Contribute to building a professional and modern Vietnam Customs
The General Director of Customs Nguyen Van Can signed Decision 1062/QD-TCHQ on the regulation of management and use of uniforms in the Customs sector on April 9.
The Decision takes effect from the date of signing and repeals the former guidance on the management and use of uniforms in Chapter VI of the Regulation on public service performance of Vietnam Customs (issued in Decision 188/QD-TCHQ dated February 2, 2017) and guiding documents.
Customs civil servants, officers and employees must comply with the regulation.
The Customs uniform shows civility, politeness and consistency across the entire Customs sector, contributing to the development of a professional and modern Vietnam Customs.
The use of uniforms stated in Clause 1, Article 1 of the regulation must comply with the provisions.
Customs civil servants, officers and employees are required to wear the customs uniform in a unified, neat and clean manner, and fasten all buttons and zippers.
When wearing the customs uniform, wearing face mask, gloves and black glasses (except for those equipped for performance or as recommended by the competent authority) or wearing jewelry that is in contrast to Vietnamese cultural, customs and traditions is not allowed.
Six cases are not required to wear customs uniform
All customs civil servants, officers and employees working at the office and performing public duties outside the office are required to wear the customs uniform, except for the following cases:
The Anti-smuggling and Drug Enforcement forces when performing reconnaissance and special combat missions, are not required to wear customs uniform.
Correspondents of Customs News when doing investigative columns and reportages in which they have to be discrete, are not required to wear the customs uniform.
Customs civil servants, officers and employees working outside the office with agencies, units and organizations outside of the Customs sector.
Customs civil servants, officers and employees attending training courses or conferences are not required to wear the customs uniform.
Female Customs civil servants, officers and employees who are three months pregnant until six months after giving birth, are not required to wear customs uniform.
Customs civil servants, officers and employees that have not yet been provided customs uniforms as as prescribed in Clause 1, Article 1 of this Regulation.
The GDVC stipulates that the use of customs uniform when not performing duties is not allowed, and the use of customs uniform for personal purposes is prohibited.
Earlier, the Government issued Decree 02/2021/ND-CP regulating traditional flag, pennant, Customs logo, customs hat badge, badge, name badge, customs rank insignia, uniform, customs identification card and specific signs of patrol, inspection and supervision vehicles on January 7, 2021.
Accordingly, Article 15 provides that traditional flag, pennant, Customs logo, customs hat badge, badge, name badge, customs rank insignia, uniform, customs identification card and vehicles are provided before the effective date of this decree, will be valid for use until being newly provided.
In addition, new provisions of Decree 02/2021/ND-CP specify signs of patrol, inspection and supervision vehicles.
The time limit for wearing spring-summer uniform is from April to the end of October every year.
The time limit for wearing autumn-winter uniforms is from November of the previous year to the end of March of the following year.
The head of each unit will decide the lime time for using the spring-summer uniform or autumn-winter uniform based on the temperature of the working environment and weather in each unit.
The autumn-winter uniform is required if the weather or working environment temperature is below 20°C, and the spring-summer uniform is required if the weather or working environment temperature is 20°C or more. Types of uniforms for participating in collective activities will be decided by the head of the unit.
When Customs civil servants, officers and employees go on business or attend conferences at the GDDVC’s headquarters or local customs units, they must wear uniform according to regulations of the business programs, conferences or those units.
