This Decision updates the list of members specified in Article 1 of Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister establishing the National Steering Committee for the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development and takes effect from June 19, 2025.
Operating regulations of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW on private economic development
Prime Minister Pham Minh Chinh, Head of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW on private economic development, has just signed Decision No. 76/QD-BCDQGTKNQ promulgating the Operating regulations of this Steering Committee.
This Regulation stipulates the principles, tasks, powers, working regime and working relations of the National Steering Committee for the implementation of Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (hereinafter referred to as the Steering Committee).
The Steering Committee has the functions, tasks and powers to assist the Prime Minister in researching, advising, recommending and proposing directions and solutions to resolve important, inter-sectoral issues on private economic development.
Assist the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in resolving important, inter-sectoral issues on private economic development.
Direct ministries, branches and localities to organize the implementation of Resolution No. 68-NQ/TW to ensure the achievement of the set goals.
The Head of the Steering Committee, Deputy Heads of the Steering Committee and members of the Steering Committee work part-time.
The Steering Committee works on the principles of concentration, democracy, public discussion, ensuring unified direction, and promoting the responsibility of the Head of the Steering Committee. The Head of the Steering Committee is the final decision maker on matters of the Steering Committee; Deputy Heads of the Steering Committee are allowed to decide on a number of specific matters as assigned and authorized by the Head of the Steering Committee; Members of the Steering Committee are responsible for implementing assigned tasks and proactively directing competent agencies to implement tasks in the assigned sectors and fields of state management.
The Head of the Steering Committee chairs meetings according to plan and convenes extraordinary meetings when necessary. The Head may authorize the Deputy Head of the Steering Committee to chair meetings to discuss and decide on a number of specific matters within the duties of the Steering Committee.
Members of the Steering Committee are responsible for fully attending meetings of the Steering Committee; In case of being unable to attend the meeting due to other important work, the Head of the Steering Committee must report to the Head of the Steering Committee and authorize an authorized representative to attend the meeting; the opinion of the meeting participant is the official opinion of the Steering Committee member.
The Steering Committee meets periodically every 3 months and holds extraordinary meetings according to the decision of the Head of the Steering Committee. In addition to direct meetings for discussion, the Standing Body of the Steering Committee is responsible for collecting written opinions from the Steering Committee members, synthesizing and reporting to the Head of the Steering Committee for consideration and decision.
Based on the actual situation and task requirements at each time, the Standing Body of the Steering Committee may propose to invite relevant organizations and individuals to attend the Steering Committee meeting according to the provisions of law.
The Regulation also assigns the responsibilities of the Head of the Steering Committee, Deputy Heads of the Steering Committee, members of the Steering Committee, and the Standing Body of the Steering Committee.
