According to the reflection of Mr. Tran Viet Hung (Tuyen Quang), currently when looking up on the Ministry of Health's Administrative Procedures Information System (https://dichvucong.moh.gov.vn) or the Electronic Information Portal on Medical Equipment Management (https://dmec.moh.gov.vn/), there is no information about individuals qualified to provide technical advice on medical equipment. This causes difficulties for agencies, units, and investors when making a list and building the configuration and technical features of medical equipment.

Mr. Hung requested the Ministry of Health to provide specific guidance on searching for information about individuals qualified to provide technical advice on medical equipment so that investors can choose to be consultants to create a list and build configurations and technical features of medical equipment according to regulations. 

In addition, Circular No. 14/2023/TT-BYT dated June 30, 2023 of the Minister of Health promulgating regulations on procedures for developing bidding packages for the procurement of goods and provision of services in the field of medical equipment at public health facilities takes effect from July 1, 2023 to December 31, 2023, but to date the Ministry of Health has not issued a new Circular to replace it, leading to difficulties for investors in creating bidding packages for the procurement of medical equipment.

Regarding this issue, the Ministry of Health responded as follows:

In accordance with the provisions of Point b, Clause 2, Article 54 of Decree No. 98/2021/ND-CP of the Government on the management of medical equipment; currently, the Ministry of Health (Department of Infrastructure and Medical Equipment) has received and published a list of individuals qualified to provide technical advice on medical equipment on the Electronic Information Portal on Medical Equipment Management (https://dmec.moh.gov.vn/).

To look up information, please follow these steps:

- Access the Electronic Information Portal on Medical Equipment Management (https://dmec.moh.gov.vn/);

- Click on the "Public Service Results" module;

- In the search box, type "TVKT" (Abbreviation for Technical Consulting);

- Click on the "Search" box and review the profiles and information of individuals who are qualified to provide consulting services that have been announced.

Regarding the promulgation of legal documents replacing Circular No. 14/2023/TT-BYT, on June 23, 2023, the National Assembly issued the Bidding Law No. 22/2023/QH15; on February 27, 2024, the Government issued Decree No. 24/2024/ND-CP detailing an article and measures to implement the Bidding Law on contractor selection.

Accordingly, the contents related to the construction of bidding package prices and the organization of contractor selection for goods and services related to chemicals, medical equipment testing supplies are specified in Article 16 of Decree No. 24/2024/ND-CP. Therefore, interested individuals/organizations are requested to study and implement.
