VCCI’s Chairman Pham Tan Cong emphasized at the Steering Committee meeting to summarize 10 years of implementing Resolution No. 09-NQ/TW dated December 9, 2011 of the 11th Politburo, November 14.

3 new perspectives on the role of an entrepreneur

VCCI’s Chairman Pham Tan Cong said that the new draft resolution has a four-part structure, with the proposed name being "The Resolution of the Politburo on building and promoting the role of Vietnamese businessmen in the period of realizing the goal of becoming a developed and high-income country.

Specifically, the first part has the content of assessing the situation, including the results achieved in building and promoting the role of the businessmen in the past time. The limitations, inadequacies and causes, and at the same time, state the new context that sets the requirements for building and further promoting the role of a worthy team of Vietnamese entrepreneurs, contributing to the achievement of the stated goals.

In which, there are contexts such as the world with many unpredictable and unprecedented changes, profound and comprehensive impacts, geopolitical changes, armed conflicts, and industrial revolution 4.0. The position and strength of the country after 35 years of renovation has grown in size, competitiveness, prestige, and the position of Vietnam has been increasingly consolidated.

The vision and development goals of the country have been adjusted. The desire to build a prosperous and happy country has been aroused in the whole society, especially in the businessmen.

The quantity, quality, structure and development trend of enterprises and entrepreneurs have undergone great changes. Many new resolutions of the Party have had a strong impact on the development of entrepreneurs and enterprises.

In the second part of the resolution state the views and objectives. In terms of viewpoints, the draft offers 3 views on the basis of inheriting 3 views of Resolution 09, including new development content.

Firstly, clearly define the position, important role and driving force of the business team in carrying out the cause of industrialization and modernization of the country. Building and developing an independent, self-reliant and internationally integrated economy.

“The new point here is to put the view that the businessmen are the driving force in the implementation of industrialization and modernization. Previously, it was only in general that it played an important role,” said VCCI Chairman Pham Tan Cong.

Secondly, it sets out new requirements for the quality of the business team to aim for, that is, having intelligence, dynamism, creativity, ethics and business culture, and aspiration to build and develop a prosperous and happy country.

"The new content here is to state the requirements for intelligence, dynamism, creativity, business ethics and aspiration to build and develop the country," said VCCI Chairman Pham Tan Cong.

Thirdly, the conditions for the development of the business team are associated with the process of comprehensively and synchronously completing the socialist-oriented market economy institution, creating a favorable, transparent, fair and secure business environment, promote the strength of national unity, strengthen linkages, cooperation and solidarity among businessmen and between businessmen and workers, farmers and intellectuals under the leadership of the Party.

"There are also new points here, including the business environment that has introduced the concept of security and safety. Security for the country, safety for businessmen and enterprises is also a new requirement. Besides, it also requires the strength of national unity, including building, linking and cooperating right in the businessmen," VCCI Chairman Pham Tan Cong affirmed.

Through the summary, we find that this is the weakness of the business world in the past period, which is the cooperation between the business world. Linking cooperation between businessmen, workers, farmers and intellectuals under the leadership of the Party. This is the great solidarity of the whole people of Vietnam.

In terms of objectives, the draft has set out qualitative and quantitative objectives. Specifically, building a team of strong entrepreneurs, with wisdom, management capacity, dynamism, creativity, national spirit, social responsibility, business ethics and culture, aspiration to build develop a prosperous and happy country, well perform its important role as an important driving force for the development of an independent and self-reliant economy and the country's development goals by 2030, with a vision to 2045.

This first goal is associated with a very clear view that the entrepreneurial team is the driving force in the implementation of industrialization and modernization.

Develop a team of entrepreneurs to meet the requirement that by 2030 there will be at least 2 million businesses. the rate of enterprises having innovative and creative activities shall be at least 40% of the total number of enterprises.

There are many entrepreneurs and businesses of regional and global stature, deeply involved in the global value chain. Aiming to raise Vietnam's ranking on the global competitiveness index 4.0, the global innovation index by 2030 to be in the top 40 countries in the world...

These quantitative indicators are also taken according to the most recent resolution of the Government on the development of Vietnamese entrepreneurs and enterprises.

8 missions for the future

The resolution stated that in addition to continuing to implement the tasks in Resolution 09, which is still valid, it has updated and added new tasks. And texture into 8 specific tasks.

Firstly, unifying the awareness of the role and position of the business team in realizing the goal of turning Vietnam into a high-income developed country.

Secondly, continue to improve the business environment which is favorable, transparent, equal, secure and safe for entrepreneurs and businesses to develop.

Thirdly, build and develop a team of entrepreneurs on par with the development goals of the country.

Fourthly, strengthen training and retraining in political, legal, economic and administrative capacity according to international standards.

Fifthly, building and upholding business ethics and Vietnamese business culture. Promoting the national spirit, arousing the aspiration to develop a prosperous and happy country.

Sixthly, strengthen cooperation and linkage between businessmen and workers, farmers and intellectuals under the leadership of the Party.

Seventhly, to enhance the role of the Vietnam Federation of Trade and Industry and organizations representing the business community and entrepreneurs.

Eighthly, continue to strengthen the leadership of the Party and state management in building and promoting the role of the businessmen.

Contents to consult the Steering Committee

Firstly, submitting to the Politburo for promulgation of a resolution, the project report has shown that Resolution 09 has really come to life, contributing to the continuous development of the Vietnamese business team, contributing more and more to the innovation and socio-economic development of the country.

Many views and tasks of Resolution 09 are still valid up to now. However, with the domestic and international context, there have been many new factors, strongly affecting the development of the entrepreneurial team.

In particular, the Party has determined the vision and goals for the development of the country in the coming period in order to contribute to the realization of this vision, it is necessary to develop and further promote the role of the businessmen with new perspectives and solutions.

Therefore, the Editorial Team drafted a new resolution to report to the Steering Committee and propose to the Politburo for comments.

Secondly, regarding the name of the new resolution, the Editorial Team proposed two options.

Option 1, building and promoting the role of the team of Vietnamese entrepreneurs in the new period.

Option 2, building and promoting the role of Vietnamese businessmen in the period of realizing the goal of becoming a developed and high-income country.

With option 1, it shows the generality, brevity, covering immediate and long-term goals. The option 2 is directly linked to the country's goal by 2045. The Editorial Team proposes to choose the option 2. Because it is equivalent to Resolution 09, it is associated with the phase of accelerating industrialization, modernization and international integration.

Thirdly, on a number of issues, there are other opinions, please report to the Steering Committee as follows.

It is suggested to replace the phrase "motivation" in the view that the businessmen have an important position, role, and driving force in the cause of building industrialization and modernization with the phrase "the core force”

The Editorial Team recommends that the phrase "motivation" remain as it is now, because the concept of "motivation" has also been used to talk about the role of the private sector in the economy, and with the businessmen. Our employees in the coming period, the main component will be the private businesses.

The Party document also defines the dynamic role of this group, so they should keep this concept for inclusion in the new resolution.

Fourthly, in terms of objectives, are the objectives set forth in the resolution to be complete, feasible and measurable?

There are suggestions to propose more quantitative criteria for increasing labor productivity of the business sector, the proportion of the business sector's contribution to GDP, job creation and import and export turnover, the number of business households converted into business.

Some comments also suggested more quantitative criteria directly related to the businessmen, avoiding the use of indirect criteria about the business. During the drafting of the draft resolution, the Editorial Team reviewed all relevant resolution documents.

However, currently, there are very few quantitative criteria for the entrepreneurs. Therefore, the Editorial Team has used a number of specific criteria to show the development of the business team indirectly through the criteria of the development of the business team to 2030 as the current draft.

In addition, some other criteria on enterprises such as contributing to GDP, creating jobs for import and export turnover... are only available until 2025. Thus, only 3 years are left to the end. Therefore, the Editorial Team proposes not to add this criterion in the resolution.

Fifthly, regarding the main tasks and solutions, it is suggested to abandon the promulgation of a separate strategy on developing the national, industry and local businessmen as stated in the draft.

The Editorial Team proposes to keep it as it is in the draft, because developing a business development strategy is the task stated in Resolution 09.

However, the review process shows that the implementation has not been implemented, as in the task 7 of Resolution 09, the very first sentence of the task 7 is required the Party committees at all levels regularly pay attention to develop a team of entrepreneurs, directing the implementation of the businessmen development strategy.

But through the survey, there is not a province or a city that has developed nor issued this strategy. This is a very important task, so the Editorial Team proposes to retain this task and write it more deeply in the new resolution, in order to avoid spontaneous development, without a strategy or plan in the recent period. As such, this is the way for us to fix it in the coming period.

Sixthly, on the organization of implementation, it is suggested to add an item on the responsibility of the Party and Vietnam Fatherland Front delegation to lead and direct the Fatherland Front to strengthen gathering, mobilizing and honoring typical businessmen who have made many contributions to socio-economic development, supervised social criticism on the implementation of the Party's guidelines, the State's policies and laws on building a team of entrepreneurs.

There are suggestions to review and consider replacing the assignment of the Party and Government Personnel Committees to develop business and entrepreneur development plans by assigning the Party and Government Personnel Committees to develop action plans to organize implement the resolution, in which, assigning responsibilities to ministries, branches and localities for effective implementation.

The Editorial Team proposed to collect opinions related to the assignment of organization and implementation to the Fatherland Front, but keep the content of the Party and Government Personnel Committee as in the draft, the assignment of the Party and Government Personnel Committees as well as provinces, city Party Committees, Party Committees of the central government to develop programs and plans to implement the resolution as assigned in section 4, point 1 of the draft resolution, with an important role in regulating the implementation of the resolution. The Editorial Team would like to emphasize the responsibilities of the Party and Government Personnel Committee together with the National Assembly Party Committee in association with the Government's function in implementing the resolution similar to those in Resolution 09.
