Can contracted workers receive regular salary increases?

Mr. Pham Quang Tung (Thanh Hoa) is an ambulance driver at the district hospital. Previously, under Decree No. 68/2000/NĐ-CP, contracted workers with a 2-year contract were eligible for a salary increase, but under Decree No. 161/2018/NĐ-CP, he is no longer eligible for a salary increase unless the minimum regional salary increases, such as the minimum salary set by the state.

Mr. Tung asked whether he is eligible for a regular salary increase and which unit is responsible for constructing the salary table.

Regarding this issue, the Ministry of Internal Affairs answered as follows:

On December 30th, 2022, the Government issued Decree No. 111/2022/NĐ-CP on contracts for certain types of work in state administrative agencies and public non-business units, replacing Decree No. 68/2000/NĐ-CP dated November 17th, 2000, by the Government on implementing the contract regime for certain types of work in state administrative agencies and non-business units, and Article 3 of Decree No. 161/2018/NĐ-CP dated November 29th, 2018, by the Government on amending and supplementing some provisions on recruitment of civil servants, officials, promotion of civil servants, promotion of officials and implementation of the contract regime for certain types of work in state administrative agencies and public non-business units.

Therefore, the regime and policies for contract labor are implemented according to the provisions of Decree No. 111/2022/NĐ-CP. The details of salary agreements have been specified in this Decree.
