The Resolution of the VCCI Congress for the 2021–2026 term outlines three strategic breakthroughs: fostering a more conducive business environment; enhancing proactive, substantive, and effective engagement in the formulation of laws and policies; and elevating the quality of both national and local business environments.

VCCI works in close coordination with government bodies and actively supports and collaborates with business associations in policy development, particularly those related to specific industries.

Receiving Business Recommendations

   Resolution No. 58 dated April 21, 2023, on key policies and solutions to help enterprises proactively adapt, recover quickly, and develop sustainably until 2025, assigns VCCI to:

   • Collect and consolidate enterprises’ recommendations, difficulties, and obstacles for submission to relevant state agencies for resolution;

   • Report quarterly to the Prime Minister on implementation progress;

   • Send updates to the Ministry of Planning and Investment for synthesis, monitoring, and public disclosure on the Business Support Portal.

Provincial Competitiveness Index (PCI)

   The business environment is vital to all types of enterprises. Over the years, VCCI has made consistent efforts to improve it, creating favorable conditions for the business community.

   The Provincial Competitiveness Index (PCI) identifies and highlights inequalities and obstacles faced by enterprises. With annual publications and open data available at www.pcivietnam.vn, PCI provides valuable insights for provincial leaders and policy makers to identify governance bottlenecks and develop effective reform solutions.

Provincial Green Index (PGI)

   Since 2023, VCCI has also developed and released the Provincial Green Index (PGI) to assess and rank the quality of local environmental governance from a business perspective. The index evaluates factors such as the application of eco-friendly technologies, environmental management practices, and the attention and investment of local authorities in sustainability issues. PGI reflects enterprises’ perceptions and conveys the collective “voice” of the business community to all levels of government on environmental governance quality.
