Hue City: A new focal point for green and sustainable investment

Hue is not only a city of heritage, but it is also transforming into a modern, dynamic, and smart urban center, becoming an attractive investment destination for both domestic and international enterprises.
Thua Thien Hue targets a GRDP growth rate of 9–10% annually during the 2021–2030 planning period.
Hue City is asserting a new position on Vietnam’s investment and economic map—not only through its cultural depth but also via a well-planned, synchronized, environmentally friendly development strategy that is welcoming to investors. Built on its foundation as a national heritage city, Hue is now making great strides toward becoming a new economic hub of Central Vietnam.
Comprehensive Infrastructure – A Launchpad for Investment Breakthroughs
Located on the East–West Economic Corridor, Hue boasts a well-connected transportation infrastructure, including National Highway 1A, the North–South Expressway, the trans-Vietnam railway, Phu Bai International Airport, and the deep-water port of Chan May – Lang Co, one of the most critical seaports in Central Vietnam, capable of accommodating large international cruise ships. The upcoming completion of the Thuan An sea-crossing bridge—a strategic transport project—will create a rapid connection from the city center to the coast, facilitating the development of coastal urban areas, tourism, and the marine economy.
The city also features a 128 km-long coastline and the Tam Giang – Cau Hai lagoon system, the largest brackish water lagoon in Southeast Asia, offering unique advantages for developing aquaculture, eco-tourism, and strategic seaports. Hue is also accelerating the development of infrastructure in major industrial zones and clusters, such as Phu Bai Industrial Park, Chan May – Lang Co Economic Zone, Tu Ha and La Son industrial clusters, along with plans to develop a logistics hub at Chan May Port, aiming to position Hue as a regional logistics center for South and North Central Vietnam.
In terms of urban development, Hue is actively implementing a master plan to become a centrally governed heritage city with a focus on green, smart urban development. Key projects include smart surveillance camera systems, an Integrated Operations Center (IOC), and the use of digital technologies in tourism and urban management.
According to Hue's leadership, leveraging its competitive advantages, the city will focus its 2025 investment promotion efforts on synchronously developing infrastructure for economic zones, industrial parks, port areas, and industrial clusters. This will help increase state budget revenue, generate employment, and raise incomes for workers. Strong administrative reform and the city’s strategic vision are fostering an ideal investment environment. Hue welcomes investors seeking not just profits but also a shared commitment to building sustainable value for the community, the future, and its heritage.
Hue is currently prioritizing investment in key sectors including: high-tech industries, electronic component manufacturing, new materials, clean energy; supporting industries for the automobile sector, export consumer goods; logistics, seaports, industrial–urban–service zones; social housing, expert residences, education, healthcare, and smart urban areas.
Strategic Projects and Billion-Dollar Figures Speak for Themselves
Nguyen Thi Bich Thao, Director of Hue City’s Investment, Trade and Enterprise Support Promotion Center, said the center has been implementing a range of initiatives to enhance investment promotion efficiency and support investors, with a focus on high-potential sectors such as tourism, services, and high-tech industries.
Working groups led directly by the Hue city’s Chairmen and Vice-Chairmen, with the center coordinating and reporting on non-budget investment projects, have been established to speed up project procedures and investor selection. Support teams were created for 28 key projects to accelerate implementation timelines and resolve procedural hurdles. These efforts have significantly contributed to attracting and advancing major investment projects in the city.
MoU Signed with the Vietnamese Business Association in Belgium (VBAB)
As part of a local promotion program in Europe, the Hue delegation joined other Vietnamese provinces to conduct investment promotion activities in Belgium and the European Union (EU), focusing on strengthening cooperation in economics, culture, tourism, healthcare, education, and investment. During this trip, Hue signed a memorandum of understanding with VBAB.
In the first half of 2025 alone, total realized investment capital in Hue is estimated at VND 18.32 trillion (30% year-on-year increase). The city granted licenses to 11 projects and adjusted capital for 2 others, with total registered capital reaching VND 22.2 trillion. Among these, five are FDI projects with registered capital of USD 11.7 million.

These projects are not only creating hundreds of new jobs but also contributing significantly to the local budget, helping realize Hue's ambitious double-digit economic growth goals.
For strategic investors like Cotana Group, Dat Phuong, Van Phu, Sovico, and other key players in commerce and services who are expanding their presence in Hue, the Promotion Center remains a consistent partner, offering connections and support throughout the research and implementation phases—boosting Hue’s reputation as an attractive investment environment.

So far this year, Hue has organized working delegations to South Korea and the Czech Republic; signed cooperation agreements with Nara Prefecture (Japan); and successfully hosted the 14th East Asia Local Government Conference—thereby expanding global partnerships and promotion networks.
