The investment, equivalent to VND105.79 trillion, will be made at the Yen Binh Industrial Park in Thai Nguyen province, South Korean newspaper The Korea Herald reported on October 11, citing an investment plan submitted to local authorities.
The first production line is scheduled to begin operations in the fourth quarter of 2027, followed by a second line in 2028.
The facilities will conduct final testing of DRAM and NAND flash memory chips packaged at Samsung’s plant in Cheonan, South Korea. They will not manufacture silicon wafers, meaning the project will expand overseas testing capacity rather than shift chip fabrication out of South Korea.
The expansion could free up capacity at Samsung’s Korean facilities for more advanced memory products, an industry source was quoted by The Korea Herald as saying.
Samsung has not disclosed how testing volumes will be divided between its Korean and Vietnamese facilities.
The project is also expected to rely heavily on earnings generated by Samsung’s existing Vietnamese operations. About VND66.64 trillion ($2.57 billion), or roughly 63% of the investment, will be funded through reinvested profits, making the funding plan dependent on future earnings.
Samsung’s semiconductor-related expansion also includes a major investment by Samsung Electro-Mechanics, which announced plans on September 29 to invest KRW6.78 trillion in flip-chip ball grid array (FC-BGA) substrate capacity.
Of the total, KRW4.27 trillion ($3.2 billion) will be allocated to facilities in Sejong, South Korea, while KRW2.51 trillion ($1.88 billion) will go to its Vietnam facility in Yen Binh Industrial Park.
Samsung Electro-Mechanics plans to begin mass production at its expanded Sejong facility in September 2028. Its Vietnamese expansion is targeted for completion and operation by June 2030.
The company intends to focus its Sejong operations on high-value, technically demanding products, while using its Vietnamese facilities to meet growing global demand. The distinction is not absolute, however, as Samsung Electro-Mechanics already manufactures advanced substrates in Vietnam.
According to Samsung Electro-Mechanics’s audited 2025 financial statements, Samsung Electro-Mechanics Vietnam generated revenue of KRW2.98 trillion ($2.19 billion) and profit of KRW47.68 billion ($35.1 million) during the year.
As of December 31, 2025, Samsung Electro-Mechanics Vietnam had total assets of KRW2.65 trillion ($1.95 billion) and total liabilities of KRW1.68 trillion. Samsung Electro-Mechanics owns 100% of the subsidiary.
