However, during the implementation process, her unit encountered some problems as follows:

Regarding the content of steel formwork norms in concrete structures, according to the design documents, the precast cement concrete trench formwork used for the project is 1,000m2. Units using code AG.32511 standard work components include: Preparation, processing, assembling and dismantling formwork to ensure technical requirements of concrete pouring. Transport materials within 30m area.

Thus, according to this work norm, it is understood that this is the whole process of production (processing), assembling and dismantling of formwork in accordance with technical requirements (including material rotation).

Ms. Lieu asked, when applying the design calculation, is it necessary to reduce the coefficient of “k” labor factor or not, because the groove formwork item can be designed several dozen sets and rotated for many times?

Traffic projects in mountainous areas, in particular, go through many limestone areas, the construction of the roadbed can take advantage of grade III rocks that explode on the route to construct works such as making use of cobblestone to make gabions, For the construction of quarry stone, stone crushers can be used to produce 1x2, 2x4, 4x6 stones for the construction of road foundations, but currently the norms of the Ministry of Construction are not applicable. She asked the Ministry of Construction to guide the handling of this issue.

Regarding the general cost coefficient for traffic works in mountainous and island areas, in Table 3.7, Appendix 3 of Circular No. 09/2019/TT-BXD on methods of determining construction cost estimates has regulations on construction costs. general costs for traffic work equal to 6.2-4.6% of direct costs of each type and group of works (VND billion) adjusted with a coefficient from 1.05 to 1.1 depending on conditions. specifics of works when building in mountainous, border, sea and island areas.

Thus, works built in Son La province (including Son La city) can be adjusted with a coefficient of 1.05-1.1 as prescribed for mountainous areas?

The Ministry of Construction responded to this issue as follows:

Norms of steel formwork in the production of prefabricated concrete components in Chapter VIII – Estimation norms for work construction enclosed with Circular No. 10/2019/TT-BXD dated December 26, 2019 of the Ministry of Construction on promulgating norms (now replaced in Circular No. 12/2021/TT-BXD dated August 31, 2021) covering processing, erection and dismantling of formwork calculated for 1m2 of structural concrete surface need to use formwork (including number of formwork rotations).

For construction works that have not yet been issued with norms in the norm system of the Ministry of Construction or which have been promulgated but are not yet suitable with the specific requirements of the work, the investor shall organize the determination of the estimated cost of the project. New cost estimates, adjusted cost estimates according to the provisions of Article 21 of the Government's Decree No. 10/2021/ND-CP dated February 9, 2021 on management of construction investment costs.

The coefficient of adjustment of the norm of the general cost ratio specified in Table 3.7, Appendix 3 of Circular No. 09/2019/TT-BXD applies to construction works in mountainous, border, sea and maritime areas island at the construction site.
