Implementing the tasks of the Politburo, on May 10, 2024, in Hanoi, the Secretariat assigned the Central Propaganda Department, in coordination with the Central Economic Commission and the Party delegation of the Vietnam Chamber of Commerce and Industry (VCCI), to organize a conference to thoroughly grasp and implement Resolution No. 41-NQ/TW (October 10, 2023) of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new era.

At the event, Deputy Head of the Central Economic Commission Nguyen Duc Hien affirmed that the organization of the nationwide conference to thoroughly grasp and implement Resolution 41 demonstrates the leadership's concern for the work of building a strong Vietnamese entrepreneur team capable of fulfilling the mission and contributing to making Vietnam a developed, high-income country by 2045.

Also at the event, Mr. Pham Tan Cong - Party Secretary, Chairman of VCCI, presented the Action Program of the VCCI Party Delegation to implement Resolution 41-NQ/TU and affirmed that VCCI will deeply implement the contents and goals assigned in Resolution 41-NQ/TW.

The basic action program following Resolution 41-NQ/TW has been outlined, with specific goals for 2030 being highlighted.

Firstly, to establish and implement regulations and codes of conduct regarding business ethics and morality, forming a system of values and standards concerning ethics and business culture in Vietnam. This is a very new but urgent goal in the new era, as our country is aiming to become a developed nation by 2045.

Secondly, to cultivate a team of pioneering entrepreneurs, leading large enterprises at the national level, possessing international-level business capabilities, and being exemplary in ethics and business culture. About 10 Vietnamese entrepreneurs are included in the list of the world's dollar billionaires, and approximately 5 entrepreneurs are ranked among the most powerful in Asia by reputable global organizations.

Thirdly, to support the enhancement of business capabilities for 200,000 entrepreneurs and enterprises, focusing on small and medium-sized enterprises, female entrepreneurs, startup entrepreneurs, and young entrepreneurs.

Fourthly, to support integration, connectivity, and promotion of international cooperation for 30,000 entrepreneurs and enterprises.

Fifthly, to develop and implement training programs for senior executives of enterprises, contributing to the implementation of the National Program for Entrepreneur Training and Development; to train at least 500 senior executives of large enterprises and 5,000 next-generation leaders.

Sixthly, to continue implementing the Provincial Competitiveness Index (PCI) and the Provincial Green Index (PGI) annually, contributing to building and improving an investment and business environment that is conducive, safe, and equitable for the development and contribution of entrepreneurs and enterprises.

Seventhly, to mobilize and attract 5,000 enterprises to apply the Corporate Sustainability Index (CSI).

Deputy Head of the Central Economic Commission Nguyen Duc Hien stated that the Central Economic Commission will lead and coordinate with the Party delegation of the Vietnam Chamber of Commerce and Industry and relevant agencies to regularly monitor, urge, supervise, inspect, periodically review, summarize, and report to the Politburo and the Secretariat on the implementation results of Resolution 41-NQ/TW.

This effort will closely align with the development goals of the entrepreneur team (vision to 2045), which must possess the scale, capabilities, and qualifications to meet the national development goals, achieve high income, and hold international stature and credibility.
