According to Mrs. Le Minh Ha, the Quang Ngai Provincial Hospital is currently bidding to select contractors to buy goods, which are medical equipment such as breathing apparatus, hematology testing machine ... with the form of open bidding in the country - a period of one bag. In order to conduct a bid evaluation, the procuring entity shall set up an expert group consisting of:

- Doctor of the Department of Active Anti-Poisoning Department, whose working time is over 10 years, has got a certificate of bidding training.

- Doctor of the Department of Hematology, his/her working timeis required to be  over 10 years, he/she must have a certificate of bidding training.

- Bachelor of Nursing, his/her working time is requited to be over 10 years, he/she must have a certificate of bidding training.

- Bachelor of Accounting, his/her working time is required to be over 10 years, he/she must have a certificate of bidding training.

- Engineer, technical staff of medical equipment and materials department, his/her working time is requited to be over 10 years, he/she must have a training certificate on bidding.

Through the receiving and responding system to businesses' recommendations, Ms. Ha would like to ask the above-mentioned experts to meet the conditions prescribed at Point b, c, d, Clause 3, Article 116 of the Decree 63/2014 / ND-CP? When dividing into the group to evaluate bids, the technical review team has 2 Doctors (Department of Active Antidepressant and Hematology). So does this group meet the conditions specified at Point b, c, d Clause 3, Article 116 of the Decree No. 63/2014 / ND-CP dated June 26, 2014?

Regarding this issue, The Ministry of Planning and Investment has the following opinions:

Whether or not each member of the expert team meets the requirements of the bidding law is the responsibility of the procuring entity. Accordingly, depending on the nature and complexity of the bidding package, the expert team consists of experts in the fields of engineering, finance, trade, administration, legal and related fields. (Item 2 Article 116 of the Decree No. 63/2014 / ND-CP).

In case the bidding package is to purchase medical equipment such as breathing apparatus, hematology testing machine, the proposal of a member of a specialist group consisting of doctors and nurses of departments using equipment to buy, engineers, technical staff of medical equipment rooms, bachelor of accountants ... Who have bidding certificates, have professional qualifications related to bidding packages, understand the corresponding specific contents of bidding packages. and having at least 3 years working in the field related to the economic and technical contents of the bidding package is in accordance with the provisions of Clause 3, Article 116 of Decree No. 63/2014 / ND-CP.
