Mr. Pham Tan Cong, Party Secretary, and Chairman of VCCI delivered a speech at the conference.

In his opening remarks, Comrade Nguyen Quang Vinh, Party Secretary and Vice Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), stated that during the first six months of 2022, the Party Committee of VCCI had closely coordinated with the Standing Committee, as well as with other leaders, in guiding and effectively implementing the political tasks within the Party system.

Among these achievements, several notable works were recognized, such as changing the name from the Party organization of the Vietnam Chamber of Commerce and Industry to the Party organization of the Vietnam Chamber of Commerce and Industry Federation; continuing to improve the composition of the four advisory boards for the Party Committee of VCCI, including the Party Committee Office of VCCI, the Organizing Committee of the Party Committee of VCCI, the Party Propaganda Committee of VCCI, and the Party Inspection Commission of VCCI.

At the same time, he emphasized the correct implementation of the 6 key tasks and 3 strategic breakthroughs set forth at the 7th VCCI Congress. In the midst of various difficulties, Comrade Nguyen Quang Vinh assessed that with the close guidance of the VCCI Party delegation and a spirit of innovation and effectiveness in leadership and direction from the Executive Committee and the Standing Committee of the Party Committee, a new wave and momentum have been created, contributing to the construction of a united and innovative VCCI Party organization.

In a summarized report on the Party's work results for the first six months of the year and the direction and tasks for the remaining six months of 2023, Comrade Tran Thi Lan Anh, Deputy Party Secretary and Secretary-General of VCCI, stated that the first six months of 2023 witnessed a significant event, the 60th anniversary of VCCI's establishment. The Party Committee encouraged the officials, party members, and employees within VCCI to strive and be determined in fulfilling their tasks.

The work program for the first six months of 2023 has been essentially implemented, ensuring quality and progress. There have been positive developments in Party organization building, propaganda, mass mobilization, and inspections. The VCCI Party Committee has issued the work program for 2023, the inspection and supervision program, as well as regulations for coordinating work with departments and units, democratic regulations at the grassroots level, and the development of implementation plans that are thoroughly implemented by officials, party members, and employees within the organization and units.

Mrs. Tran Thi Lan Anh, Deputy Party Secretary and Secretary-General of VCCI, presented the report on the review of the first six months of 2023 and the key tasks for the remaining six months of 2023.

The implementation of the 12th Central Committee's Resolution and the emphasis on promoting "Studying and Following the Ideology, Morality, and Style of Ho Chi Minh" under the themes of 2022 and 2023 have been effectively carried out to officials and party members through appropriate means.

Regarding Party development work: In the first six months of 2023, the VCCI Party Committee conducted procedures and admitted 18 new party members, introduced 21 outstanding individuals from the public to the Party, and sent them to attend Party induction training. Additionally, 18 new party members attended political theory training for new party members at the Political Training Center of the Central Agency Bloc Party Committee.

These achievements were made possible through the close and effective leadership and guidance of the VCCI Party Committee, the Central Enterprise Bloc Party Committee, the enthusiastic guidance of the Party building committees of the Bloc Party Committee, and particularly the efforts and dedication of officials, party members, and workers throughout the Party system. 

There has also been regular and effective coordination between the VCCI Party Committee and the VCCI Party delegation.

In terms of direction and tasks for the remaining six months of 2023, the VCCI Party Committee will continue to guide its subordinate party organizations to maintain discipline, innovate, and improve the quality of party cell activities. The completion of the restructuring of the Executive Committee and the Standing Committee of the VCCI Party Committee will be prioritized, as well as the formation of advisory boards for the Party Committee and the addition of specialized personnel to enhance the quality and effectiveness of party work within the Party organization.

The VCCI Party Committee and the Party Inspection Commission of the VCCI Party Committee will organize the implementation of the inspection and supervision program for 2023. The democratic regulations at the grassroots level will continue to be implemented, ensuring transparency, public participation, decision-making, and oversight in accordance with regulations, thus contributing to the enhancement of democratic spirit throughout the VCCI's agencies and units.

Additionally, there will be a continued emphasis on leadership and strict implementation of the regulations and guidelines of the Central Party on anti-corruption efforts. Based on the coordination regulations between the VCCI Party Committee and the VCCI Party delegation, the Party Committee will continue to work in coordination with the Party delegation's leadership to fulfill the tasks of 2023 and encourage officials and party members to effectively carry out their assigned duties.

The conference to review the first six months of 2023 and the focal tasks for the last six months of 2023 of the VCCI (Vietnam Chamber of Commerce and Industry)

Assessing the work of the VCCI in the first six months of the year, Comrade Pham Tan Cong, the Party Secretary, and Chairman of the VCCI, stated that the VCCI has accomplished many tasks and achieved notable highlights. In terms of party building, there have been organizational restructuring, restructuring of the executive committee, and particularly the implementation of personnel development work, as well as the recruitment of new party members. The inspection and supervision work has become more regular, and no cases of ideological, ethical, or lifestyle degradation have been detected.

Recognizing the results and efforts made by party members, party organizations, and cells within the VCCI in the first six months of 2023, the Chairman of the VCCI acknowledged that despite the prevailing difficulties, there is still much to be done in terms of specialized tasks, and the VCCI's renewal process is still in its early stages. Therefore, for the last six months of the year, the Chairman of the VCCI proposed that the Party Committee continues to strengthen the implementation of renewal activities in terms of operational content, working regulations, financial regulations, personnel work, and membership activities.

Additionally, the Chairman of the VCCI expressed his desire for the party leaders at all levels to "regard the concerns of businesses as their own concerns" in order to reflect on and develop programs that enhance the quality of activities and provide the best support to businesses.

At the same time, the Chairman of the VCCI emphasized that the party leaders should study, thoroughly understand, and effectively implement the newly issued work regulations. They should continue to pay attention to the recruitment of new party members and promote democratic regulations at the grassroots level, contributing to enhancing the democratic atmosphere throughout the VCCI's agencies and units. They should also effectively carry out ideological work to foster unity, consensus, and a high sense of responsibility while combating degeneration and degradation. Strengthening inspection and supervision work, as well as implementing democratic regulations at the grassroots level in departments and units within the VCCI, are also important.

With a renewed spirit after the restructuring of the executive committee and key leadership positions in the new term, the Chairman of the VCCI expects the VCCI's Party Committee to preserve and promote existing values, thereby successfully accomplishing the set tasks in the last six months of the year.

During the conference, the delegates also voted to plan the Secretary-General, Vice Chairman, and Chairman of the VCCI for the 2026-2031 term (phase 3) and cast supplementary votes for the Executive Committee and Party Standing Committee of the VCCI for the 2020-2025 term (phase 3). Additionally, the conference announced the decision to establish four advisory boards to assist the specialized tasks of the VCCI's Party Committee.
