The executive made the statement at a Monday meeting with Deputy Minister of Industry and Trade Nguyen Hoang Long.
Doosan Enerbility is closely following Vietnam’s development of nuclear power and is keen to explore suitable opportunities for cooperation in this area, he added.
According to the Doosan Enerbility representative, the group wishes to gain further insight into Vietnam’s perspectives, roadmap, and policy framework for nuclear power development in the coming period, in order to determine an appropriate level of participation.
Yun Yo Han noted that the company's biggest competitive advantage is its ability to implement projects "on-time, on-budget" - completing them on schedule and within budget. This is a factor that many nuclear power and energy projects in the U.S. or Europe often struggle with due to cost overruns and delays.
"Vietnam aims for a GDP growth rate of around 10% and a per capita GDP of approximately $8,500 by 2030. I think this is a desirable goal, and to achieve it, the demand for electricity will be enormous. Doosan is ready to participate and contribute to the development of Vietnam’s energy infrastructure," he added.
In reply, Deputy Minister Nguyen Hoang Long stressed that nuclear power is a special field, and all related decisions must be carried out in accordance with legal procedures.
The Politburo, Vietnam's highest decision-making body, has requested early implementation of the Ninh Thuan 1 and 2 nuclear power projects and putting them into operation in the 2030-2035 period.
In January 2026, the Government said Vietnam has basically reached consensus with Russia on a full draft agreement governing cooperation to build the Ninh Thuan 1 nuclear power plant in the south-central province of Khanh Hoa. Ninh Thuan 2 nuclear power plant has yet to reach a decision on investors nor foreign partners.
Beyond nuclear power, at the meeting, the Vietnamese side addressed Doosan's concerns regarding gas-fired power projects, particularly the long-term minimum contract output (QC) mechanism for IPP (independent power producers) projects.
The Ministry of Industry and Trade has submitted to the National Assembly and the Government its proposal to raise the QC level, and is currently amending a decree to resolve long-standing obstacles for gas-fired power projects. The amendment of the decree will create a clearer legal framework, enabling eligible projects to be implemented smoothly.
