The Central Steering Committee worked with representatives of the business team and the business community on the implementation of Resolution No. 09-NQ/TW of the 11th Politburo

On behalf of businesses and entrepreneurs attending the meeting arranged in hybrid form, the Chairman of VCCI Pham Tan Cong said that, after more than 35 years of innovation, The situation of the country, position, potential and prestige of the country is much different from 10 years ago, when the Resolution No. 09-NQ/TW was issued on December 9, 2011 by the Politburo on construction and promote the role of Vietnamese businessmen in the period of accelerating industrialization, modernization and international integration.

This difference is not only an opportunity, but also a challenge in the new context. "The Vietnamese business community realizes it is necessary to implement many specific and synchronous solutions, in which, focusing on three breakthrough solutions", Mr. Cong told the delegation.

Firstly, it is proposed to build and improve the environment, investment institutions, and develop the country quickly and sustainably, first of all, a socialist-oriented market economy institution, with a focus on the policy system, the law creates a business investment environment in the direction of protecting and encouraging businesses and entrepreneurs to do genuine business and innovate; prevent and eliminate illegal businesses and entrepreneurs.

Secondly, well organize the implementation of guidelines, policies and laws; affirming, protecting, facilitating, encouraging, honoring and rewarding worthy businesses and entrepreneurs doing business, making great contributions to society and the country; promptly prevent and strictly handle illegal businesses and entrepreneurs that cause damage to the country and the social community, create conditions for genuine businesses, and avoid criminalizing economic activities. 

To effectively implement the above two breakthroughs, Mr. Cong emphasized that the first and foremost condition is that the society and the business team themselves must be properly, fully and deeply aware of entrepreneurs, of their position, the role of entrepreneurs in the renovation process and the cause of building and defending the Socialist Fatherland.

Strongly encouraging and promoting the entrepreneurial spirit, the desire to get rich in the society. Proper and profound awareness of the rights and obligations and responsibilities of entrepreneurs, the organic attachment between the goals and aspirations of genuine enrichment and the social responsibility of businesses and entrepreneurs.

Therefore, in order to build a strong team of Vietnamese entrepreneurs in terms of quantity and quality as proposed by the Resolution of the 13th Party Congress, it is recommended that the Party and State have guidelines, orientations and care to create favorable conditions for promotion. promote the building of ethics and culture of Vietnamese entrepreneurs and businesses in the new period, building and forming cultural institutions of Vietnamese entrepreneurs. Ensuring Vietnamese entrepreneurs have a culture and civilization on par with the great national and national goals by 2030 and 2045…

Sharing with businessmen, Mr. Tran Tuan Anh, Head of the Central Committee's Economic Commission, affirmed that there are many proposed contents in Resolution 09, but the problem is the organization and implementation, both national and international. locality, industry.

“There is the business environment problem, in terms of perception, governance or execution. Entrepreneurs should point out, not just identify the problem,” Mr. Tran Tuan Anh emphasized.

In particular, the pilot implementation of Party development in private enterprises needs to be reviewed.

Before that, at the beginning of the meeting of the working delegation of the Central Steering Committee to work with representatives of the business team and the business community on the implementation of Resolution No. 09-NQ/TW of the 11th Politburo, Mr. Tran Tuan Anh asked business people to evaluate the results of implementing 7 groups of tasks of the resolution.

“The Steering Committee looks forward to hearing directly from the business community on the above issues. What are the outstanding results and what are the main limitations and barriers related to these 7 task groups?", Mr. Tran Tuan Anh emphasized.

In particular, the Head of the Central Committee's Economic Commission suggested that entrepreneurs research, consider and propose new goals, tasks and solutions to build and promote the role of the business team by 2030, vision to 2045, in association with the implementation of the country's economic development goals, especially the goal of becoming a developing country with a high middle income by 2030 and a developed country with a high income in 2045.

It should also be emphasized that Resolution 09 has created consistency and transparency in terms of guidelines, policies, and an ecosystem for the business community to operate more and more conveniently, of which the awareness of the business community is remarkable. The role of enterprises in society and the increasingly improved business environment has made an important contribution to the development and growth of the business community as it is today.

The number of enterprises operating nationwide increased three times from 279,360 enterprises in 2010, to 857,559 enterprises as of December 31, 2021. The business sector is creating jobs for about 14,702,546 employees (average growth of 3.39%/year); similarly, capital and net revenue also increased by 14.55%/year and 11.47%/year respectively during this period.

If you include about 14.4 thousand cooperatives and about 5.1 million business households (of which about 1.6 million households have tax codes), Vietnam has more than 7 million entrepreneurs.

7 directions and tasks of Resolution 09-NQ/TW:

(1) Raising awareness about the role of businessmen in the cause of industrialization, modernization and international integration; (2) Creating an equal and favorable business and production environment for entrepreneurs; (3) Supporting the business team to expand the scale, improve the operational efficiency of enterprises, encourage the development of entrepreneurs in rural areas; (4) Paying attention to and creating changes in business training and fostering; (5) Upholding ethics, business culture, social responsibility, national spirit of the business team, building harmonious labor relations; (6) Promoting the role of representative organizations of the business community and the entrepreneurial team; and (7) Strengthening the leadership of the Party in building and promoting the role of the entrepreneurial team.
