The Vietnam Chamber of Commerce and Industry (VCCI) has just commented on the draft Decree amending and supplementing a number of articles of Decree No. 10/2022/ND-CP of the Government on registration fees. Applying a 0% registration fee for battery-powered electric cars is consistent with policies on green transformation and environmental pollution reduction.
Battery-powered electric cars do not use fossil fuels, do not emit CO₂, do not pollute the air, contributing to reducing the greenhouse effect and protecting the environment.

VCCI said that extending the 0% collection rate for the first registration fee for battery-powered electric cars will encourage consumers to use battery-powered electric cars, thereby changing consumption orientation and contributing to the conversion of means of transport towards a greener direction. This policy also promotes and creates conditions for electric car manufacturing and assembling enterprises to invest in expanding the market and increasing production scale.
The regulation of this registration fee level is also consistent with policies to promote green transformation, reduce environmental pollution, including the green energy conversion that the State has directed for a period of time such as Resolution 158/2024/QH15 dated December 10, 2024 of the National Assembly; Decision 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the action program on energy conversion or tax reduction policies for electric cars such as: reducing special consumption tax on battery-powered electric cars from March 1, 2022 to February 28, 2027 to 3%; 2%; 1% (compared to the previous levels of 15%, 10%, 5%). On the other hand, this is also international practice. Many countries have applied this policy.
Although, reducing registration fees for electric cars will reduce State budget revenue. However, looking at the positive, long-term impacts of using electric cars on the economy and society is huge.
Air pollution and environmental pollution have a huge impact on people's health, creating a medical burden on society.
In a research report by the National Economics University, air pollution in Vietnam not only has a negative impact on people's health but also causes economic losses of up to tens of billions of USD, equivalent to about 5% of the country's GDP. Promoting the use of electric cars will contribute to reducing air pollution, environmental pollution, thereby reducing the health burden on society. Therefore, VCCI supports the proposal of the drafting agency to continue applying a 0% registration fee for battery-powered electric cars until February 28, 2027.
