The Vietnam Chamber of Commerce and Industry (VCCI) held a meeting and worked with the delegation of the Central Steering Committee on the implementation of Resolution No. 09/NQ-TW dated December 9, 2011 of the XI Politburo on building and promoting the role of Vietnamese businessmen in the period of accelerating industrialization, modernization and international integration (Resolution 09).

The meeting aimed to gather proposals and recommendations from businesses, industry associations and VCCI on solutions and ways to develop a team of entrepreneurs that are increasing in quantity and improving in quality. 

At the meeting, Politburo member, Head of the Central Committee's Economic Commission, Head of the Steering Committee on reviewing of Resolution 09 Tran Tuan Anh emphasized, in parallel with the increasingly effective participation in the political life of the country. In the country, the business team is actively contributing to the process of policy formulation, monitoring and criticism.

The team of Vietnamese businessmen has shown the crystallization and represented the will and energy of the Vietnamese nation to get rich.

At the same time, it is the main force and pioneer to create many jobs and livelihoods for workers. Thereby, contributing to hunger eradication and poverty reduction.

Through more than 35 years of innovation, Vietnamese entrepreneurs has constantly grown in both quantity and quality; made great and important contributions to the cause of national construction and defense in many aspects.

Currently, Vietnam has nearly 900,000 operating enterprises, about 14.4 thousand cooperatives and about 5.1 million business households. If only business households with tax codes are counted, the national business team has nearly 4 million entrepreneurs so far. If you consider business households without a tax code, the country now has more than 7 million entrepreneurs.

Many Vietnamese businesses and entrepreneurs have made breakthroughs in business with ambitious projects, reaching out to the international market. In addition, there have appeared a number of economic groups and private enterprises with large scale, financial potential and management, modern technology, pioneering in a number of important industries and fields such as manufacturing. automotive, aviation, information technology, telecommunications, services, real estate, agriculture...

In 2021, although the Vietnamese business and business community faces great difficulties due to the COVID-19 pandemic, on average, the country will have 13.3 thousand newly established businesses and return to operation each month.

As the country copes with the COVID-19 pandemic and adverse impacts from the international context, Vietnamese entrepreneurs have become warriors on the economic front, steadfastly accompanying the country through difficult times. 

A large part of Vietnamese businesses and entrepreneurs have also been flexible, proactive, and quickly adapted to the new context, looking for new directions from opportunities due to digital transformation, green transformation and today's deep international integration.

"The results are thanks to the correct and timely guidelines, orientations and policies of the Party and State on socio-economic development, opening up and integration in general, and business and enterprise development. Along with that are the efforts, spirit and will to strive for a long and non-stop effort of the entire Vietnamese business community and entrepreneurs", Head of the Central Committee's Economic Commission Mr. Tran Tuan Anh emphasized.

From that fact, the document of the 13th Party Congress affirmed: "Develop a team of entrepreneurs who are strong in quantity and quality, have a spirit of dedication to the nation, have advanced cultural and ethical standards and have good management and business qualifications ". 

The 10-year socio-economic development strategy 2021-2030 has set out the task of strongly developing the private economic sector of the Vietnamese people in both quantity and quality; encourage the formation and development of large private economic groups with strong potential and regional and international competitiveness; striving that by 2030, there will be at least 2 million enterprises with the proportion of the private sector's contribution to GDP reaching 60-65%.

Representative of the voice of the business community, VCCI Chairman Pham Tan Cong said that Resolution 09 has created consistency and transparency in terms of guidelines, policies and ecosystems for the business community to operate more and more conveniently; In which, the society's awareness of the role of enterprises and the business environment is also increasingly improved, making an important contribution to the development and growth of the business community as it is today.

The number of enterprises entering the market is increasing rapidly. The total number of newly registered enterprises nationwide until the end of 2021 is nearly 1.7 million enterprises; of which, only for 11 years. From 2011 to 2021, there were more than 1.1 million enterprises, a double increase compared to the 2001-2011 period. On average, each year during this period, nearly 105 thousand enterprises were established.

Along with the growth in the number of newly registered enterprises, the capital in these enterprises also increased in the period 2011-2021, reaching more than 11,655 trillion VND, an average of approximately 1,060 trillion VND per year (increasing 12.11%/year). The number of employees registered in newly established enterprises each year has more than 1.1 million employees.

There are also positive signs in the development of active businesses. The number of enterprises operating in the country increased three times from about 280,000 enterprises in 2010, to approximately 860,000 enterprises as of December 31, 2021.

The business sector is creating jobs for about 14.7 million workers (average growth period of 3.39%/year). Similarly, capital and net revenue also increased by 14.55%/year and 11.47%/year respectively during this period. The average size of operating enterprises also increased significantly.

The role of the business community, entrepreneurs, expressed in economic, political, social, cultural aspects... most Vietnamese businessmen have a sense of genuine business, bravery, and creativity. create and strive to overcome difficulties and challenges to innovate, develop and raise the bar, contributing to realizing the aspiration for a prosperous and happy Vietnam; being responsible to employees, partners, customers, and the social community, especially through the COVID-19 epidemic.

However, according to the leader of VCCI, there are still some limitations, which exist: there are still businesses and entrepreneurs doing illegal business, lack of social responsibility; business culture is not uniform, lack of links ... The reasons are many, but among them are the limitations of business ethics.

Therefore, in order to build a strong business team in terms of quantity and quality as set out by the Resolution of the 13th Party Congress, VCCI wishes the Party and State to have guidelines, orientations and care to create favorable conditions for promoting business activities, building ethics and culture of Vietnamese entrepreneurs and enterprises in the new period; building and forming cultural institutions of Vietnamese entrepreneurs. Ensure that Vietnamese entrepreneurs have a culture and civilization on par with the great goals of the nation and nation by 2030 and 2045…/.
