Binh Dinh Simultaneously Promotes Investment, Improves Business Environment

Based on new potential advantages clearly defined in the Binh Dinh Provincial Planning for the 2021-2030 period, with a vision to 2050, the province is stepping up investment promotion and attraction, especially high-quality investment flows, while focusing on removing bottlenecks in the investment and business environment and enabling business development.

In 2024, Binh Dinh received and worked with more than 30 organizations, businesses and partners to survey, study and register for investment from many countries such as Japan, the United States, France, the UAE, India, South Korea and Thailand. The province also successfully organized the Trade Promotion Conference with the Vietnam-Canada Business Association and the Binh Dinh Investment Promotion Conference 2024; worked with business delegations from the UAE, Singapore, Thailand and South Korea within the framework of the Binh Dinh Sports-Culture-Tourism Week 2024; Investment Promotion, Trade Development and Tourism Conference with Indian partners in Binh Dinh province. These activities enabled the province to introduce and promote its potential advantages and called for investors to invest in the province, especially industrial, urban and tourism projects in Nhon Hoi Economic Zone and industrial zones as well as in renewable energy, ecological urban areas, high-class resorts, tourism services, artificial intelligence and high-tech agriculture.
Thanks to these efforts, investment flows into Binh Dinh are optimistic. By the end of November 2024, the province attracted 61 new investment projects with a total registered capital of VND13,853 billion (including FDI projects) and licensed 104 existing projects to add VND2,014 billion to their investment base. During the year, many new large-scale projects came into operation, including the brick and tile factory of Takao Binh Dinh Joint Stock Company, the FAGO central animal feed factory of FAGO Feed Co., Ltd - Central Branch, Nuoc Luong hydropower plant of Nuoc Luong Hydropower Joint Stock Company, and Nguyet Anh wood pellet factory of Nguyet Anh Joint Stock Company. In 2024, the province saw 80 industrial manufacturing projects going into operation with a total investment of VND6,090 billion or an average of about VND76 billion per project, generating new industrial production value. 12 of them are key projects with a total investment of VND4,808 billion, contributing significantly to the province’s industrial growth.
To help businesses get through hardships and improve the investment and business environment, provincial and local authorities have actively, urgently and effectively coordinated with each other, thus initially resolving obstacles and difficulties to facilitate important projects to be implemented soon. As of November 2024, Binh Dinh granted business registration certificates to 1,089 new companies with a total registered capital of VND9,080 billion, up 5.4% in companies and 7.2% in value from a year earlier.
To further facilitate local investment, production and business activities to develop more strongly, in 2025, Binh Dinh will focus on completing key projects like the traffic route from the center of An Nhon Town to the coastal road west of Thi Nai Lagoon, the traffic route from western Provincial Road 638 to coastal Provincial Road 639 in Phu My district, the southern bypass of Phu Phong Town, the traffic route from National Highway 19 to Becamex VSIP Binh Dinh Industrial Park and to Quy Nhon Port, and extended Dien Bien Phu Road to Diem Van Urban Area. In addition, the province will enhance the management quality of basic construction, promote public investment disbursement, actively call for and attract large-scale projects to Nhon Hoi Economic Zone and industrial zones to create spillover effects on sectors, localities and overall socioeconomic development.

Promoting administrative reform
In recent years, the province has focused on carrying out many solutions to improve the performance of government operations at all levels associated with job positions, especially accelerating administrative procedure reform associated with digital transformation and achieving many remarkable results. In 2024, 99.85% of administrative procedures have been on time or before time, and the Public and Business Service Index reached 90.59 points (an increase of 1.86 points from 2023) to hold the top position nationwide for another year. In addition, the deployment of public postal workers in place of civil servants and public employees in performing tasks at the Provincial Public Administration Service Center and all district-level divisions has been completed. Notably, the Provincial Public Administration Service Center has received dossiers and delivered administrative procedure results of Quy Nhon City People's Committee and VSS Binh Dinh since April 1, 2024.
In 2025, the province will focus on reviewing and promptly carrying out the Plan to arrange and streamline the political apparatus according to the direction of the Central Government, with the motto: “Refined - Compact - Strong - Effective - Efficient”. Binh Dinh province will ensure the building of reasonable personnel and structure, qualifications, qualities and capacity to meet the requirements of each agency, organization and unit in the new period; reform the clean, strong, professional government apparatus; and place people and businesses as the center of service.
Moreover, the province will deepen the inspection of administrative reform and public service at agencies and units; focus on restructuring processes, reducing and simplifying administrative procedures based on electronic connectivity, reusing data to provide online public services that are fully connected. Binh Dinh will further share specialized databases for real-time administration.
Additionally, Binh Dinh will consistently carry out many solutions to improve the Vietnam Provincial Governance and Public Administration Performance Index (PAPI), the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index) and the Satisfaction Index of Public Administrative Services (SIPAS) in a public and transparent manner; review and simplify administrative procedures in a substantial manner, with a focus on key areas such as land, investment and construction; and foster the construction of e-government, digital government, and information technology application in governmental agencies.
