Hoa Binh resolves difficulties for businesses associated with improving the PCI 2023

On June 15, 2023, Hoa Binh province organized a conference to address difficulties for businesses and investors associated with the solution to improve the provincial competitiveness index (PCI) in 2023.

The conference aimed to implement the guidance of the Provincial Party Committee and the People's Committee of Hoa Binh province in improving the ranking of provincial competitiveness index (PCI), with a target of increasing three ranks annually from 2023 to 2025, in order to create motivation for attracting investment.

When coming to Hoa Binh, investors will be provided with the most favorable conditions to successfully implement projects and ensure sustainable development. The province consistently follows the viewpoint of "Government accompanying businesses," as outlined in the Action Program implementing the Resolution of the 17th Provincial Party Congress.

2022 had many positive results after nearly 3 years of being affected by the Covid-19 pandemic. The province's economy and society have recovered quite positively, with an economic growth rate of 9.38%, a per capita GRDP of 66.7 million Vietnamese dong, state budget revenue of 6,410 billion Vietnamese dong, 74 communes meeting the criteria for new rural areas, a 2.5% reduction in the poverty rate, and 165 registered businesses resuming operations, bringing the total number of businesses in the province to over 4,000. Achieving these results has been due to the important role and contributions of the business community.

In 2023 and the following years, Hoa Binh province has chosen the theme for investment promotion activities as "Hoa Binh - Sustainable Investment Destination." The reason for choosing this theme is that Hoa Binh deeply understands that, in addition to the achievements in 2022, we must honestly acknowledge that the local economy has not fully tapped its potential and inherent strengths, economic growth is uneven, investment attraction is still limited, and we continue to face many difficulties and obstacles in the process of implementing administrative procedures related to investment, land, and construction," emphasized Mr. Khanh.

Therefore, the primary task in 2023 is to unlock and effectively exploit the advantages and potential of the province, aiming at new sources of development resources, thereby maintaining economic growth and ensuring social welfare. Today's activity is also an important step in concretizing the annual theme and recognizing the contributions and sharing with the business community regarding the province's direction and expectations for a challenging and challenging yet successful 2023.

 

At the provincial leadership conference, it is also expected that businesses and investors:

Firstly, Hoa Binh province desires businesses to boldly apply science and technology to increase labor productivity, enhance management capabilities, and have a strategic vision with specific steps.

On February 10, 2022, the Politburo issued Resolution No. 11-NQ/TW on the direction of socio-economic development, ensuring defense and security of the Midland and Northern Mountainous Region until 2030, with a vision to 2045. It identifies the goal of developing the Midland and Northern Mountainous Region as a green, sustainable, and comprehensive development region, serving as a model for the country's green development, with approximately 50% of provinces being among the fairly developed ones nationwide. The preservation and promotion of the cultural identity of ethnic groups, improvement of material and spiritual lives of the people, and ensuring strong defense and security are all emphasized. The Party organization and political system are expected to be robust, while ethnic solidarity is strengthened. I sincerely hope that businesses will proactively take advantage of these specific policies to develop their business activities and invest in Hoa Binh province.

Secondly, Hoa Binh province hopes that businesses will comply with legal regulations, enhance their role and responsibilities in project implementation, continue demonstrating high social responsibilities, and contribute to the development of a green economy. It is essential to fully implement labor rights and ensure sustainable development for both businesses and the people.

Thirdly, associations are expected to play a bridging role between businesses and state agencies, actively providing feedback on the province's mechanisms, policies, programs, and planning.

At the same time, Hoa Binh province's leadership is determined to change the mindset and working style of its officials to effectively implement administrative reforms and improve the quality of public services. Various levels, departments, sectors, and localities need to strengthen their efforts to address and prevent issues that cause inconvenience to citizens and businesses, gradually improving the component indicators to increase Hoa Binh's PCI by three ranks each year, as directed by the Provincial Party Committee and the People's Committee.
