The Ministry of Natural Resources and Environment responded to this issue as follows:

The resettlement for people whose land is recovered shall comply with the provisions of Point c, Clause 2, Article 83, Article 86 of the Land Law, Articles 6 and 22 of Decree No. 47/2014/ND-CP dated May 15, 2014 government.

In Clause 2, Article 6 of Decree No. 47/2014/ND-CP, it is stipulated: In the case in a household as prescribed in which there are many generations in the household, many couples live together on the same piece of recovered residential land. If the conditions are met to separate into separate households according to the provisions of the law on residence or there are many households that share the same right to use a land parcel recovered, the People's Committee of the province shall base itself on the residential land and house fund resettlement and the actual situation in the locality determine the level of residential land and houses for resettlement for each household.

Because there is no record on land acquisition and the origin and land use process are unknown, the Ministry of Natural Resources and Environment does not have enough basis to answer. It is recommended that his family contact the local natural resources and environment agency for instructions on how to comply with the law.
