Regarding this issue, the Department of Justice of Long An province responded as follows:

According to Article 63 of the Law on Citizenship: "Individuals, regardless of their place of residence, have the right to request the managing agency of the citizenship database to issue a copy of their registered citizenship event."

Article 8, paragraph 4 of Decree No. 87/2020/ND-CP dated July 28, 2020 of the Government on the electronic citizenship database and online citizenship registration stipulates: "The Department of Justice and the Justice Office shall exploit and use the electronic citizenship database to issue copies of citizenship registration and confirm citizenship information for cases that have registered citizenship at registration agencies or for individuals who have a request and are residing in the area...."

However, at present, the citizenship database of Long An province is still being processed and standardized, and it is not yet complete (including data from Duc Hoa district), so the People's Committee of Duc Hoa district cannot issue a copy of Mr. Nguyen Manh D.'s birth certificate as requested.

The People's Committee of Duc Hoa district refused Mr. D.'s request in accordance with Article 24, paragraph 2 of Decree No. 87/2020/ND-CP. Therefore, Mr. Nguyen Manh D. is requested to go to the People's Committee of Huu Thanh commune (where he was born and registered) to request a copy of his birth certificate from the household registration book.
