VCCI wants to be assigned more tasks in the Government's Draft Resolution on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025.
VCCI proposed specifying the goal of having at least 10 large-scale domestic private corporations in the industrial sector by 2025.

In the document sent to the Ministry of Planning and Investment to comment on the Government's resolution on a number of key policies and solutions to support businesses to proactively adapt, recover quickly and develop sustainably by 2025, VCCI agreed with the need to have a separate resolution on business development for the whole term.
"This shows the Government's interest in business development and economic development of the country," VCCI wrote in a document sent to the Ministry of Planning and Investment.
According to the VCCI, 2025 is an extremely important milestone, only 5 years away from the 2030 target, Vietnam becomes a middle-income country and 20 years away from 2045 target, joining the group of developed countries (according to the Resolution of the 12th Party Congress).
But this is also the reason why the business community is looking forward to a Government resolution on business development for the whole term. The targets, tasks and solutions for business development need to be closely followed and aimed to create a foundation for the implementation of these important goals in the next terms.
Specifically, VCCI proposed to consider including a number of specific objectives in the Resolution.
Firstly, private enterprises officially registered under the Law on Enterprises will contribute 15% of GDP by 2025 and 20% of GDP by 2030. Currently, the new contribution figure is about 9% of GDP.
There are at least 10 large-scale domestic private corporations in the industrial sector and 10 large-scale domestic private corporations in the service sector.
Secondly, to promote the transformation of individual business households into enterprises. Specifically, by 2025, convert at least 10% of officially registered business households into enterprises operating under the Enterprise Law.
Thirdly, enterprises develop towards sustainable development: By 2025, at least 20% of manufacturing enterprises will be operating under the circular economy mechanism.
Fourthly, to increase the localization rate, self-reliance and self-reliance, and improve the connectivity of private enterprises in participating in the production chain: The localization rate of industries will increase by 10% to year 2025.
Fifthly, improve the quality of human resources: By 2025, the proportion of skilled workers will increase 10 places compared to the present according to the assessment of the World Economic Forum - WEF (currently Vietnam ranks 93 out of 141 countries in the world); the rate of workers who have degrees and certificates is 35%.
Sixthly, digital economy development: revenue from digital business of enterprises increases at least 10% per year on average. The number of enterprises with science and technology enterprise certificates increased by an average of 10% per year.
Seventhly, to promote exploitation of incentives of FTAs: The rate of export turnover using preferential tariffs under FTAs reaches 40-45%.
Currently, the average rate of export turnover using preferential tariffs under Vietnam's FTAs is quite modest, last year was only 32.7%. It is necessary to support businesses to take advantage of tariff preferences, because this is the most easily realized benefit aspect of FTAs from a business perspective.
Additional tasks for the State Bank to amend the conditions for accessing the 2% credit support package
To accomplish the above goals, VCCI believes that, in the short term, businesses especially look to the group of solutions that "continue to support cost reduction for businesses, enhance access to preferential capital, support resources of the state” proposed by the Draft.
However, businesses said that accessing loans with preferential interest rates of 2% as prescribed in Decree 31/2022/ND-CP is quite difficult. Small and medium enterprises are practically inaccessible. While this is a policy to support businesses to recover and develop after the pandemic, businesses are looking forward to and expect to be able to access credit.
"Recommending additional tasks for the State Bank to study to amend the regulations on conditions for accessing loans with this preferential interest rate of 2% so that the policy can really be possible for businesses," VCCI proposed.
Regarding the Small and Medium Enterprises Development Fund, VCCI also suggested that there should be a mechanism to increase the capital size for the Fund in addition to receiving and managing loans from the budget, setting up appropriate regimes to call for loans from the State budget, establishing appropriate regimes to call for funding, aid, contributions, entrustment from organizations and individuals...
Creating conditions for small and medium-sized enterprises to access loans from the Fund easier such as collateral requirements, loan limits, interest rates, etc. The problem businesses are facing is the lack of collateral. The Fund needs to have an appropriate support mechanism to remove difficulties for businesses.
In the group of solutions "Overcoming supply chain disruptions, diversifying export markets, and expanding domestic markets", VCCI proposed adding to the Ministry of Industry and Trade the task of "supporting the establishment of stable, smooth and reliable distribution channels, especially for agricultural products”; promptly handle problems in order to reduce and overcome inadequacies in export logistics, especially for agricultural products in the Mekong Delta and border with China; pilot implementation of self-certification of origin mechanism under FTAs, especially new generation FTAs, to facilitate enterprises to use preferential tariffs under these Agreements.
The Ministry of Agriculture and Rural Development was also asked to add additional tasks related to closely monitoring requirements, conditions and procedures for exporting agricultural products to the Chinese market, providing timely information and guidance. for producers and exporters of agricultural products; Promote and expand domestic and international markets for Vietnamese agricultural products (in collaboration with the Ministry of Industry and Trade).
Focusing on the group of solutions to improve the business investment environment, VCCI proposed to be assigned more tasks
In the long term, VCCI continues to focus on the group of solutions "to perfect the business investment environment, substantively reform administrative procedures", proposing to add more tasks of ministries, branches and authorities. localities to promote digital transformation in state management agencies create a favorable environment and quick and convenient procedures for businesses when carrying out administrative procedures.
In a document sent to the Ministry of Planning and Investment, VCCI proposed to consider assigning a number of additional tasks.
Specifically, VCCI wants to take on the task of organizing legal policy consultation activities; gather and reflect opinions of enterprises, and promptly report and reflect to the Government and relevant state agencies.
Promote activities of orientation and advocacy for building business ethics and business culture in the business community and enterprises in Vietnam.
Strengthen business connection, business associations participate in the development and implementation of planning, regional and local economic links.
In addition, with tasks related to stimulating demand and expanding domestic and international markets, the implementation requires the initiative, close, regular and effective coordination of the business community through the VCCI and associations.
In certain cases, State involvement is inconsistent with international practices and rules (for example in response to safeguard measures, etc.).
Therefore, the proposed additional tasks have the content of actively implementing, coordinating with ministries, sectors and localities to implement trade promotion programs, promoting domestic consumption at the national level, regions and product lines; organize and support enterprises to participate in the program "Vietnamese people prioritize Vietnamese goods", programs to stabilize prices, reduce prices, and stimulate consumer demand by industry, from time to time...;
VCCI also wishes to participate in important bilateral and multilateral mechanisms in the region and in the world; analyzing, assessing needs, developing and implementing support programs on information, capacity training, consulting... for enterprises in the process of using preferential commitments in free trade agreements Therefore, take advantage of these agreements to get good import supply at good prices, attract international orders back to Vietnam, and have a better position in competition with competitors in the foreign market.
