being subject to work permit; duration and number of labor outsourcing; clarifying the operation scope of employment service enterprises; the application of the provisions of Point c, Clause 8, Article 10 of Decree No. 11/2016 / ND-CP of the Government; organizingconferences of laborers to collect ideas on labor employment plans before approving the enterprise equitization plan; regime for employees, difficulties in determining the regime for redundant laborers in the labor utilization plan when equitizing enterprises; State quality inspection of imported goods of group 2; compensation for workers who have accidents on the way to work; employment and related procedures in case of business merger; implementation of social insurance procedures in case of enterprisesmergered; the company's responsibility to workers who suffer from traffic accidents on their way to and from work each day; Issuing work permits for foreigners ...

+ The Korea Trade and Industry Association in Ho Chi Minh City (KOCHAM) forwarded the proposals of Korean businesses to consider and amend the content of the Draft Labor Code with 5 contents: Renewal of a work permit (GPLĐ) for foreign employees.; reducing maximum weekly working hours (44 hours); increasing the overtime to a maximum of 400 hours / year; cumulative overtime pay and allowing the establishment of more labor representative organizations in the enterprise.

- In the field of natural resources and environment, the Ministry of Natural Resources and Environment received the contents of recommendations including: inadequacies in charging for granting mining rights; guiding the households for renting land once to foreigners who want to rent their land; judgment on the implementation of administrative procedures has not been published,; conditions for receiving transfer of kindergartens and schools in urban areas; guiding the identification of hazardous waste and guiding the recovery and reuse; recognition of residential land for land users before December 18, 1980; granting Certificate of ownership of office apartments with function of staying; guiding the formulation of environmental renovation and restoration plans of mineral exploitation projects; guiding households to rent land once to rent land to foreign organizations; regulations on adjusting investment policies when changing the time and progress of implementing public investment projects ...

- The Ministry of Industry and Trade received recommendations of enterprises requesting instructions on the following contents: instructions on the origin of goods, origin criteria for bicycles and electric bicycles; guiding foreign investors' purchase of shares in Vietnamese enterprises engaged in goods retailing activities; establishment of representative offices of foreign traders in the field of computer services and related services; guiding procedures for granting business licenses for trade promotion activities; guiding the amendment of the project's objectives on the investment certificate; guiding subjects and procedures to apply land rent exemption under the provisions of the Decree No. 68/2017 / ND-CP for investment projects in industrial clusters; procedures for importing alcohol for sale on the spot; Regulation on distance of 2 petrol stations on provincial roads ...

- The health sector received a number of recommendations with the following contents: equipment and use of external automatic defibrillators; proposing the implementation of the Government's Decree No. 155/2018 / ND-CP dated November 12, 2018, amending and supplementing a number of regulations related to conditions of business investment under the scope of house management Ministry of Health; applying for a certificate of eligibility for food hygiene and safety; guiding procedures related to business conditions for polyclinics ...

In particular, there was the Cekindo Co., Ltd. reflecting the Department of Food Safety - the Ministry of Health repeatedly delayed the processing of documents and the results of registration announcement. Many times business contacts with the Department leaders and only received a reply that they would respond soon or, did not specify the reason for the delay and did not give a specific date for returning results. The delay bythe Food Safety Department seriously affected the business of the company. Moreover, this was not the first time the Food Safety Department delayed, all products registered by the Cekindo Business International Co., Ltd. were delayed for results compared to the regulations without explanation.

- In the 3rd quarter, the Ministry of Public Security received more recommendations than the previous quarters. The contents of the recommendations including: proposing problems solution in the pilot e-visa issuance and temporary residence card for foreign investors; temporary residence card of foreign workers in case of enterprises merged; change the purpose of the temporary residence card; visa conversion for foreign workers; questions related to the understanding of the application of Article 155 of the 2015 Criminal Procedure Code to adjust investigations only.

There is also a letter reflecting and denouncing criminals such as: proposing business conflicts resolution of the Bac Tu Liem District Police; proposing clarification of the transparency in bidding organization at the Center for Infrastructure Services and Urban Environment in Ky Anh Town; denounced the business activities of Thai Paint Joint Stock Company that showed signs of fraud.

- The Ministry of Transport received a number of recommendations, which highlights the confusion and lack of legal compliance in road transport activities. Specifically, the situation of the parachute, the toad landing was openly operating, disregarding the law and the authorities on the Quang Ninh - Hanoi route and the unsafe traffic situation on the National Highway 5A also had solutions to overcome. - Enterprises / business associations also sended recommendations to a number of other ministries and sectors such as the Ministry of Justice, the Ministry of Science and Technology, the Ministry of Information and Communications, the Ministry of Home Affairs, the State Bank of Vietnam, the Ministry of Agriculture and Rural Development ... with contents such as: Instructions for online auction procedures; proposed to change the middle name in the name of a citizen whose father is a foreigner; settling patent expertise that is wrong in terms of expertise in intellectual property assessment activities; requested to cancel the trademark registration certificate, thus causing damage to the enterprise; problems related to quality control of telecommunications equipment; allowing retail of foreign sim cards; licensing of civil cryptography products and services before importing sim card phones; payment procedures for overseas suppliers; registering to change foreign loans in case of enterprises merged; guided the use of agricultural, forestry and crop land; quarantine of imported animal products for inter-provincial transportation; guidelines for experimental activities under the Ministry of Agriculture and Rural Development ...

- The recommendations sent to localities were mainly proposed to solve specific difficulties encountered by enterprises in production and business activities such as: Summited to continue investing in residential and service projects in the North service of cooling channel of the Quang Ninh thermal power plant in Ha Khanh Ward, Ha Long City; created conditions for enterprises to act as distribution agents of Toyota firms in Ninh Binh Province; problems in implementing the afforestation project in Suoi Ro village, Phuoc Chinh Commune, Bac Ai District, Ninh Thuan Province; solved the determination of additional land levies and completed the land lease procedure for SCIC - Bao Viet Investment Joint Stock Company in HaNori.

2. Implementation ofanswering recommendations of ministries, branches and localities

In the third quarter of 2019, the VCCI received 174 written answer to business proposals from 24 ministries, branches and localities, an increase of 47.4% compared to the second quarter of 2019 (the second quarter of 2019 received 118 documents). These documents were fully published on VCCI's website.

According to VCCI's monitoring, from January 1, 2019 to the end of September 30, 2019, there were 214 recommendations of enterprises and business associations that were not answered by ministries, branches and localities. Ministries and branches having many unanswered recommendations including: the Ministry of Finance 41 recommendations; the Ministry of Planning and Investment: 30 recommendations; the Ministry of Natural Resources and Environment 22 recommendations; the Ministry of Labor, War Invalids and Social Affairs 24 recommendations; the Ministry of Industry and Trade 15 recommendations; the Ministry of Construction 12 recommendations; the Ministry of Public Security 8 recommendations; ... For localities, there were 15 provinces and cities directly under the Central Government that did notanswer yet to the recommendations of enterprises including Ho Chi Minh Hanoi and Can Tho  Cities, Ca Mau, Binh Duong, Quang Ngai, Bac Giang, Binh Phuoc, Son La, Quang Ninh, Ninh Thuan, Nam Dinh, Thai Nguyen, Phu Tho and Hai Phong Provinces, in which Hanoi and Ho Chi Minh Cittiesas well as Quang Ninh Province had many unanswered recommendations.

Details of unanswered recommendations and responsibilities of ministries, branches and localities were presented in Appendix 2 and Appendix 4 attached to the report.

Proposing the Government’s Office continued urging ministries, branches and localities to definitely answer to enterprises' proposals.

Through monitoring the results of recommendations resolution of ministries, sectors and localities, the VCCI found that although the Ministry of Finance, the Ministry of Planning and Investment received a large amount of monthly recommendations (accounting for most of the recommendations), but they replied / solved promptly. Despite a high number of recommendations, there were no backlogrecommendations from the beginning of the year. A number of ministries and branches also answered promptly to recommendations such as the State Bank of Vietnam, the Ministry of Transport and the Ministry of Justice, etc. In the third quarter of 2019, the Ministry of Health was the best solution to slow response to previous recommendations. The Ministry of Labor, War Invalids and Social Affairs; the Ministry of Natural Resources and Environment; The Ministry of Industry and Trade, the People's Committees of Ho Chi Minh City and Hanoi were ministries, branches and localities that did not overcome yet the problem, so that their recommendationswere not been solved for a long time.

3. Evaluation of the business community

Business community highly appreciated that despite facing many difficulties and challenges, the economic growth in the first 9 months was relatively high. With an estimated GDP growth rate of 6.8%, Vietnam's growth rate is higher than the world average, reaching and exceeding all 12 targets assigned by the National Assembly (4 exceeding and 8 targets). target reached). Macroeconomic environment was assessed to be stable: Inflation was  relatively stable and much lower than the set target (estimated 2.7-3% compared to the target below 4%); Regulating money was  prudent and reasonable; Responding quite effectively to unpredictable developments from the international economic environment (US-China trade war, Japan-Korea trade tensions ...)

With the attention of the Party, the State, the drastic direction of the Government and the Government’s Prime Minister and the private sectorswere increasingly increasing their contribution to the economy, namely: The investment of non-state sector increased fastest, created motivation for social investment (even more significant in the context of particularly low disbursement of public investment in 2019); The number of newly established enterprises continued increasing with the average capital of newly established enterprises, which was much higher than the past years, showing that the scale of newly established enterprises was increasing, business encouragement in society continued. maintaining; The private sector also showed vitality, creativity, flexibility and adaptability in the implementation of large infrastructure projects and the well-being of export markets aimed to increase trade tensions and protectionism...

In the third quarter of 2019, the Government’s Prime Minister's Working Group worked with 12 ministries and agencies including: The Ministry of Defense, the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Culture, Sports and Tourism, the Ministry of Science and Technology, the Ministry of Construction, the Ministry of Health, the Ministry of Agriculture and Rural Development ,the  Ministry of Education and Training, the Committee for Ethnic Minority Affairs, Government Inspectorate, State Bank of Vietnam to urge and inspect the implementation of tasks related to the development of e-Government. Under the drastic guidance of the Government, the Government’s Prime Minister and the National E-Government Committee, ministries and agencies actively implemented the assigned tasks. 100% of ministries and agencies set up a Steering Committee and Plan for the implementation of the Resolution 17 / NQ-CP on a number of key solutions and solutions for e-government development in the 2019-2020 period, with a vision to 2025 has put into operation some basic information systems such as:  Linking national documents, Information System for meetings and handling work of the Government (E-Cabinet). Regarding the construction and completion of public service portal, the ministerial-level electronic information portal system, ministries and branches were deploying to upgrade this system, some of these have been completed or have been tested. The business community strongly has believed in the Party and State's determination to build an e-government to modernize the public administration with the aim of better serving the people and businesses

II. THE IMPLEMENTATION OF THE VCCI'S RESOLUTION 35 / NQ-CP

1.            In the third quarter of 2019, the VCCI has implemented the following assigned tasks:

Implementing activities that contribute to administrative reform, creating favorable conditions for enterprises; creating a favorable environment to support startups and businesses to innovate; ensuring the right to business and the right to equal access to resources and business opportunities of the enterprise; reducing business costs for businesses and protecting their legitimate rights and interests:

- Leaded and coordinated to organize many important forums, conferences, seminars and dialogues to discuss, proposed and reviewed policies and laws with the Party and the State related to economic – socialdevelopment, improved the investment business environment, improved the provincial competitiveness index, reformed administrative procedures and supported the development of business community to actively contribute to the process of improving the quality of institutional system and creating an enabling environment for the growing business community. Some outstanding activities were such as:

+ Implemented the direction of the National Council for Sustainable Development and Competitiveness Improvement, the VCCI collaborated with the World Bank (WB) and relevant ministries to successfully organize the National Conference of Sustainable Development Review 2019 with the theme "For a decade of more sustainable development". The conference was chaired by the Government’s Prime Minister Nguyen Xuan Phuc, with the participation of Politburo Member, the Standing Vice Chairman of National Assembly Tong Thi Phong; the Secretary of the Party Central Committee, the President of the Central Theoretical Council Nguyen Xuan Thang; the Deputy Government’s  Prime Minister, the President of the National Council for Sustainable Development and Competitiveness Improvement Vu Duc Dam; leaders of ministries, central agencies, localities and the VCCI President Vu Tien Loc and more than 700 representatives of ministries, branches, organizations, businesses, business associations, research institutes, embassies, international organizations and press agencies. Directed at the Conference, the Government’s Prime Minister assigned the Ministry of Planning and Investment to preside and coordinate with relevant ministries, branches and the VCCI based on the conclusions of the Conference and submit to the Government for consideration and issuance of the Government's Resolution. on sustainable development to formulate and promulgate specific action plan targets in each sector and each field in order to achieve the sustainable development objective according to the roadmap.

+ Coordinated to organize the launching ceremony of the campaign "Enterprises and businessmen contribute their opinions to perfect the economic development policy mechanism". The campaign was chaired by the Central Economic Committee, together with Government’s Office agencies, the Economic Committee of the National Assembly, the Central Committee of the Vietnam Fatherland Front, the Central Businesses' Party Committee, the Vietnam Television and the VCCI to coordinate and deploy.

+ The Mission of Central Committee for External Relations was headed by Mr. Hoang Binh Quan, Member of the Party Central Committee, the Head of the Central Commission for External Relations, and had a meeting with the VCCI Party Committee on the implementation of foreign affairs of VCCI over the past time. Mr. Vu Tien Loc, Secretary of the Party Committee and President of VCCI reported on the results of the VCCI's foreign affairs activities from 2015 to the present. The evaluation mission is a national organization representing the Vietnamese business community in the spirit of implementing Directive 25 of the Secretariat on promoting and enhancing multilateral foreign relations, the VCCI took the initiative and actively carried out external activities in various forms. The mission suggested that, in the coming time, the VCCI will continue promoting the achieved results, further promote businesses in international economic integration through promoting exchange and updating information, inform businesses about new trade agreements, cooperation agreements at all levels, promptly receive information and advise businesses on solutions in the process of cooperation with international partners, enhance exchange of new forms of public relations activities to promote investment attraction, business cooperation between Vietnamese enterprises and other countries ...

+ The VCCI actively participated and coordinated to organize many activities to comment on the draft of the amended and supplemented Labor Code (Labor Code): The President of the VCCI participated in the meeting of the Standing Committee on August 14, 2019.  The National Assembly provided comments on completing the draft Labor Code; organized a seminar on "Suggestions to amend the draft Labor Code from the business community" in provinces / Hanoi, Ho Chi Minh, Da Nang, Can Tho, Ba Ria Vung Tau Cities ... The VCCI and 6 Business Associations Enterprises that including Vietnam Association of Seafood Exporters and Producers (VASEP), the Vietnam Textile and Apparel Association (VITAS), the Vietnam Leather and Footwear Association (LEFASO), the Japan Business Association in Vietnam ( JCCI), the Vietnam Electronics Business Association (VEIA) and American Business Association in Vietnam (AmCham) for the first time agreed to sign a joint recommendation on 5 issues in the draft revised Labor Code., if approved, it may affect production activities of enterprises.

+ Organized a Conference to sign the Program of Cooperation for the period of 2019-2023 between the Ministry of Labor, War Invalids and Social Affairs,the VCCI and the Vietnam General Confederation of Labor to ensure the sharing, criticism and unification in proposing and promulgating policies and laws related to the lawful and legitimate rights, obligations and interests of employers, employees and trade union members, in accordance with the guidelines, the Party's guidelines, the State's legal policies on labor and trade unions. The conference was attended and directed by Government’s Deputy Prime Minister Truong Hoa Binh,

+ The  President Vu Tien Loc joined the Presidium of the 9th National Assembly of Vietnam Fatherland Front, term 2019 - 2024. The congress approved the Political Report of Central Committee of Vietnam Fatherland Front Session VIII, agreed with the evaluation of Front work results for the 2014-2019 term and the objectives of the New Front. The Central Committee of Vietnam Fatherland Front, Session IX, met the First Conference to negotiate for the Presidium of the Central Vietnam Fatherland Front Committee Session IX, term 2019 - 2024 including 62 members, in which VCCI President Vu Tien Loc continued  to be trusted by the delegation to join the Presidium as a representative of member organizations.

+ Reviewed the overlaps and conflicts in the legal documents on investment, land, construction, environment, housing, real estate business and bidding to propose to the Government’s Prime Minister for solutions to handle and overcome.

+ Collaborated with the Central Propaganda Department to organize the Business and Press Forum 2019 with the theme "Sharing opportunities, successfully cooperating in new contexts and Launching the program to vote for journalistic works written on business". seventh - business and seventh business environment ". At the seminar, the delegates expressed their belief that EVFTA and IPA will be leverage for Vietnam's economic growth in the future. The seminar is also an opportunity for businesses to have more information about the Agreement, identified the opportunities and challenges that come to prepare proactively and positively when the Agreement officially comes into effect. In order to realize the benefits that EVFTA and IPA bring, it was essential that people and the business community need to join hands with the Government, in which the Government plays a coordinating and supporting role to make EVFTA worthy. expectations of the economy.

+ During the official visit to Vietnam, Armenian Prime Minister Nikol Pashinyan had an official working visit with the VCCI and representatives of some leading enterprises in Vietnam. The bilateral trade between Vietnam and Armenia in 2018 reached US $ 3.6 million. According to the assessment, bilateral trade turnover between the two countries was still very modest. At the meeting, President of the VCCI expressed his expectation that the Armenian PM's visit will open a cooperative relationship between businesses of the two countries. As a national trade promotion unit, the VCCI was committed to working closely with the Armenian Embassy to develop a plan to organize cooperation programs and business forums to provide information and support. Armenian businesses has explored the market and seeked partners in Vietnam. Armenian Prime Minister Nikol Pashinyan also affirmed that, to boost investment, the Armenian government has also made strong reforms to create a favorable business and investment environment for foreign businesses and without any barriers. + Collaborated with the Taiwan Industrial Federation to organize the "Vietnam-Taiwan Industrial Cooperation Forum" in Ho Chi Minh City. At the forum, all economic experts recognized that the amount of investment capital from Taiwanese enterprises investing in Vietnam continued to grow over the years, which confirmed that Vietnam had a favorable investment environment, attractive and increasingly attracting Taiwanese businesses. As of May 2019, the two-way trade between Vietnam and Taiwan reached US $ 7.5 billion, up 15.7% over the same period in 2018, in which the export turnover reached US $ 1.5 billion. + Collaborated with the Singapore Business Federation (SBF) to hold a Vietnam-Singapore Business Exchange Conference and signed a Cooperation Agreement to establish the Vietnam-Singapore Business Council. At the event, the VCCI and the SBF signed a cooperation agreement to establish the Vietnam-Singapore Business Council, which includes reputable businesses and look forward to contribute to the multifaceted development between Vietnam and Singapore.
