Mr. Nguyen Quang Vinh stated that during the past time, the VCCI Party Committee has coordinated with the Party leadership in carrying out political tasks, party organizations throughout the Party, guiding party members to promote pioneering and exemplary spirit, and being the core in fulfilling specialized tasks.

The entire team of officials, party members, and employees within the VCCI system has made significant contributions to improving the business environment, overcoming difficulties for enterprises, supporting their integration into the international economy, and promoting the spirit of patriotism and national pride through the internal strength of an ethical and business-oriented entrepreneurial community, all for the sustainable and healthy development of the Vietnamese economy. In the coming time, there will be an emphasis on innovating the leadership methods of the VCCI Party Committee and party organizations within the Party in an effective, practical manner, closely aligned with leadership responsibilities.

 -  Could you please share the prominent results achieved during the first half of the term in implementing the Resolution of the 8th Party Congress of the VCCI for the 2020-2025 period?

In the first half of the 2020-2025 term, thanks to the close guidance and direction of the VCCI Party Committee, the Central Enterprise Bloc Party Committee, and the wholehearted guidance of the Party-building committees within the Bloc, as well as the dedicated efforts of officials, party members, and workers throughout the Party and VCCI, many remarkable results have been achieved, such as:

After the Party Congress, the VCCI Party Committee issued various documents, programs, plans, regulations, etc., from the beginning of the term. Particularly noteworthy is the leadership and direction provided in the work of building the Party personnel project at the Party Committee level, the selection of capable and visionary officials to participate in the Party Central Committee, the Executive Committee, the Secretary, Deputy Secretary, and the Party Committee's Inspection Committee of VCCI for the 2020-2025 term.

The VCCI Party Committee has collaborated with the VCCI Party Delegation to issue regulations on coordination between the two bodies in the leadership and comprehensive direction of all aspects of VCCI's work. The key objectives set forth at the beginning of the term are being closely monitored and directed by the Party Committee's Executive Board to ensure that they are not only achieved but also surpassed, particularly in terms of leadership and guidance in specialized tasks. Some prominent results include:

Successfully coordinating with the VCCI Party Delegation to organize the 7th VCCI Congress for the 2021-2026 term. The Party's officials and members provided guidance and advice in drafting the overall work program, as well as the work programs for VCCI in 2021, 2022, and 2023. They also formulated regulations for the Executive Board, the Standing Committee, assigned tasks to the Executive Board members, and developed regulations for personnel, finance, and working procedures within VCCI.

Successfully organizing the 60th-anniversary celebration of VCCI's establishment (27/4/1963-27/4/2023), with the participation of the State President and leaders from various central and local agencies, along with over 200 exemplary enterprises. During the celebration, VCCI introduced the Vietnam Leading Enterprises Council with its first 21 members being leaders of pioneering enterprises that have made significant contributions to the Vietnamese economy.

VCCI has organized a series of activities to commemorate significant events, including the 75th anniversary of President Ho Chi Minh's letter to the Trade and Industry Sector (13/10/1945 - 13/10/2020) and the 16th anniversary of Vietnam Entrepreneurs' Day (13/10/2004-13/10/2020). Notably, the "Vietnamese Entrepreneurs - The Country Calls Your Name" 2020 Forum, with the theme "The Party and Entrepreneurs," gathered more than 250 business associations and industry associations nationwide, along with over 600 delegates comprising exemplary Vietnamese business leaders.

In addition, VCCI organized a series of activities to commemorate Vietnam Entrepreneurs' Day, including the prominent celebration of the day and the recognition of outstanding Vietnamese entrepreneurs. The "Vietnamese Outstanding Female Entrepreneur of the Year 2020" - Golden Rose Cup was awarded during this event. VCCI also cooperated with the United States Agency for International Development (USAID) to announce the Provincial Competitiveness Index (PCI) for the years 2019, 2020, 2021, and 2022.

VCCI worked with local leaders and domestic associations to support businesses, especially small and medium-sized enterprises. VCCI also provided assistance to some localities in improving the District, Commune, Department, and Industry Competitiveness Index (DDCI).

The VCCI Party Delegation was entrusted by the Politburo to lead the construction of a project summarizing the 10-year implementation of Resolution No. 09-NQ/TW on building and promoting the role of the Vietnamese business community during the period of industrialization, modernization, and international integration. The project has been completed and is expected to be submitted to the Politburo in the third quarter of 2023.

During the first half of the 2020-2025 term, VCCI's officials, party members, and workers organized over 500 conferences, workshops, and forums (including online events). They admitted over 1,500 members and issued more than 1,800,000 Certificates of Origin and Goods (C/O + GCN) for businesses. VCCI conducted thousands of training courses to enhance the capacity of enterprises and support their integration into the international economy. On average, each year, VCCI provided input on hundreds of legal documents, including those related to improving the business environment and resolving difficulties for enterprises. It also provided advice to tens of thousands of businesses and welcomed hundreds of international delegations, including leaders of other countries, who visited and worked with VCCI.

 - To achieve the mentioned results, what measures did the VCCI Party Committee take in terms of leadership, guidance, and operation?

VCCI has issued an Action Program to specify and implement the resolutions of the 13th Party Congress, the Party Bloc Congress, and the VCCI Party Congress.

The VCCI Party Committee has always been concerned with leading and guiding the organization's research, learning, implementation, and full compliance with the resolutions of the 13th Party Congress, the 3rd Party Bloc Congress, and the 8th VCCI Party Congress for the 2020-2025 term. They also enacted Action Programs to put the resolutions of the various Party levels into practice. The VCCI Party Committee has issued the Action Program to implement the resolutions of the 13th National Party Congress, the Action Program for implementing Resolution No. 18-NQ/TW, Resolution No. 19-NQ/TW, Resolution No. 20-NQ/TW, Resolution No. 21-NQ/TW of the Fifth Central Executive Committee of the 13th Party Congress, the Action Program for implementing the resolutions of the 3rd Central Enterprise Bloc Party Congress for the 2020-2025 term, and the Action Program for implementing the resolutions of the 8th VCCI Party Congress for the 2020-2025 term.

Secretary of the VCCI Party Committee and Vice President of VCCI, Nguyen Quang Vinh, delivered a speech at the midterm review conference of the 8th VCCI Party Congress for the 2020-2025 term.

The Standing Committee of the VCCI Party Committee directed its subordinate party committees and cells to conduct research, deeply comprehend, and implement the resolutions of the 13th National Party Congress, the 3rd, 4th, 5th, and 6th Central Party Executive Committee meetings, and the midterm conference of the 13th Party Congress. They also implemented the conclusions of the Politburo's No. 12 conclusion on continuing to strengthen the Party's leadership in the fight against corruption and negative phenomena, Directive No. 12-CT/TW dated January 5, 2022, on enhancing the Party's leadership and improving the effectiveness of people-to-people diplomacy in the new situation, and the Politburo's Conclusion No. 01-KL/TW dated May 18, 2021, on continuing to implement Directive No. 05-CT/TW dated May 15, 2016, of the 12th Party Central Committee "Strengthening the study and following of Ho Chi Minh's ideology, ethics, and lifestyle," and developed annual plans for studying and following Ho Chi Minh's ideology, ethics, and lifestyle, which were implemented throughout the Party organizations and party members.

The Party Committee has issued the working regulations, the overall working program, the inspection and supervision program for the term of the VCCI Party Committee for 2020-2025, as well as the inspection and supervision programs for the years 2021, 2022, and 2023. They have also issued resolutions on the tasks for 2022 and 2023 of the Standing Committee and the Party Committee Executive Board of VCCI.

The Party Committee directed the Inspection Commission of the VCCI Party Committee to issue the inspection and supervision program for the years 2021, 2022, and 2023, as well as regulations on planning Party committees at all levels, supplementary planning for Party committees for the 2020-2025 term, and the planning for Party committees for the 2025-2030 term. They also planned for the organization of the Party cell congresses for the 2022 - 2025 term.

 - Could you please let me know the core tasks of the VCCI Party Committee in the coming time?

Renew political and ideological work, strengthen propaganda, and disseminate resolutions, conclusions, directives, and regulations of the 13th Central Party Congress and the resolutions, conclusions, and directives of the Bloc Party Committee to Party members, officials, and workers to achieve unity in perception, political ideology, and actions within the Party.

Continue to carry out excellent personnel work, with a focus on completing the required number, ensuring the structure and quality of Party committees at all levels, and forming a team of specialized advisors to assist the Party Committee's advisory boards.

Prepare well for personnel work and other preparations for the 9th VCCI Party Congress, term 2025-2030. Summarize the organizational work of the 2020-2025 term.

Improve the quality and effectiveness of inspection, supervision, and disciplinary enforcement within the Party. Strengthen the thorough understanding and implementation of regulations and guidance from the Central Party and higher-level Party committees regarding inspection and supervision work.

Continuously implement and enforce new documents from the Central Party on anti-corruption and anti-negative behaviors. Party committees at all levels will lead, direct, and implement a coherent and effective set of measures to combat corruption and negative phenomena, strictly adhering to regulations on asset and income declaration.

Party committees and Party organizations will provide increased counsel to the Party and the State on economic and social development measures and support businesses in the new context.
