Entrepreneur affirms leading role

In the opening speech, Head of the Central Committee's Economic Commission Tran Tuan Anh stated: After more than 35 years of renovation, the team of Vietnamese businessmen has constantly grown in both quantity and quality, has made great important contributions to the cause of national construction and defense in many aspects.

Currently, Vietnam has nearly 900,000 operating enterprises, about 14,400 cooperatives and about 5.1 million business households. Many Vietnamese businesses and entrepreneurs have boldly made a breakthrough in corporate governance… Enterprises and entrepreneurs have been and are the main force promoting production resources, creating goods and services for society, promoting growth and socio-economic development of the country. The business sector contributes over 60% of GDP, about 30% of the total number of employees. In addition, businessmen also participate more and more effectively in the political life of the country; become increasingly involved in the process policy formulation, monitoring and criticism.

After 10 years of implementing Resolution 09-NQ/TW, the Central Committee's Economic Commission was assigned to be in charge of the 10-year summary project of the implementation of the Resolution, the VCCI Party Committee was the lead agency.

VCCI Chairman Pham Tan Cong said: The Government has issued many important directives, resolutions and decisions, such as Resolution No. 19/NQ-CP in 2014, 2015, 2016, 2017 and 2018 and later Resolution 02/NQ-CP in 2019, 2020 and 2021, Resolution No. 35/NQ-CP... to promote the improvement of the business environment, enhance national competitiveness, support the development of enterprises, solve difficulties, problems and recommend, promote production and business development of enterprises.

Thanks to the implementation of 7 groups of tasks in the resolution, the perception of party committees, authorities, officials, party members and people about the position and role of entrepreneurs and businesses has changed positively.

Responsibilities and expectations of businesses and entrepreneurs

The representative of VCCI said that most Vietnamese businessmen have a sense of genuine business, bravery, creativity, efforts to overcome difficulties and challenges to innovate and develop; responsible to employees, partners, customers, and society.

However, there are still some limitations, which exist, that is, there are still businesses and entrepreneurs doing illegal business, lacking social responsibility; business culture is not uniform, lack of connection... ". There are many reasons, but among them are the limitations of business ethics", Mr. Pham Tan Cong shared.

Representatives of the business community realized it was necessary to implement many specific and synchronous solutions.

Firstly, building and perfecting the environment and investment institutions, developing the country quickly and sustainably. First of all, the socialist-oriented market economy institution, focusing on the policy and legal system, creates a business investment environment in the direction of protecting and encouraging enterprises and entrepreneurs to do genuine and innovation business; prevent businesses and entrepreneurs from doing illegal business.

Secondly, well organize the implementation of guidelines, policies and laws; affirming, protecting, facilitating, encouraging, honoring and rewarding worthy businesses and entrepreneurs doing business, making great contributions to society and the country; promptly prevent and strictly handle illegal businesses and entrepreneurs that cause damage to the country...

Thirdly, in order to effectively implement the above two breakthroughs, the first and foremost condition is that society and the business team themselves must have a correct, complete and profound awareness of entrepreneurs, their positions and roles. The role of entrepreneurs in the renovation process and the cause of building and defending the Socialist Homeland. Strongly encouraging and promoting the entrepreneurial spirit, the desire to get rich in the society...

The delegates said that in the context of deepening integration, it requires a deeper awareness of the task of building an independent and self-reliant economy on the basis of strengthening internal resources and taking advantage of opportunities. From international integration, businesses and entrepreneurs are the representatives of the new productive power in the socialist-oriented market economy...

Speaking at the conclusion of the conference, Mr. Tran Tuan Anh highly appreciated the report of VCCI, especially the enthusiastic sharing opinions of businesses and entrepreneurs; recognized positive results after more than 10 years of implementing the tasks of Resolution 09; recognizing and praising the great efforts and contributions of the business community and the business team to the country's overall socio-economic development achievements.

However, Mr. Tran Tuan Anh also noted that it is necessary to overcome some limitations and there are still some issues that need to be further improved to promote the development of the business team.

The leader of the Central Committee's Economic Commission suggested that attention should be paid to the elements of the new context, especially the process of industrialization and modernization associated with the industrial revolution 4.0, the requirements of building an independence and autonomy economy in the context of integration. In order to build a modern national industry, it is necessary to strengthen and develop fundamental and key industries, and at the same time encourage Vietnamese enterprises to participate in the development of new and modern industries.

Developing Vietnamese enterprises to not only be willing to participate in technology transfer, but also have the ability to innovate and create new technological advances. Arousing, encouraging and strongly promoting the entrepreneurial spirit, the desire to get rich in the society of enterprises and entrepreneurs. Strengthening the spirit of solidarity, synergy and consensus among domestic enterprises to create synergy, elevate the position of Vietnamese enterprises to reach out to the region and the world, to participate more deeply in global value chains.

It is necessary to continue to carry out tasks to build and promote the role of the entrepreneurial team, especially in creating a favorable business and investment environment, and supporting start-ups and innovation.

In addition to paying attention to the development of the number of businesses and entrepreneurs, special attention should be paid to improving the quality of businesses and entrepreneurs, especially on building business ethics and business culture to have a good team, a contingent of entrepreneurs, a modern enterprise force commensurate with a developed country in 2045.
