Hanoi Social Insurance answered this issue as follows:

Pursuant to Official Letter No. 3068/BHXH-CSXH dated October 1, 2021 of Vietnam Social Insurance on the implementation of Decision No. 28/2021/QD-TTg dated October 1, 2021 of the Prime Minister stipulating the work implementing policies to support workers and employers affected by CIVI-19 pandemic from the unemployment insurance fund; The case of Ms. Dinh Thi Hong Van works at Finhay Vietnam Joint Stock Company, participating in social insurance in Ba Dinh District, who is taking a maternity leave from September 2021 (at September 2021, she is not in the list of social insurance premiums).

The company has a total of 66 employees, of which 65 employees have been solved. After reviewing the social insurance of Ba Dinh district, there was a laborer, Ms. Dinh Thi Hong Van, who had not yet submitted the application for support for employees and took the initiative to notify and urge the company to submit the application. However, until 22:50 on December 20, 2021, the new company submitted a list (form No. 02) according to the receipt paper No. 141705/2021/00101.

According to the provisions of Point 3.2, Clause 3, Section II, Official Letter No. 3068/BHXH-CSXH, within 5 working days from the date of receiving the list of employees properly, information sent by the employer, social insurance agency pays support for employees. However, from December 23, 2021, Vietnam Social Insurance has suspended the settlement and payment of supporting workers. Therefore, up to now, Ba Dinh District Social Insurance has not been solved for employees.
