Accelerating Administrative Reform to Sharpen Competitiveness

Tien Giang sees administrative reform as a key solution to build an enabling government. Administrative reform must center on people and businesses and take their satisfaction as a measure of service quality of administrative agencies. Up to now, administrative reform has been advanced by the entire political system to produce positive outcomes and help boost competitiveness, socioeconomic development and investment attraction.

Consistent, resolute and concentrated
Tran Thi Thanh Tuyet, Director of the Tien Giang Department of Home Affairs, said: The resolution of the 11th Provincial Party Congress (2020 - 2025 term) defined that more effective administrative reform to better serve people and businesses is one of three breakthrough approaches to bolster socioeconomic development.
The Tien Giang Provincial Party Committee issued Resolution 09-NQ/TU dated October 6, 2021 on speeding up administrative reform and improving administrative reform indicators, with eight key tasks by 2025.
Based on the announced goals and orientations, every year, in addition to the tasks defined for each key area, the Provincial People's Committee pays special attention to communications to engage the entire political system. At the same time, the committee conducts public and business surveys to collect opinions on the service quality of the government apparatus to lay the groundwork for proposing objective and scientific solutions to enhance the quality and performance of the government apparatus.
Following its surveys and reviews, the province has abolished 433 administrative procedures under the jurisdiction of provincial, district and communal agencies.
In addition, the province established the Center for Public Administration Services and Administrative Procedure Control where related bodies provide 100% of (partial and complete) online public services and online payments, and digitize 100% of records.
As of August 31, 2024, Tien Giang completed arranging commune-level administrative units for the 2023 - 2025 period. Accordingly, eight commune-level administrative units were slashed, helping reduce intermediary units and streamline the local government apparatus.
Helping sharpening competitiveness
The Provincial Competitiveness Index (PCI) 2023 of Tien Giang scored 66.8 points, ranking among 30 best-performing provinces and cities. Advancing 21 ranks with an increase of 3.36 points from 2022 showed the province's strong transformation in building an enabling government and creating an open and favorable business environment for people and businesses.
Besides, the province's Public Administration Reform Index (PAR Index) 2023 scored 85.77 points, an increase of 3.19 points, to rank 50th out of 63 provinces and cities nationwide (ranking 53rd in 2022). Its Satisfaction Index of Public Administrative Services (SIPAS) reached 80.25% (versus 76.56% in 2022), ranking 47th out of 63 provinces and cities nationwide, up seven places from 2022, an increase of 3.69% in value.
As a lead agency in improving the above indicators, in the coming time, the Department of Home Affairs will continue to advise the Provincial People's Committee on solutions for a better PAR Index and SIPAS Index in 2024 and the following years. Regarding organizational apparatus reform and civil service regime reform, the department will work with relevant agencies to review, arrange, consolidate and streamline the apparatus for better performance. It will intensify inspection and examination to promptly detect and handle violations in recruitment, appointment or administrative discipline.
In particular, to raise the PAR Index, the department advised the Provincial People's Committee to introduce the District and Department Competitiveness Index (DDCI) for the 2023 - 2030 period (according to Decision 1315/QD-UBND dated June 9, 2023). This is a set of criteria for evaluating administrative reforms and quantifying the performance of assigned targets and tasks.
To have an enabling government that upholds democracy, rule of law, professionalism, dignity, publicity and transparency to serve people and businesses better, Tien Giang will continue to boost administrative reform and make important contributions to socioeconomic development, said Director Tran Thi Thanh Tuyet.
