The members of the National Salary Council and international experts participated in the Ceremony.

On behalf of the leadership of the Vietnam Chamber of Commerce and Industry, Mr. Hoang Quang Phong highly appreciated the establishment of the National Salary Council after the amendment of the 2012 Labor Law, marking a transition from a mechanism of government-regulated minimum wage determination to a tripartite system that acknowledges the significance of labor participation and utilization. The Council has created a mechanism for labor and employer representative organizations to directly participate in building minimum wage adjustment proposals to submit to the Government. The Council's members from the employer representative organizations and business associations have also had the opportunity to strengthen their bonds, actively share information, unify viewpoints, and represent the voice of the business community during negotiations and proposals for annual minimum wage adjustments. Based on the annual regional minimum wage adjustment proposals and the recommended period by the National Salary Council, the Government has issued legal documents regulating the regional minimum wage level.

The technical department and the assistance department of the National Salary Council

The achievements of the Council during the past period cannot be separated from the roles of the technical department and the standing department, especially the technical support from experts and other organizations who collaborated to build and enhance the Council's capabilities. The 10th anniversary of the establishment of the National Salary Council takes place in the context of an economy overcoming difficulties and recovering after nearly 3 years of being affected by the Covid-19 pandemic. However, the current economic landscape, characterized by high openness, exposes Vietnam to the impact of external fluctuations due to regional conflicts and global geopolitical issues that have significantly affected global trade growth. Therefore, alongside the achievements of the past period, the Council needs to address challenges, further improve negotiation processes, establish minimum wages based on data and scientific principles, while also continuing to promote social dialogue and seek consensus and stability in labor relations. This will ensure that the Council's activities become more cohesive and consensual, enhancing the quality of consultations to provide appropriate recommendations and contribute to better accomplishing the tasks assigned by the Government.
