Appointment of professional titles, consider increasing salary ahead of time?

Ms. Nguyen Thi Huyen (Dong Nai) is a Grade II primary school teacher, working since September 2014. At the end of 2020, she will be considered for a salary increase 6 months ahead of schedule and will be entitled to a salary increase from 2.67 to 3.0 in March 2021.

In April 2021, teachers are considered according to the new salary, all grade II primary school teachers receive a salary of 4.0. Thus, Ms. Huyen's early salary increase is no longer meaningful. In addition, the salary increases in 2021 will prevent her from participating in the consideration of salary increase before the deadline in 2024 because the regulation cannot increase the salary before the deadline 2 times in a row. While her colleague has not been considered for the 2021 increase, it is still possible to consider 2024.

Ms. Huyen asked, in her case, will the salary increase before the deadline in 2021 be abolished or still be counted as a raise before the deadline so that in 2024 she will apply for a salary increase before the deadline?

In this regard, the Ministry of Education and Training responded as follows:

The appointment and salary ranking of primary school teachers comply with the provisions of Article 7, Article 8 of Circular No. 02/2021/TT-BGDĐT. According to the Articles if ranked II primary school teachers (code V.07.03.07) meet the standards of the professional title of ranked II primary school teacher (code V.07.03.28), they will be appointed to the professional title of ranked II primary school teacher (code V.07.03.28) and may apply the salary table of public employees who type A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38.

The regular salary increase and salary increase before the deadline shall comply with the provisions of Circular No. 08/2013/TT-BNV dated July 31, 2013 of the Ministry of Home Affairs guiding the implementation of the regime of regular salary increase and salary increase and advance salary level increase for cadres, civil servants, public employees and employees and has been amended and supplemented in Circular 03/2021/TT-BGDDT. Accordingly, not performing twice consecutively raising the salary level before the deadline due to outstanding achievements in performing tasks (Point d, Clause 1, Article 3).
