How is the report on reducing greenhouse gas emissions implemented?

Point a, Clause 4, Article 11 of Decree 06/2022/NĐ-CP on greenhouse gas emission reduction and ozone layer protection stipulates that establishments specified in Clause 1, Article 5 of this Decree shall provide operational data and related information for greenhouse gas inventory purposes of the previous year by March 31st following the reporting year, as guided by the relevant management agency, to reduce greenhouse gas emissions and protect the ozone layer.
However, according to the regulations in Point b, Clause 3, Article 11 of Decree 06/2022/NĐ-CP, the management agencies will "provide guidance and organize the implementation of greenhouse gas inventory of the establishments under their management scope for 2022 and send the results of greenhouse gas inventory of the establishments to the Ministry of Natural Resources and Environment before December 1st, 2023."
Ms. Dang Thi Thanh Huyen (Hanoi) asked how the establishments specified in Clause 1, Article 5 of Decree 06/2022/NĐ-CP should provide operational data and related information for greenhouse gas inventory purposes of the previous year by March 31st following the reporting year, as guided by the relevant management agency. Currently, apart from the guidance on waste management issued by the Ministry of Natural Resources and Environment, there is no guidance from the relevant ministry.
The Climate Change Department of the Ministry of Natural Resources and Environment responded to this issue as follows:
According to the regulations in Point a, Clause 4, Article 11 of Decree No. 06/2022/NĐ-CP dated January 7, 2022, of the Government regulating the reduction of greenhouse gas emissions and protection of the ozone layer, facilities stipulated in Clause 1, Article 5 of this Decree are responsible for "providing data on their activities and relevant information to serve greenhouse gas inventory of the previous year's activities according to the guidance of the managing ministry before March 31 of each reporting year starting from 2023."
Recently, the Ministry of Natural Resources and Environment has issued Circular No. 17/2022/TT-BTNMT dated November 15, 2022, regulating the measurement, reporting, verification of greenhouse gas emissions reduction, and greenhouse gas inventory in the waste management sector. The Ministry of Industry and Trade has also issued Document No. 1239/BCT-TKNL dated March 10, 2023, on reporting activity data for greenhouse gas inventory in the industry and trade sector for the years 2020 and 2022.
The Ministry of Natural Resources and Environment, as the national focal agency for climate change, has also issued some documents to urge managing ministries to implement regulations on greenhouse gas emissions reduction.
Managing ministries including the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Transport, and the Ministry of Agriculture and Rural Development will issue specific technical guidance on measurement, reporting, verification of greenhouse gas emissions reduction, and greenhouse gas inventory for their respective management areas.
