Prime Minister approves investment in Can Gio International Transshipment Port

On January 16, 2025, the Prime Minister officially signed Decision No. 148/QĐ-TTg, approving the investment policy for the Can Gio International Transshipment Port Project, marking a significant milestone in Vietnam’s maritime economic development strategy.

Based on the investment proposal submitted by the consortium of Saigon Port Joint Stock Company - a subsidiary of Vietnam Maritime Corporation (VIMC) and Terminal Investment Limited (TIL), a subsidiary of Mediterranean Shipping Company (MSC), to the Ministry of Planning and Investment on April 6, 2023, the Prime Minister officially approved the investment policy for the project on January 16, 2025. This marks a critical step in advancing Vietnam’s maritime economy.

Resolution No. 98/2023/QH15 dated June 24, 2023, of the National Assembly on piloting special mechanisms and policies for Ho Chi Minh City’s development. Decision No. 442/QĐ-TTg dated May 22, 2024, of the Prime Minister approving adjustments to the Master Plan for Vietnam's Port System Development for 2021–2030, with a vision to 2050.

The project will be located in Go Con Cho Islet, Thach An Commune, Can Gio District, Ho Chi Minh City, and implemented in seven phases over 20 years, reaching completion by 2045. The port is designed to accommodate mother ships with a capacity of up to 250,000 DWT (equivalent to 24,000 TEU) and feeder ships from 10,000 to 65,000 DWT, with a total main wharf length of 7.2 kilometers. The project will cover a land area of 571 hectares. Its initial capacity is projected at 2.1 million tons in the first year, increasing to 16.9 million TEU at full capacity. The total investment is estimated at approximately VND113.5 trillion (USD4.8 billion).

The establishment of Vietnam’s first international transshipment port, operated by leading global port operators, is expected to transform the Southeast region into Southeast Asia’s leading international gateway. The project aims to promote regional economic development, advance the national maritime strategy, and enhance Vietnam’s standing on the global stage. It is expected to position Vietnam as a major international transshipment hub, attracting top transportation and logistics providers, and becoming a vital link in global supply chains. This will elevate Vietnam’s international profile, foster economic and social development, facilitate import-export trade, and reduce intermediary costs.

Once operational, the project is anticipated to generate annual state revenue of VND34–40 trillion and create employment for over 6,000–8,000 workers in operations. Additionally, it will provide tens of thousands of jobs during construction and in supporting industries, such as logistics services, logistics centers, and free trade zones.

Can Gio International Transshipment Port will serve as a new symbol of maritime economic infrastructure development, embodying Vietnam’s strategic vision for international economic integration. The project will not only affirm the nation’s position on the global maritime map but also contribute significantly to the country’s overall prosperity.

Can Gio International Transshipment Port is positioned as a unique, large-scale international transshipment hub with regional and global reach. The project has been incorporated into key national development plans, including: Resolution No. 24-NQ/TW dated October 7, 2022, of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region until 2030, with a vision to 2045. Resolution No. 81/2023/QH15 dated January 9, 2023, of the National Assembly on the National Master Plan for the 2021–2030 period, with a vision to 2050.
