Tra Vinh province has actively introduced online public services through numerous channels to make them more accessible and usable by citizens and enterprises.

Can you talk about the outcomes of executing the province's digital transformation strategy, which is based on the principle of putting people and companies first, making information more accessible to businesses and residents?
Departments, sectors, and districts in Tra Vinh province have recently actively produced apps for demographic data, electronic identity, and authentication to assist the national digital transformation from 2022 to 2025, with a 2030 vision (Project 06).
Tra Vinh is improving the public resolution of administrative procedures in all five areas: awareness transformation, digital infrastructure, digital platforms and data, digital government, digital economy, and digital social development.
Tra Vinh has currently delivered 676 partially online and 1,039 fully online public services, as well as reviewed and published 1,690 administrative procedures on the National Public Service Portal. The rate of electronic administrative procedure settlement records reached 82.31%; the digitization and settlement of administrative procedures reached 52.41%; and the rate of online public services with online records was 79%.
Tra Vinh also continues to help businesses with digital transformation and runs e-commerce platforms. It has also increased digital identity diffusion (issuing electronic identification accounts to citizens).
What are the major "barriers" to the development of digital government, digital economy, and digital society, sir?
Aside from the aforementioned achievements, the province's digital transformation activities encounter various problems and hurdles, such as:
First, there is still a lack of understanding of the function, relevance, and value of digital transformation among civil servants, public employees, people, and enterprises.
Second, the provincial People's Committee has just released a list of shared databases as well as guidelines for using the shared data center. However, data collection and utilization remain restricted.
Third, the percentage of transactions involving online payments remains low.
Fourth, utilizing and reusing information and digital data does not satisfy the standards.
Fifth, the provincial People's Committee will construct the Intelligent Operation Center (IOC) in 2022. However, the databases have been implemented but continue to run separately due to a lack of investment in a shared platform, making it impossible to link and exchange data with the provincial IOC, resulting in ineffective monitoring and administration.

In the near future, the Tra Vinh Department of Information and Communications will advise the Provincial People's Committee to continue guiding the execution of the following critical tasks:
First, constructing and developing specialized databases to support digital transformation, as well as ensuring that data connection, integration, and sharing with the provincial shared data center...
Second, building digital infrastructure as planned; efficiently deploy digital platforms, digital apps, digital services, etc.
Third, organize conferences and training courses to increase understanding of digital transformation, online public services, digital apps, and so forth.
Fourth, upgrading the Administrative Procedure Settlement Information System to satisfy functional and technological requirements, as well as digitizing administrative procedure resolution outcomes.
Fifth, implementing solutions to build the digital economy, digital society, and digital enterprises, as well as assisting small and medium-sized firms, cooperatives, and home businesses in their digital transformation.
