At the beginning of the meeting, VCCI Chairman Pham Tan Cong gave preliminary information on the operation results of VCCI in the period from 2016 to present. Accordingly, VCCI has well completed the directions and tasks assigned by the Party and State. Activities are always improved, renewed, and improved in quality towards professionalization, meeting the development needs of the economy and business community.

The role of VCCI in participating in the development of institutions, policies and laws, improving the business investment environment, and promoting administrative procedure reform has been increasingly affirmed and promoted. VCCI has performed well in terms of self-financing salaries and recurrent expenses. The State only partially supports some programs and projects. VCCI's activities are implemented according to key task groups, functions and assigned tasks.

Most notably, VCCI has represented the business community, always promptly reflecting on difficulties and obstacles in the process of law enforcement; at the same time, propose and recommend solutions to improve the business environment from the central to local levels, creating favorable conditions to attract investment and develop domestic enterprises.

Throughout its activities, VCCI always focuses on developing the Vietnamese business community and entrepreneurs, constantly striving to improve the quality of business support in the context of international economic integration; step by step realize the goal of building a team of Vietnamese entrepreneurs and enterprises to increase in both quantity and quality.

However, in the process of recovering economic activities during the past time, there were many opinions from businesses about the difficulty in accessing support policies due to complicated administrative procedures.

At the same time, there are still overlaps, inadequacies and contradictions between the system of legal documents on business investment, creating many "bottlenecks" that are difficult to clear, difficult to create motivation to help businesses improve their situation. business model and breakthrough.

At the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai highly appreciated VCCI's efforts in many activities such as supporting businesses, developing a team of Vietnamese businesses and entrepreneurs; at the same time, strengthen the role of representative of employers and gather and promote linkages with domestic and foreign business associations.

VCCI has actively contributed to promoting regional linkages and cooperating with local authorities in supporting businesses with the role of VCCI's builder and connection hub. In addition, VCCI has effectively promoted trade and investment promotion activities, supported businesses in sustainable international economic integration....

However, looking at VCCI's report on the number of about 94.6 thousand businesses withdrawing from the market in the first 7 months of 2022, an increase of 18.7% over the same period in 2021; On average, there are 13.5 thousand businesses withdrawing from the market every month, which is really a problem worth thinking about and needing to look for solutions to overcome, the Vice Chairman of the National Assembly said.

At the meeting, representatives of many professional organizations such as the Vietnam Textile and Apparel Association, the Vietnam Association of Supporting Industry Enterprises, and the Vietnam Private Hospital Association gave many opinions reflecting the difficult situation. in the process of restoring production and business; the level of access to business support programs within the framework of the Law on Enterprise Support is still limited; the ability to take advantage of tariff preferences from free trade agreements is still not high...

All opinions agree on the proposal, the Government, all levels, sectors and localities need to focus and be determined to remove all existing obstacles and bottlenecks in business investment activities... It is important that the supporting policies need to be substantive support to help businesses overcome difficulties during this period.
