Hanoi enhances industrial cluster development

The capital of Hanoi will focus on encouraging businesses to improve infrastructure in city-based industrial clusters (ICs), attract secondary investment projects and jointly achieve the goal of turning Hanoi into a leading city in terms of industrial development.

According to Tran Thi Phuong Lan, Acting Director of the Hanoi Department of Industry and Trade, the city People’s Committee is investing in the construction of infrastructure in 44 industrial clusters and verifying projects to establish an additional 25 ICs totaling 288 hectares.

The formation of ICs has helped relocate environmentally polluting facilities from residential areas in more than 1,350 craft villages, attract investment projects to ICs, and accelerate industrial growth and economic restructuring in the city.

However, according to the Hanoi People’s Committee, there remain difficulties related to industrial and IC infrastructure development policies, land, site clearance, construction permits, approval of detailed plans at the 1/500 scale, environmental impact assessment reports, fund confirmation, multiple project schedule adjustments, capital shortages, and a lack of high-quality human resources.

Hanoi has told relevant agencies, localities and IC investors to hold regular and ad hoc meetings to promptly ease difficulties faced by businesses, simplify administrative procedures, and provide law and policy guidelines for IC investors.

It is necessary to stipulate that IC- and craft village-based secondary investment projects must have a minimum area of 2,000 and 1,000 square meters, respectively, and comply with laws and regulations on environmental protection and fire prevention and treatment.

By 2030, Hanoi aims to have 159 ICs with a total area of more than 3.2 million hectares, expand five ICs planned and established from 2017-2020, with a total area of almost 45ha, and construct 21 new ICs clusters totaling around 536ha.

By 2050, Hanoi will have had four central industrial regions, 26 industrial parks covering a total area of 5,830ha, and 184 industrial clusters with a total area of 7,403ha.
