Resolution 41-NQ/TW of the Central Committee sets the stage for a new beginning of the Vietnamese business community in this new era.

- Can you share the new points of Resolution 41-NQ/TW?
The business community always holds a crucial position and role. Resolution 41 defines that "the business community is one of the core forces contributing to advancing the industrialization, modernization, international integration, and the development of an independent, self-reliant, and defense and security-assured economy of the country."
The resolution establishes the perspective of building and harnessing the strength of the Vietnamese business community, creating a favorable, secure, and equitable investment and business environment for businesses to grow and contribute. This responsibility is shared by the Party, the State, the political system, and the business community, in alignment with the comprehensive construction of a market-oriented socialist economy and the establishment of a socialist rule-of-law state.
- How do you assess the 7 groups of tasks and solutions in Resolution 41?
Resolution 41 outlines 7 groups of tasks and solutions, ensuring the implementation of the perspective and objectives. These include raising awareness of the position and role of the business community in achieving national development goals, encouraging the business community to build business ethics and culture, and fulfilling social responsibilities.
The tasks and solutions explicitly state the need to "urgently review and institutionalize in a timely, complete, and consistent manner the Party's guidelines on the development of entrepreneurs and businesses." It also emphasizes the continuous improvement of the socialist-oriented market economy regime, property rights, the right to free business, and the legal protection of legitimate property rights and entrepreneurial activities. It advocates for appropriate economic sanctions to deal with business violations without resorting to criminalization of economic relations.
The phrases "safety and equity" and "avoid criminalizing economic relations" imply the need to create a healthy, regulated environment for production and business, ensuring "safety" for entrepreneurs and businesses in accordance with the law, and fostering an environment for business growth.
The resolution also kindles the entrepreneurial spirit, innovation, and creative drive, encouraging and providing conditions for larger businesses to undertake very specific tasks. It includes policies to facilitate small and medium-sized enterprises to expand their scale, enhance competitiveness, improve production capacity, and develop new business models based on innovation and creativity. The resolution includes breakthrough policies to form and develop national enterprises and large-scale businesses.
- In your opinion, why do we need to issue a new resolution?
Resolution 41 has replaced Resolution 09. Over the past nearly 12 years, the development of the business community has yielded various results and progress, but it has not proportionally met the demands of national development in the new era. Most businesses are small-scale, and their competitiveness and production efficiency are limited.
Large-scale businesses with the capability to lead supply chains are still in the minority, and their ability to link, cooperate, and capitalize on international integration and the fourth industrial revolution remains weak. Business capacity and management skills are also limited.
In this context, we need to issue a new resolution. This resolution focuses on the development of a strong and diverse business community in terms of quantity, quality, a rational structure, vision, intelligence, ethics, and business spirit, reflecting the national identity and social responsibility.
During this year's "Entrepreneurship Tradition" days, the business community welcomed a major directive from the Party and the State - the new resolution of the Central Committee: "Regarding the construction and promotion of the role of the Vietnamese business community in the new period."
Resolution 41 by the Central Committee was issued based on the evaluation of the 10-year implementation of Resolution 09 concerning the role of the Vietnamese business community in the period of industrialization and modernization of the country. Built upon the ideas and political principles outlined in Party Congresses XI, XII, and XIII regarding socio-economic development and the role of the Vietnamese business community, Resolution 41 introduces innovative perspectives, orientations, and development solutions for the Vietnamese business community in the new period.
The resolution's objectives are clear: "To promote the development of a strong business community in terms of quantity, quality, a rational structure, vision, intelligence, ethics, business spirit, rightful wealth, dynamism, creativity, advanced management capacity, law compliance, ethical values, national cultural identity; with social responsibility, environmental consciousness, and significant contributions to the country's development goals."
By 2030, the resolution aims to develop a Vietnamese business community with the scale, capacity, and qualifications to meet the national industrialization and modernization objectives. The aspiration is for more businesses to reach regional or even global prominence.
Some large enterprises should play leading roles in key industries and sectors, while others should hold important positions in supply chains and global value chains. They should have international competitiveness in foundational industries, prioritized sectors, and high-tech areas.
Looking to 2045, the resolution states that the Vietnamese business community should have the scale, capacity, and qualifications to meet the national development objectives, achieve high incomes, and have regional and international prestige. Some businesses should have world-class brands and lead global supply chains and value chains.
Resolution 41 affirms the crucial role of the business community in the new era and confirms the consistency and determination of the Party and the people in harnessing the role of the business community and the enterprise community to achieve the prosperous and happy development goals for the country, following the motto: "A prosperous people, a strong nation, a democratic, fair, and civilized society."
The Vietnamese business community is one of the core forces driving industrialization, modernization, international integration, and the construction and defense of the homeland. The Vietnamese business community will steadily develop a strong economy, contribute to shaping cultural values, build business ethics, enhance social awareness and responsibility, and make a significant contribution to the nation's development, creating a Vietnam: "Peaceful, united, independent, democratic, and prosperous," as envisioned by President Ho Chi Minh.
