On this matter, the Ministry of Planning and Investment provides the following opinion:

According to the regulations in Article 19, Clause 1 of Decree No. 24/2024/NĐ-CP, members of expert teams and appraisal teams must meet the following requirements:

"a) Have a professional qualification certificate in bidding, except as provided in Clauses 2 and 3 of this Article;

b) Hold a university degree or higher;

c) Have full civil act capacity as prescribed by law; not currently under criminal prosecution;

d) Have at least 03 years of work experience in one of the fields related to legal, technical, financial aspects of the bidding package: experience in or execution of technical aspects specified in expressions of interest, prequalification documents, bidding documents, request documents, or financial and legal tasks."

According to the regulations in Article 37, Clause 1 of Circular No. 02/2024/TT-BKHĐT dated March 6, 2024, issued by the Minister of Planning and Investment, certificates from bidding training courses issued under the provisions of the Bidding Law No. 61/2005/QH11, Bidding Law No. 43/2013/QH13 before January 1, 2024, are considered equivalent to the professional qualification certificate in bidding as specified in this Circular and remain valid until December 31, 2025. From January 1, 2026, individuals seeking a professional qualification certificate in bidding must participate in examinations to obtain the certificate under the provisions of this Circular.

Therefore, members of expert teams and appraisal teams must have a professional qualification certificate in bidding as specified above.
