Hanoi to add nearly 6,000 social housing units by 2025

The construction of social housing in the capital has reached only 9% of the target set in the plan to build one million social housing units by 2025.

Hanoi will introduce nearly 6,000 new social housing units by next year, derived from 11 social housing projects expected to be completed between 2024 and 2025, according to the Hanoi Department of Construction.

The department reported that Hanoi has 69 ongoing projects. Since 2021, eight projects have been fully completed, delivering 10,270 units, while three are partially completed.

With 19 units expected to be completed between 2021 and 2025, the city will achieve more than 78% of its social housing target of 15,440 units, representing approximately 952,000 square meters of floor space.

From 2026 to 2030, 50 projects are planned to add nearly 57,200 units covering 3.2 million square meters. The city is currently reviewing investment proposals for four out of five social housing complexes in Dong Anh, Gia Lam and Me Linh districts. The projects have a total area of more than 200 hectares and more than 12,000 apartments.

In addition, the supply of social housing in the capital will be expanded by converting student dormitories in the Phap Van-Tu Hiep New Urban Area into rental social housing. The city's Construction Department is preparing to propose investment projects for approval this year, including two buildings, A2 and A3, which are expected to be renovated and upgraded by 2026, and building A4 to be completed by 2027.

In addition, the Department of Planning and Architecture, together with local authorities and the Management Board of Hanoi Industrial and Export Processing Zones, will identify 15 large plots of land for social housing projects, each with about 2,000 units. Some of these sites will be located near industrial zones to facilitate the construction of rental housing with public investment.

In May, Hanoi Chairman Tran Sy Thanh urged city authorities to commit to breaking ground on at least one social housing project before October 1. Currently, social housing development in the capital remains slow, with only 9% of the target set in the plan to build one million social housing units by 2025.
