Targeting high-tech capital

Developed by Saigon-Danang Investment Corporation (SDN), the functional zone is adjacent to the Lien Chieu Industrial Park. The project is designed as a modern logistics, manufacturing and supporting industry complex connected to the functional zone at Site No. 1 and the Lien Chieu International Port.

Located in northern Danang, EAGLE FTZ benefits from multimodal transport access by road, waterway, and rail, according to SDN.

By water, it borders Site No. 1 and the Lien Chieu International Port. By road, it connects directly to National Highway 1A, the Nam Hai Van bypass, and the La Son-Tuy Loan expressway, sitting roughly 11 kilometers from Danang International Airport.

The zone is also linked to the Kim Lien freight railway station, completing a multimodal transport network for international trade and goods distribution.

Under its development orientation, EAGLE FTZ will focus on attracting high-quality investment across three key sectors. In logistics, the project targets road, waterway, and air transport, as well as warehousing services, an international container transshipment hub, and ancillary logistics services.

Regarding high-tech manufacturing, the zone will prioritize projects involving semiconductor equipment manufacturing; semiconductor chip assembly, testing and packaging (ATP); and production of transport vehicles, aircraft components, aviation support industries and advanced electronics.

The third encompasses mechanical engineering and advanced industries, including robotics, wind turbines, electric vehicle batteries, pharmaceuticals, biotechnology, and supporting industries.

SDN noted that another advantage of EAGLE FTZ is its eligibility for the specific incentive mechanisms and policies designated for the Danang FTZ under the National Assembly’s Resolution 136 and amended Resolution 259.

Specifically, priority sectors may benefit from a 10% corporate income tax rate for 30 years, with a four-year tax exemption followed by a 50% tax reduction for the subsequent nine years.

Furthermore, experts, scientists and highly skilled workers will enjoy personal income tax incentives, as well as favorable visa and long-term temporary residence card arrangements.

Regarding customs, the project will benefit from priority mechanisms, "green channel" clearance, and exemptions from specialized inspections for goods that meet relevant standards and regulations. Transshipment goods and those imported for re-export may be stored for up to 90 days, with the possibility of two extensions of 60 days each.

On financial operations, enterprises within the zone are permitted to list prices, conduct valuations, issue quotes, and settle payments in foreign currencies. Foreign bank branches may also open transaction offices within the zone.

Shaping an ecosystem for logistics, manufacturing and international trade

Mai Cong Ho, CEO of SDN, stated that Vietnam is establishing a free trade zone model for the first time, with the ambition of competing against the region's leading logistics and trade hubs.

According to him, this represents not merely a policy shift but a fundamental change in development mindset: transitioning from traditional industrial zones to an open economic ecosystem; from attracting isolated investments to integrating into global supply chains; and from cost-based advantages to advantages driven by speed, efficiency and innovation.

"This is also why SDN decided to partner with Danang from the very first steps of the FTZ implementation process," he said.

Having been active in Danang for over two decades and witnessed the city's transformation, SDN does not view EAGLE FTZ merely as an industrial real estate project; instead, it aims to build an integrated ecosystem encompassing logistics, manufacturing, and services.

The goal is to create a space where enterprises can connect various stages of the value chain in a single location, thereby enhancing operational efficiency and their capacity to participate in regional and global supply chains.

SDN is committed to developing a comprehensive technical infrastructure system that meets international standards, ensuring progress, quality, and sustainability. The company also plans to develop a support ecosystem for investors, covering everything from logistics, warehousing, customs and investment procedures to value-added services.

Furthermore, EAGLE FTZ is also being developed with a focus on green, smart and digital solutions, in line with ESG standards and broader sustainable development trends.

Vu Quang Hung, head of the Danang High-Tech Park and Industrial Zones Authority, said EAGLE FTZ is the first infrastructure project within the Danang Free Trade Zone to complete the core construction procedures and officially get underway, marking the start of efforts to turn the country’s first FTZ model into reality.

According to Hung, once operational, EAGLE FTZ will gradually establish a modern ecosystem for logistics, manufacturing and international trade, while accelerating the adoption of digital technologies, improving energy efficiency, and generating higher value from each hectare of land.

The functional zone will also be connected to seaports, the high-tech park, industrial zones and domestic and international supply networks, helping advance the development of the Danang FTZ as a modern and regionally competitive hub.
