Customs aims to complete 91 schemes and projects in 2021

The Director General of the General Department of Vietnam Customs (GDVC) Nguyen Van Can has signed a decision issuing the programme on the GDVC’s key tasks for 2021.

The Director General requestedheads of the GDVC’s units to base their functions, task and make specific plans on key tasks in 2021 of the GDVC. Eachweek and month, the heads of departments are in charge of reporting on the deployment, progress and assessing the results and unfinished work and clearly stating reasons.
If the project is applied for withdrawing from the key programme or has its completion time adjusted due to objective reasons, the leading unit should submit the project to the head of the ministry for approval and reporting to the National Assembly, Prime Minister and the Ministry of Finance, with the adjusted deadline for completion of the project clearly stated. For the project submitted to the GDVC level, the project must be submitted to the GDVC’s leader for approval, in which, the deadline for completion of the project must beclearly stated.
The GDVC said the scheme canonly bechanged or delayed when it is approved by the competent authority.
The programme on the GDVC’s key tasks in 2021 includes 12 schemes, the submission to the Government, Prime Minister and the National Assembly for approval. Of which, the decision amending and supplementing Decision 10/2018/QD-TTg and Decision 53/2013/QD-TTg on temporary import for report, destruction and transfer cars, two- wheeled vehicles of the subjects enjoying privileges and immunities in Vietnam; the decision amending and supplementing the Government Decision 38/2017/QD-TTg regulating the transfer of border gates for carrying out customs procedures at My Dinh ICD; a decree regulating the management agencies, method, process and procedures for quality inspection and food safety inspection for import goods; adecree on customs management for import and export goods traded via e-commerce; a decree amending and supplementing Decree 08/2015/ND-CP detailing and measures for implementing the Customs Law on customs procedures, inspection, supervision and control.
Twelve schemes and IT applications submitted to the Ministry of Finance for promulgation, include: acircular guiding the time for submission of C/O of import goods under the Vietnam-EU Trade Agreement; acircular amending Circular 38/2015/TT-BTC and Circular 39/2018/TT-BTC regulating customs procedures, supervision, control, import and export taxes and tax administration for import and export goods; a circular replacing Circular 14/2015/TT-BTC guiding the classification and analysis for classification of goods, analysis for quality inspection, food safety inspection for import and export goods; deploying the scheme on redesigning the overall Customs IT system.
A total of 67 schemes and IT applications submitted to the GDVC include the GDVC’s decision on the amendments and supplementation of Decision 1966/QD-TCHQ on the promulgation of the Customs procedures for import and export goods; customs procedures, inspection and supervision for luggage of entry and exit passenger across international border gates.
