In the 2021–2030 socio-economic development strategy, the development of human resources in association with science, technology, and innovation is identified as one of three strategic breakthroughs — a key driver to promote growth, create breakthroughs in productivity, quality, efficiency, and competitiveness of the economy as well as of each industry, field, locality, and enterprise.
Up to now, Vietnam’s start-up and innovation ecosystem has taken shape, including all essential components: innovative start-up individuals and organizations, angel investors, venture capital funds, business support organizations, incubators, and research and start-up support facilities at universities and research institutes, among others.
However, Vietnam’s innovation start-up ecosystem still needs further improvement to create the most favorable conditions for innovative start-ups to be established and developed. Building an effective national innovation start-up ecosystem with strong linkages among ecosystem components remains an urgent goal and task.
As a national organization representing the business community and entrepreneurs, the Vietnam Chamber of Commerce and Industry (VCCI) has been supporting innovative start-ups through a wide range of specific activities. In cooperation with localities, VCCI has made several recommendations for building an innovative start-up ecosystem; organized the 2023 National Start-up Development Program, which attracted widespread participation from start-up projects. Start-up training programs have been implemented in many provinces and cities in various forms, receiving strong support from entrepreneurs, businesses, and local authorities.
