Vietnam Federation of Commerce and Industry for the goal of “Strong Business Community – Thriving Nation”

The 7th Congress of the Vietnam Chamber of Commerce and Industry (VCCI) for 2021-2026 term took place on December 30 -31, 2021 both virtually and physically.

In particular, the Congress was honored to welcome Prime Minister Pham Minh Chinh to attend and deliver a keynote speech.

The congress was attended by leaders of the Party, the state, leaders of departments/ministries/sectors, central agencies and localities: Mr. Nguyen Quang Duong, Member of the Party Central Committee, Deputy Head of the Central Organizing Committee ; Mr. Nguyen Dinh Khang, Member of the Party Central Committee, Vietnam General Confederation of Labor; Mr. Nguyen Long Hai, Alternate Member of the Party Central Committee, Secretary of the Party Committee of the Central Enterprise Sector; Mr. Nguyen Xuan Thanh, Vice Chairman of the Government Office; Mr. Nguyen Tuong Van, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Ninh Province; Mr. Ngo Trung Thanh, Vice Chairman of Legal Committee; Mr. Doan Van Viet, Deputy Minister of Culture, Sports and Tourism; Mr. Pham Duc Long, Deputy Minister of Information and Communications; Mr. Nguyen Ngoc Bao, Chairman of Vietnam Cooperative Alliance; Mr. Ngo Van Cuong, Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Mr. Phan Anh Son, Vice President and General Secretary of the Union of Friendship Organizations of Vietnam; Mr. Do Thang Hai, Deputy Minister of Industry and Trade; Mr. Phan Duc Hieu, Standing Member of Economic Committee of the National Assembly; Mr. Lai Xuan Lam, Deputy Secretary of the Party Committee of Central Agencies; Ms. Thang Thi Hanh, Director of the Department of Non-Governmental Organizations, Ministry of Home Affairs; Colonel Do Quang Phuong, Deputy Director of Economic Security Department, Ministry of Public Security; Mr. Ha Minh Manh, Director of the Enterprise Innovation Department, Office of the Government; Mr. Bui Le Thai, Chief of Office of the Central Committee for External Relations.

There were 434 delegates officially attended the Congress, of which 256 participants attended in person in Hanoi, the remaining delegates attended online at branches, representative offices of VCCI in Da Nang, Khanh Hoa, City. Ho Chi Minh, Can Tho, Vung Tau; 73 delegates attended online at their units.

Delegate structure by composition includes: 30 delegates who are representatives of groups, corporations, state-owned enterprises, 183 delegates are central and local industry associations, 216 delegates are joint-stock enterprises, private, 2 delegates are representatives of the Cooperatives. Among 218 enterprise delegates, the unit with the lowest number of employees is 100 and the unit with the highest number of employees is over 104,000. 100% of good production and business activities, the lowest contribution to the state budget is 0.4 billion, the maximum is over 100,000 billion in 2020.

Most of the VCCI Executive Committee, term VII, are typical businessmen, including many large and leading enterprises that have made important contributions to the country's socio-economic development.

Following the directions of the Secretariat, on the basis of reviewing relevant legal provisions, especially new legal documents and evaluating the actual implementation of the 2016 Charter, VCCI found it necessary to amend this Charter in 03 aspects with the specific amendment plan as follows: amend the Vietnamese name of VCCI from "Vietnam Chamber of Commerce and Industry" to "Vietnam Federation of Commerce and Industry".

In the new term, VCCI has proposed six key tasks and solutions, including: Actively joining policymaking and facilitating the business environment; Promoting and improving support quality for business development; Strengthening connectivity to support business development; Developing the entrepreneur force, building the Vietnamese business culture; Strengthening connectivity and boosting the effect of international integration; Reforming operations and improving the working performance of VCCI

At the same time, three strategic breakthroughs were also made during the Congress, including: Fostering an enabling business climate; Leading the construction of Vietnamese business culture and Advancing the implementation of substantial and comprehensive digital transformation across enterprises.  

VCCI's operational orientation must be in-sync with the development orientation of the country. The mission of VCCI is to promote business and development in a sustainable, civilised and integrated manner, striving to build Việt Nam into a developed, prosperous and happy country by 2045.

In the 2015-2020 term, despite facing many difficulties and challenges, VCCI has successfully completed the main tasks set by the 6th VCCI Congress and other tasks assigned by the Party and State. The main activities of VCCI such as formulating laws and policies, improving the business environment, promoting trade and investment, training, consulting, providing information for businesses, etc. have been promoted. increased by 20% compared to the previous term, achieving an average growth rate of 7.5%/year. All aspects of work were implemented comprehensively and the quality was improved in the direction of professionalism.

Along with that, business support activities through promoting linkages and capacity building of business associations are identified as focus and key activities. The Central Council of Business Associations established by VCCI has coordinated, linked and supported more than 400 business associations, associations and clubs nationwide; guiding the establishment and supporting the operation of 53/63 multi-disciplinary business associations at provincial and city levels.

VCCI has been a pioneer in supporting businesses for sustainable development, enhancing social responsibility with typical activities such as proposing and implementing the annual "Business Forum for Sustainable Development"; building the Sustainable Business Index (CSI) and evaluating and awarding "Sustainable Enterprises in Vietnam"; implementing programs and projects to promote business integrity and enhance accountability corporate social responsibility.

The role of VCCI in participating in the development of institutions, policies and laws, improving the business investment environment, and promoting administrative procedure reform has been increasingly affirmed and promoted. VCCI has focused on strengthening linkages and improving capacity of associations, basically completing the establishment and implementation of activities of provincial business associations; promote the function of representing the employer… The position and prestige of VCCI have been enhanced domestically and internationally.
