The Vietnam Chamber of Commerce and Industry (VCCI) is pleased to report on the implementation of the assigned tasks in the Government's Resolution No. 35 / NQ-CP dated May 16, 2016 on supporting and developing businesses until 2020 in the 4th quarter, 2018, specifically as follows:

I. ASSEMBLIGATE AND RESPONDING TO BUSINESSES’RECOMMENDATIONS BY MINISTRIES, BRANCHES AND LOCALITIES.

  1. Assembling and resolving businesses’ recommendations:

In 4th quarter2018, the VCCI made a statistic and had 247 newrecommendations of businesses and business associations (increased 17recommendationsraised 7.6% compared to third quarter, 2018). Theimplementation of resolving recommendations was as follows:

- Classification by ministries, branches and localities showed that: Ministries and agencies received many recommendations in 4th Quarter, 2018 included: Ministry of Finance: 57 recommendations, Ministry of Planning and Investment: 50 recommendations; Ministry of Construction; 25 recommendations; Ministry of Labor, Invalids and Social Affairs: 26 recommendations; Ministry of Industry and Trade: 14 recommendations; Ministry of Science and Technology: 9 recommendations. Particularly, this group of 6 ministries received 181 recommendations, accounting for 73.3% of the total number of recommendations in 4th Quarter , 2018. Other ministries and localities all received recommendations from businesses. Some provinces and cities have many businesses proposing such as Hanoi City, Quang Ninh Province, Da Nang City…

The main contents in the recommendation of businesses and business associations included some issues as follows:

- Ministry of Finance is the ministry that received the most recommendations in 4thQuarter, 2018. The content of recommendations focused on the issues: Tax policy, tax calculation (royalties, VAT, import tax) was not reasonable; verification of the state budget settlement; how to calculate the costs of purchasing machinery, equipment, developing general items, transferring projects ... when tax finalization; responding to regulations of the law on management of state capital and assets; corporate income tax incentives for investment projects, expansion; preferential policies when equitizing enterprises; capitalizing interest expenses when renting land for building factories and purchasing machinery and equipment; procedures for dissolution of the company; exemption of land rent; VAT refund; e-tax declaration and electronic invoices ... Some outstanding recommendations were  proposed or prolonged by many businesses that were not resolved completely including:

+ The Decree No. 20/2017 / ND-CP stipulated tax management for businesses with associated transactions when applying in practice revealed some shortcomings. Many businesses and business associations assessed that the Decree still had some inconsistencies with the promulgated Laws (such as Tax Law, Enterprise Law ...) that be possible eliminating the motivation of businesses invested in some areas of social security and required high initial capital (such as agriculture, health ...), these affected the ability to mobilize capital and allocate resources of the "holding company/subsidiary company" model and did not accurately reflect the production results of the businesses.

+ The Korea Industry and Trade Association proposed the Ministry of Finance - the General Department of Customs to consider clearly stating the tax exemption basis for on-spot export in the Decree No. 08/2015 / ND-CP; the Circular No. 38/2015 / TT-BTC and reviewed the legal explanation with instructions for retrospective collection of tax from September 1, 2016.

+ The Ban Phuc Nikel Mining Company continued to complain and protested against the Decision No. 1782 / QD-HQHN dated November 26, 2018 on the determination of tax on export and import goods of the company. This was a case that has lasted for 2 years and the company has repeatedly recommended and complained by the General Department of Customs and Hanoi Customs Department. However, with the latest settlement results from the Hanoi Department of Customs, the Decision of impose tax No. 1782 / QD-HQHN dated November 26, 2018, the company would still complains and sends a recommendation to many departments and agencies to get helps.

+ Despite answered by the General Department of Customs, the businesses importing automobiles and construction machines continued to propose that the Ministry of Finance and the Ministry of Transport apply new HS codes for goods "Cranes tire wheel ”was not reasonable. The introduction of new HS codes made businesses faced to the possibility of tax arrears from 2013 to date, which would push businesses to difficult situations or even bankruptcy.

- The Ministry of Planning and Investment received 50 recommendations, most of them proposed to explain and guide the application of laws in the bidding field. This showed that the bidding law was not really favorable for organizations and individuals to apply. In addition, there were some contents such as: Preferential policies for businesses investing in industrial park infrastructure connection before 2009; exemption of land rent for implementing agricultural projects; guiding legal regulations for foreign investors to buy back 100% of their contributed capital; activities of private businesses after the owner of the business died; the recognition of export processing zone businesses; guiding the provisions of the Investment Law, the Law on Public Investment, the Enterprise Law ...

- The contents of the businesses' recommendations to the Ministry of Science and Technology focused on the following issues: Granting of standard and conformity certificates; certificate of intellectual property; on national technical regulations for some products; technology transfer contract ... However, there were two outstanding contents that businesses / business associations proposed to extend, but the Ministry's resolution not yet received the agreement of businesses:

+ The Nghe An Fisheries Joint Stock Company proposed that the National Office of Intellectual Property - Ministry of Science and Technology did not issue a decision to cancel the Certificate of Land Use Rights No. 12844 as Official Letter No. 3273 / BKHCN-SHTT dated October 23, 2018 by the Government’s Deputy Minister Pham Cong Tac who signed a reply to the Nghe An Seafood Joint Stock Company. This was a case that had lasted for many years to have settlement results as stated in the Official Letter No. 3273 / BKHCN-SHTT. However, although the business contacted the National Office of Intellectual Property butthey did not received yet the settlement results.

+ Proposed amendments to the Circular 12, 2017 in the direction of keeping the item 2d of Article 9 of the Circular 26/2012 / TT-BKHCN with the content "In case of disagreement with sample test results, within 02 working days from the date of receipt of the notice that the sample test results did not meet the quality requirements, the seller may request in writing the re-testing agency for the specimen stored at an other testing organization.. This test result was a basis for the inspection agency to handle the final conclusion. This sample testing cost was paid by the seller. ”In accordance with the provisions of the Law on Product Quality and the Decree 15/2018 / ND-CP of the Government. This content was proposed by 7 Business Associations on food processing and many businesses. Although the General Department of Standardization, Metrology and Quality has answered and explained the new regulations in Circular 12 many times, but the associations and businesses have not yet accepted and continue to propose to keep the same regulations as the Circular 16.

- The field of labor continued having many recommendations to guide legal regulations to implement such as: Resolving policies with redundant workers; plans and policies to ensure workers' rights when equitizing businesses; heavy and hazardous work list; salary regimes of preschool teachers; paying severance allowances; settling the payment of the same insurance regime, determining the time women were pregnant in order to enjoy regimes, settling the regime of labor accidents related to sports, signing labor contracts with elderly people; procedures on  applying for a work permit to foreign workers ...

- Construction sector also received many recommendations to apply the law to implement the following contents: Norms in construction; problems when signing and implementing construction contracts, design surveys; guiding the assignment of investors for implementation of  Group C projects; appraising and approving the investment policy of investment and construction projects; signing, implementing and finalizing labor contracts; ....

- Business associations / businesses also recommended guiding the provisions of law in the field of trade and industry such as clarifying commercial brokerage services of goods in accordance with the law of Vietnam; performed promotions at private clinics; the implementation of chemical safety training; problems of electricity generation licenses and electricity prices ....

  1. The implementation of responding recommendations of ministries, branches and localities

In quarter 4, 2018, the VCCI received 138 documents to respond businesses’ recommendations of 21 ministries, branches and localities, increased 51% compared to third quarter, 2018 (third quarter, 2018, the VCCI received 91 documents). These documents were fully posted on the VCCI’s Website.

Through monitoring by the VCCI, from January 1, 2018 to December 31, 2018, there were 161 recommendations of businesses and business associations that were not responded  by ministries, branches and localities. These recommendations were the responsibility of the ministries: Transportation; Justice; Finance; Natural Resources and Environment; Agriculture and Rural Development; Science and technology; Bank; Construction; Industry and Trade; Medical; Planing and Investment; Police; Labor, Invalids and Social Affairs and People's Committees of cities: Hanoi; Da Nang, Ho Chi Minh and Hai Phong Cities; Phu Tho, Tuyen Quang; Bac Kan; Kien Giang; Vinh Phuc; Hai Duong; Dong Nai; Binh Thuan; Ca Mau; Thanh Hoa; Bac Ninh; Lang Son; Bac Giang; Binh Phuoc; Hung Yen provinces. (Detailed in Appendix 2 and 4 attached to the report)

  1. Evaluation of the business community

In 2018, Vietnam's economy continued maintaining its growth rate and achieved positive results. The GDP of 2018 increased 7.08%, the highest increase since 2008 onwards. The business community believed that this was the result of the timeliness and efficiency of the solutions promulgated by the Government and drastically directed at all levels, branches and localities to make efforts.

Macroeconomic was stable, inflation was controlled. In 2018, the whole country had 131,275 newly registered businesses with a total registered capital of VND 1,478.1 trillion, increased 3.5% in number of businesses and increased 14.1% in registered capital compared to 2017; The average registered capital of a newly established business reached VND 11.3 billion, up 10.2%. If including VND 2,408.8 trillion of additional registered capital of businesses that changed capital, the total additional registered capital to the economy in 2018 was VND 3,886.9 trillion. Besides, there were 34,010 businesses returning to operation, increasing by 28.6% compared to the previous year, bringing the total number of newly registered businesses as well as businesses returned to operation this year to nearly 165, 3 thousand businesses.

However, the number of businesses that registered to suspend business for a definite time were 27,126, increased 25.1% in comparison to the same period of 2017. The number of businesses suspending operations without registering or waiting for dissolution was 63,525, up 63.4% over the same period last year; in which 44,730 businesses stopped operating without registration and 18,975 businesses waited for dissolution. The number of businesses completing dissolution procedures in 2018 was 16,314, increased 34.7% in comparison to the same period in 2017. This showed that in 2018 the business community still faced to many difficulties in operation. production and business activities.

In 4th quarter 2018, the business and social community highly appreciated activities to create a favorable business environment for businesses such as:

- According to the report of the Government’s Prime Minister's working group from January 1, 2018 - December 26, 2018, it was simply cut 6,665 lists of goods that be subject to specialized inspection and 27 specialized inspection procedures of the 8 ministries which  saved for businesses and society about 11 million public days / year, equivalent to VND 5,407 billion / year. Moreover, out of a total of 18,820 tasks of the Government, the Government’s Prime Minister assigned ministries, agencies and localities to have 11,253 tasks completed according to the deadline, reaching 98.1%; unfinished tasks was 7,567, the number of overdue tasks in 2018 accounted for 1.15%, downed  0.23% in comparison to the same period last year and downed 23.85% in comparison to the time before the working group established. Many ministries and branches took the initiative and seriously implemented the assigned tasks. At the same time, ministries, agencies, localities, especially heads of state actively sought effective solutions in the process of implementing tasks assigned, the status of pushing up responsibilities or "pushing" responsibilities to the Government’s Prime Minister basically overcame. Prominently, the Ministry of Health saved 7,754,650 work days / year, equivalent to VND 3,107.5 billion / year; The Ministry of Agriculture and Rural Development estimated that saving 1,800,403 workdays / year, equivalent to VND 1,291 billion / year; Ministry of GT-VT saved 1,340,000 public days / year, equivalent to VND 660 billion / year ...

- The Ministry of Finance issued a Decision No. 2141 / QD-BTC approving the plan to reduce and simplify administrative procedures within the scope of state management functions of the Ministry of Finance. In particular, the Ministry continued reducing and simplifying 176 administrative procedures in the field of management of the Ministry of Finance, including reviewing 148 administrative procedures and simplifying 28 administrative procedures in 13 areas. .

- On October 8, 2018, the Government’s Prime Minister signed to issue a Decree No. 140/2018 / ND-CP amending and supplementing a Decrees related to the conditions of business investment and administrative procedures under the micro state management of MOLISA. Thus, together with the Decree No. 49/2018 / ND-CP dated March 30, 2018 of the Government stipulating the accreditation of vocational education quality, there were 60 business conditions cut, single simplified, reaching the rate of 56.07%, in which, the field of vocational education was 43%, labor safety was 33% and prevention of social evils was 22% ...

- On October 30, 2008, Ministry of Agricultural and Rural Development issued a Circular No. 15/2018 / TT-BNNPTNT including 2 lists: A list of import and export goods with HS code included 2,873 lines of goods; other list of import goods was subject to prior specialized inspection with HS code included 1,800 lines (cutting rate of over 76%), These lists contributed to reduce time and cost for businesses and created a favorable and airy environment for production and business development.

II. IMPLEMENTATION OF THE RESOLUTION 35 / NQ-CP OF THE VCCI

1. In the quarter 4, 2018, the VCCI deployed the assigned tasks as follows:

Implemention of activities that contributed to administrative reform, facilitate businesses; created a favorable environment to support start-up and innovative businessesensured business rights, equal rights to access business resources and business opportunities; reduced business costs forenterprises and protected legitimate rights and interests of businesses:

- Consulted the business community to give comments on 24 projects and schemes, drafted legal documents and many other legal and policy documents of ministries and branches related to businesses' activities, highlights such as: Revised Securities Law; the Decree amending and supplementing a number of articles of the Decree No. 108/2015 / ND-CP on special consumption tax; the Decree detailed and guided the implementation of some articles of the Competition Law; the Decree on ATA temporary books; The Decree amended the Decree 203/2013 / ND-CP stipulating money for granting mining rights; the Decree on abolishing some legal documents issued by the Government; the Decree on investment and golf course business; the Circular regulating the rules implementation of the original goods in the Comprehensive Partnership Agreement and Trans-Pacific Progress (CPTPP); the circular amending and supplementing a number of articles of the Circulars prescribing administrative dossiers and procedures in foreign exchange management; the Decision replacing the  Decision 15/2017 / QD-TTg on the list of imported goods must go through customs procedures at the import border gate; the Circular amending and supplementing the Circular No. 25/2016 / TT-BNNPTNT on quarantining animals, terrestrial animal products ....

Presided over and coordinated to organize many important forums, conferences, seminars and dialogues to discuss, propose and review policies and laws with the Party and State related to economic development - communes support, improved business investment environment, improved provincial competitiveness index, reformed administrative procedures and support development business community to contribute positively to the process of improving the quality of the system of institutions and creating favorable environment for the business community to develop. There were some outstanding activities such as:

+ Coordinated with the Central Theoretical Council to organize a scientific workshop on  "Enhancing the competitiveness of the economy through national productivity". Speaking at the workshop, the President of the VCCI made a number of specific policy proposals to improve the competitiveness of Vietnam's economy. The implementation of these policy proposals was a fundamental restructuring of Vietnam's growth model. To achieving this goal, it was necessary to build a modern, professional and transparent public administration system. The workshop also recorded many comments and recommendations from experts, businesses and business associations on assessing the status of Vietnam's competitiveness in terms of productivity. The ideas received and synthesized by the VCCI in the process of implementing the State-level Scientific Project "Competitiveness of our country's economy: Current situation, issues and solutions" that was subject to the framework of the national key technology and science program, the field of political scientific research in the period of 2016-2020 of the Central Theoretical Council.

+ Coordinated to organize a Vietnam Business Forum in the end of 2018 (VBF) under the theme "Sharing opportunities in the trend of global trade shift". The forum focused on the main discussion contents including: investment resources for infrastructure, improving knowledge to serving modern industry and overcome obstacles for businesses. At this meeting, 70 issue groups were sent to the ministries and sectors by the VBF’s association and working groups. These proposals were expected to contribute positively to the reform of administrative procedures, improving the business environment of the Government which were implemented in recent years.

+ Coordinated with the Vietnam Association of Korean studied to organize the annual scientific conference "National spirit and struggle against hostile forces outside of Vietnam" at the National Assembly of Korea. At the Conference, scholars, researchers, and legal experts made scientific analyzes, confirmed the legitimacy, resilience and humanity in the struggle against aggression and protection of sovereignty of Vietnam.

+ Coordinated with the Central Business Innovation Steering Committee and the Ministry of Planning and Investment to hold a press conference to announce the report on the National and Local Enterprise Development Indicators in 2017 with the participation and chairing by the Government’s Deputy Prime Minister Vuong Dinh Hue, the Minister of Planning and Investment and Chairman of the VCCI. The report on the Enterprise Development Index was an important report and was considered as an official report of the Government on the development situation of Vietnamese businesses. This was the original report to guide the data and situation of Vietnamese businesses in 2017 and the period of 2010 - 2017. The report mentioned many issues such as: number of businesses by sectors and localities, efficiency of the business ... The report will be developed and published annually.

+ Organized a workshop to publish the report on implementation of the Resolution 19 and 35 on business and business development environment - Views from the businesses. The report was developed from the perspective of businesses, as a beneficiary, reflected on the effectiveness that ministries and localities performed the tasks assigned by the Government. The report commented on a number of areas that recognized a significant level of reform received by businesses such as access to electricity, starting a business, cutting down on business investment conditions, electronizing tax procedures ... other areas mostly had certain reforms and changes, but the report maintained that the reform space was still very much and needed more efforts from ministries and localities. The report also mentioned many specific recommendations from businesses with the aim of promoting the business environment improvement and supporting businesses.

+ Organized a Conference of Employers in 2018 with the theme of "Business cooperation and State in training and recruitment". At the Conference, the speakers affirmed their consensus with the view that the source of high-quality labor was the trained employees associated with the production activities of the businesses, thereby improving labor productivity for the business. This was also the training trend of advanced countries in the world. The reality of connection between training institutions, schools and businesses in Vietnam was still quite formal, leading to the quality of trained labor resources that did not meet the needs of businesses.

+ Coordinated with the Ministry of Finance to hold a dialogue conference with businesses on tax and customs in 2018 in Hanoi and Ho Chi Minh City. The conference received the attention and participation of nearly 1,000 businesses in the country. In addition to introducing and updating new policies of the Taxation and Customs, the Conference spent a lot of time to represent leaders of the General Department of Taxation, General Department of Customs and dialogue businesses to answer questions about taxes and customs of businesses in the process of production and business.

+ Organized a Conference of Employers in 2018 with the theme of "Enterprisees and State cooperation in training and recruitment". At the Conference, the speakers affirmed their consensus with the view that the source of high-quality labor is the trained employees associated with the production activities of businesses, thereby improving labor productivity for businesses. This was also the training trend of advanced countries in the world. The reality of connection between training institutions, schools and businesses in Vietnam was still quite formal, leading to the quality of trained labor resources that did not meet the needs of businesses.

- Continued implementing a project of Enhancing Provincial Competitiveness (PCI), promoted activities to share good practices in managing the provincial economy. Continued the consultancy, supported and guided to promote activities to share good practices in provincial economic management, supported provinces and localities to implement activities to improve competitiveness. and improve provincial business environment in Thai Binh, Hai Duong, Thanh Hoa, Ba Ria - Vung Tau and Bac Ninh Provinces.

+ The VCCI implemented many post-announcement activities such as: Prepared and provided PCI analysis information to Government leaders, the Government’s Prime Minister's working group ... to serve the working program in Gia Lai, Dak Lak and Hoa Binh Province; toke part in the training course for the planning staff of An Giang Provincial Party Executive Committee for the period of 2020-2025 organized by An Giang Provincial Party Committee; coordinated with Quang Tri Provincial People's Committee to organize a workshop to discuss solutions to improve competitiveness of Quang Tri Province in 2018; Coordinated with the Training Center for elected representatives, the delegation working Committee, the Standing Committee of the National Assembly to hold the Conferenceon  "Sharing experiences on using PCI in activities of the People's Council" for the People's Council in the South; organized a conference on "Sharing experiences of using PCI index in the activities of the People's Council" for representatives of the Northern People's Council. The conference was held in Thai Nguyen Province on November 22, 2018; organized training courses for business associations on PCI data use and exploitation in Can Tho Province; Organized PCI training course for branches and representative offices of the VCCI on improvement of business environment, integration, law development, application in legal support and design of enterprise support activities.

- Continued implementing the Action Program for Business Integrity Implementation and activities to support businesses to implement the Circulatory Economic Program.

+ Signed an agreement between UNDP and the Office of Business for Sustainable Development (SdforB) funding Project 12 on implementing integrity initiatives between businesses and the government (in the period of September 2018 - 03 / 2019); identified and invited domestic consulting companies to set up technical and financial proposals to provide research services and develop training materials for the project; updated website information www.kdlc.vn.

+ Implemented a study on "situation of the implementation of internal control and application of business codes of conduct and key recommendations for Vietnam" in Hanoi and Ho Chi Minh City, organized a conference on "popularizing national standards TCVN ISO 37001: 2018 - Anti-bribery management system - Requirements and instructions for use" in Ho Chi Minh City.

- Continued implementing the action program for business integrity implementation and activities to support businesses to implement the Circulatory Economic Program.

+ Signed an agreement between UNDP and the Office of Business for Sustainable Development (SdforB) funding project 12 on implementation of integrity initiatives between businesses and the government (in the period of September 2018 - 03 / 2019); identified and invited domestic consulting companies to set up technical and financial proposals to provide research services and develop training materials for the project; updated website information www.kdlc.vn.

+ Implemented a study on "situation of the implementation of internal control and application of business codes of conduct and key recommendations for Vietnam" in Hanoi and Ho Chi Minh City, organized a conference on "Popularizing National Standards TCVN ISO 37001: 2018 - Anti-bribery management system - Requirements and instructions for use" in Ho Chi Minh City.

Collaborated with Heineken Vietnam to organize a training course on Economic Circulation in Ho Chi Minh City; carried out research activities to build secondary materials market in the paper and plastic industry; coordinated with Vietnam Productivity Institute to implement a number of thematic studies.

- Continued monitoring and guiding professional activities of gender representation of employers for branches in the local VCCI, the Council of employers in local business associations when participating in the organization to establish three labor relations parties, especially participated in the settlement of labor disputes and labor strikes that not according to law provisions.

2. Implementation of trade promotion, investment activities, support programs and projects to improve competitiveness of businesses and business associations:

- Coordinated to organize activities and participation of VCCI’s leaders in trade and investment promotion activities and promote international integration at the national level such as:

+ VCCI President Vu Tien Loc joined a delegation accompanying the Government’s Prime Minister Nguyen Xuan Phuc to attend the 12th Asia - Europe Summit (ASEM), attended the Partnership Summit for green growth and global goals by 2030 (P4G) and official visit to the Austrian Republic, Belgium, Kingdom of Denmark, worked with the European Union (EU) from 14 - 21 October 2018. In the framework of the trip, the VCCI organized a business delegation to accompany the Government’s Prime Minister and coordinated with partners to organize some important trade promotion and investment activities in the European market including: Business Forum Vietnam - Austria career with the participation and chairing of the Government’s Prime Minister Nguyen Xuan Phuc and nearly 400 businesses of two countries; attended the Vietnam - EU and Belgium Business Forum with the participation of 250 Belgian businesses of Vietnam and EU countries such as France, Ireland, Germany and the Netherlands which were interested in attending. the Government’s Prime Minister Nguyen Xuan Phuc and President of the Belgian-Vietnamese Friendship Alliance Andries Gryffoy co-chaired the Forum; High-level roundtable seminar of Vietnamese and Danish businesses with the participation of 3 large Vietnamese corporations and 12 leading Danish businesses which were planning to invest and expand cooperation in Vietnam market. On this the occasion, the VCCI signed a cooperation agreement with the Danish Industry Federation on enhancing cooperation effectiveness between the two countries' business community.

In order to mobilize the MPs, business community and partners of the VCCI to speed up the process of ratifying EVFTA Agreement, the VCCI President proactively had meetings and working sessions for some senior officials of European Union Federation such as the House of Representatives and the Senate of Austria; Austrian Economic, Energy and Industrial Commission, French-speaking Governor (Wallonia) and Belgium's Office of the Dutch Regional Minister (Flanders), the president of the International Trade Commission - European Parliament .

+ The VCCI’s President joined the delegation to accompany the Government’s Prime Minister Nguyen Xuan Phuc to attend the 10th Mekong - Japan Cooperation Summit in Tokyo, Japan from October 9-10, 2018. According to the assignment of the Government’s Prime Minister, the VCCI President attended the Mekong - Japan Investment Forum chaired by the Japan Trade Promotion Organization (JETRO), exchanged and signed a cooperation agreement with the Federation of Japanese economic organizations - Nippon Keidanren on coordination to organize the Asian Business Summit in 2019 in Vietnam. At the same time, in the framework of the trip, the VCCI had a meeting with the Japanese Chamber of Commerce and Industry (JCCI), the Japan Small and Medium Enterprise Support Organization (SMRJ) and the Kyusyu Chamber of Commerce Chamber in order to carry out activities to support businesses in the process of cooperation and business development in Vietnam and Japan, firstly implemented two business connection programs for the automotive and medical equipment industry in January 2019.

+ Within the framework of the Government’s Prime Minister Nguyen Xuan Phuc's trip from November 16-18, 2018 to attend the 26th APEC Conference in Papua New Guinea, the Vietnam ABAC President Vu Tien Loc attended with the Government’s Prime Minister in the Dialogue Session of APEC leaders with ABAC members. At the Conference, the Government’s Prime Minister affirmed that Vietnam ratified CPTPP with the absolute support rate affirming its determination to continue innovating comprehensively, proactively and integrate actively into the world as well as developing soon an action as well as pushing program in quick process of revising legal documents, propaganda and dissemination to effectively implement CPTPP, making the most of opportunities for national and business development. On this occasion, the VCCI cooperated with US Business Union and related ministries and agencies to arrange a meeting between the Government’s Prime Minister and the delegation of 17 leaders of large US corporations.

In the framework of APEC activities, the VCCI President Vu Tien Loc as the president of the APEC Business Advisory Council (ABAC) and also be the President ABAC Vietnam co-chaired the ABAC 4 session from November 13-15, 2018 in Port Morseby, Papua New Guinea. At the meeting, the Chairman of ABAC Vietnam was unanimously appointed by the members of the Council to serve as co-chair of the specialized group on development of the micro, small and medium enterprise (MSMEs) as well as ABAC’s start-up team. In addition, ABAC Vietnam’s delegation attended the APEC Business Summit 2018 (November 16-17, 2018), captured the development trends in APEC, called for the support of large corporations to attract FDI into Vietnam.

+ High-level Cooperation Forum for Global Green Goals 2030 (P4G): Based on the actual needs of businesses and through the results of business cooperation with Danish partners, as one of the member of P4G in Vietnam, the VCCI selected 30 leaders of businesses operating in the field of clean energy, investment and high technology to attend the Forum held in Copenhagen, Denmark. Businesses which attended the event having the opportunity to meet and interact with Danish partners and European countries, thereby improving competitiveness and productivity, developing a sustainable development strategy for businesses.

- Coordinated with ministries, departments, branches and localities to organize many domestic and foreign trade and investment promotion activities, and train enterprises including many outstanding activities such as:

+ VCCI organized the Vietnam - India Business Forum on the official visit of the President of India, with the participation and co-chairing of Government’s Deputy Prime Minister Trinh Dinh Dung, Vice President of India and near 200 businesses of two countries. Also within the framework of the visit of the President of India, the VCCI signed a cooperation agreement with the Indian Industry Federation in the presence of General Secretary, State President Nguyen Phu Trong and Indian President Ram Nath Kovind.

+ Coordinated with the Ministry of Foreign Affairs, Asian Forum Uncle Ngao, Chinese Embassy in Hanoi, Chinese Business Association in Vietnam and Hanoi People's Committee to organize the Vietnam – China Economic Promotion Forum . Attended and presided over the event were Chairman of Hanoi People's Committee, Chairman of the VCCI and Chinese Ambassador in Vietnam.

+ On November 20, 2018, the VCCI cooperated to organize the Launching Ceremony of "Vietnamese goods conquering Vietnamese people" movement. On this occasion, the Vingroup introduced and launched VinFast brand car. The event was honored by the Prime Minister Nguyen Xuan Phuc and many leaders of the central and local ministries. Speaking at the ceremony, the Government’s Prime Minister Nguyen Xuan Phuc expressed his wish that both State and private businesses, cooperatives and individual households to invest in science and technology, market research to conquer nearly 100 million people with good products, to serve domestic consumption and export. The campaign "Vietnamese people prioritize using Vietnamese goods" deployed under the policy of the Politburo that was one of the important solutions contributing to promotion of the development of many products and services and Vietnam brand goods in the past time.

+ Coordinated with Vietnam Red Cross and Vietnam Union of Friendship Organizations to organize the Conference on Promotion of Humanitarian Activities in 2018. With the theme "promoting social responsibility and humanitarian aid of the organizations and businesses during the period of industrial revolution 4.0 ". At the conference, the VCCI and 12 units and organizations signed a program to coordinate with the Vietnam Red Cross in humanitarian activities.

+ Coordinated with the Japan Trade Promotion Organization (JETRO) and partners to organize the Japan - Mekong Business Cooperation Forum. The forum was a part of a series of activities to celebrate the 45th anniversary of the establishment of Vietnam - Japan diplomatic relations. Attending the Forum, there were more than 400 delegates representing agencies of government and local agencies of the two countries, leaders of 13 provinces in the Mekong Delta and the Consulate General of Japan in Ho Chi Minh City. The Japan Tourism Promotion Organization in Ho Chi Minh City (JNTO) and 120 CEOs from Japan together with more than 30 entrepreneurs representing Japanese businesses that were investing in Ho Chi Minh City and other provinces in the region went to explore business investment opportunities in Ho Chi Minh City, Can Tho and Mekong Delta region.

+ Organized business delegations to conduct field surveys, learning experiences on developing effective credit access strategies and improving financial management capacity in Italy, Austria and Czech markets (February – December,  2018); surveyed business opportunities in Australia & New Zealand and Taiwan markets (October, 13-19, 2018); organized business delegations to attend the 3rd bicycle, electric motorcycle exhibition in Nanning, China ... ...

+ Units of VCCI system organized many other investment and trade promotion activities such as: Vietnam - Greece Enterprises; coordinated with the Japanese Chamber of Commerce and Industry (JCCI) to organize the Vietnam Export Forum 2018 with the theme "Strengthening Vietnam's linkage into the global value chain"; Met Vietnamese - Korean businesses; Vietnam - Belarus Business Forum; Investment promotion workshop in Dak Nong Province; Cao Bang Investment, Trade and Tourism Promotion Conference; Vietnam - Spain Business Forum, Vietnam talks to meet Vietnamese - Korean businesses, Seminar to meet Vietnamese businesses - Russian Federation, Vietnam - Japan business exchange conference on water, Seminar on exchanges between Vietnamese businesses and businesses in Hunan Province (China) ...

+ Organized about 125 training courses nationwide for about more than 5,726 turns of business officials about the content related to the operation of enterprises

- On the occasion of the Vietnamese Entrepreneurs' Day on October 13, the VCCI organized a series of activities in Hanoi and localities throughout the country:

+ Guided, supported and coordinated with Business Associations to organize activities to commemorate the Vietnamese Entrepreneurs' Day on October 13 in Hanoi and localities throughout the country.

+ Celebrated the Vietnamese Entrepreneurs' Day and honoring typical entrepreneurs of the Northern Coastal Region in 2018. Attended the Celebration were leaders of provinces and cities; representatives of departments and sectors in the Northern Coastal Region. The ceremony honored 30 typical coastal area entrepreneurs in 2018; donated the title of Vietnamese businessman typical for businessman Bach Thai Buoi - "Vietnam Ship King".

+ Organized a ceremony to honor "Entrepreneurs for the Mekong Delta community"; "Sustainable business development in Mekong Delta"; "Typical Entrepreneur of Mekong Delta in 2018" and "Typical Mekong Delta Enterprises in 2018". At the event, there were 131 businesses and businessmen from 13 provinces / cities in the Mekong Delta honored, in which, 35 businesses achieved the title of sustainable development, 28 entrepreneurs achieved the title of entrepreneur for community; 29 entrepreneurs were awarded the title of typical entrepreneur and 39 businesses were awarded the title of typical Mekong Delta business in 2018.

+ Organized the ceremony to announce the sustainable business in Vietnam in 2018, with the participation and direction of the Deputy Prime Minister Vuong Dinh Hue and representatives of many ministries, central branches, localities and numerous business communities. . The program honored 100 sustainable businesses in 2018 selected from the records of 500 participating businesses.
