Sustainable development in the spirit of " sharing joys and sorrows”
Looking back at the renovation process over the past 35 years, the Prime Minister said, Vietnam is focusing on building a socialist rule of law state, a socialist democracy, a socialist-oriented market economy. Vietnam has achieved great achievements of historical significance, the country has never had the opportunity, potential, position and international prestige like today.
According to the Prime Minister, in 2021 alone, Vietnam will perform regular tasks; irregular tasks (organizing the 13th Party Congress, electing the National Assembly and People's Councils at all levels, consolidating state leadership titles, organizing 7 national conferences to implement the XIII Congress); the task of dealing with difficulties and backlogs, continuing to restructure the economy, state enterprises and credit institutions; and especially the unexpected and unexpected mission in the context of unprecedented challenges with limited resources (the fourth outbreak of COVID-19 with the Delta variant).
General information about the process of epidemic prevention and socio-economic development of Vietnam in 2021, the Prime Minister said, GDP growth in the fourth quarter has recovered, bringing GDP for the whole year to increase by 2.58%. the macro economy continued to remain stable, inflation was controlled, major balances of the economy were ensured… Along with that, Vietnam ensured social security for tens of millions of people; protect independence, sovereignty, territorial integrity, maintain political stability, security, social order and safety...
At the same time, in his speech, the Prime Minister also emphasized: "This result is achieved thanks to the leadership of the Communist Party of Vietnam, the Party has been flexible, changed its thinking and measures to prevent and control the epidemic. timely navigation in difficult conditions; the participation of the whole political system, the consent and response of the people and the business community; the support and help of friends and international partners in the spirit of "sharing joys and sorrows”, "harmonious benefits, shared risks", the Prime Minister said.

On the morning of February 21, in Hanoi, Prime Minister Pham Minh Chinh attended the annual high-level session of the Vietnam Business Forum (VBF) with the theme "Economic recovery and supply chain development in the context of new normal.
At the Forum today, on behalf of the leaders of the Party and State of Vietnam, the Prime Minister expressed gratitude for the valuable help of friends, international partners, businesses and investors with Vietnam during past time; as well as sharing with the difficulties, problems, losses, disadvantages and sacrifices of businesses, business associations and international organizations due to the pandemic globally and in Vietnam.
Looking back at Vietnam's economy at the present time, the Prime Minister said that at present, Vietnam still has many difficulties and challenges such as unstable macro-economy, inflation pressure... However, Vietnam has learned many valuable experiences from the difficult context of 2021.
Firstly, the more difficult and complicated the situation, the more we must maintain our bravery, solidarity, unity, calmness, perseverance, and wisely choose the right path and solution, and organize the effective implementation.
Secondly, it is necessary to build an independent, self-sufficient economy, stabilize the macro-economy, ensure major balances, not to disrupt supply chains, coordinate harmoniously, reasonably and effectively with monetary, fiscal policies, and other policies.
Third, with issues such as epidemics, natural disasters, climate change, and resource depletion, Vietnam identifies a global approach, international solidarity, and upholds multilateralism.
Fourth, current issues also affect all people, so the whole people approach, promoting the great solidarity of the whole nation, taking the people as the center, the subject, the goal and the driving force.
Being an inside resource is important
In 2022, Vietnam will continue to perform tasks in the context of the "new normal" due to the pandemic, the situation continues to be complicated, the strategic competition is fierce globally and in the region, many factors unstable, unpredictable and unpredictable... Vietnam has implemented a program of socio-economic recovery and development along with a master program for epidemic prevention and control based on accumulated experience in epidemic prevention (including 3 pillars of isolation, testing, treatment, 5K formula + vaccine + medicine + technology + raising people's awareness and other measures, strengthening medical capacity).
Emphasizing the need for fast recovery and sustainable development, the Prime Minister said that the socio-economic recovery and development program with a scale of VND 350,000 billion (about over 4% of GDP) will focus on task groups, the main solution such as opening the economy associated with investment in improving health capacity, disease prevention and control; ensuring social security and employment; supporting the recovery of enterprises, cooperatives and business households; invest in infrastructure development in important, urgent and pervasive projects; institutional reform, administrative reform, and improvement of the business investment environment.
Identify internal resources (including people, natural resources and historical and cultural traditions) as basic, strategic, long-term, decisive; External resources (institutional support, finance, technology, governance and human resource qualifications) are important and breakthrough, Vietnam is focusing on three strategic breakthroughs in terms of institutions, lowering floor and human resources.

Business associations in the US, Europe, Japan, Korea... are optimistic about Vietnam's prospects for opening, recovering and developing.
Regarding institutions, according to the Prime Minister of Vietnam, Vietnam will focus on amending and supplementing the legal system, especially new practical issues that need to be adjusted to remove obstacles in mechanisms and policies, create favorable for socio-economic development.
In terms of infrastructure, Vietnam focuses on strategic infrastructure, especially traffic infrastructure, digital infrastructure, climate change response infrastructure...
In terms of human resource training, Vietnam has strongly shifted from mainly equipping knowledge to comprehensively developing learners' capabilities and qualities.
Along with that, Vietnam continues to build and develop an advanced culture deeply imbued with national identity; promote negative anti-corruption, clean up the apparatus, reduce troubles for people and businesses.
The Prime Minister emphasized that Vietnam is accelerating digital transformation (building digital infrastructure, digital government, digital citizenship, developing digital economy) and promoting green transformation, in the spirit of not assessing the environment, progress and social justice to pursue economic growth alone.
In the condition that a developing country, experiencing many fierce wars, still has many difficulties and challenges, the Prime Minister emphasized that Vietnam calls for ensuring fairness and justice in the process of green transition, looking forward to receiving continue support and help from the international community on institutional improvement, diversification of capital sources, green technology, clean technology, governance and human resources.
Also at the Forum, the Prime Minister wished that businesses and associations would continue to accompany, support and assist Vietnam in the process of rapid recovery and sustainable development in the spirit of "sharing joys and sorrows", “harmonious benefits, shared risks”.
The Prime Minister assigned relevant ministries, branches and agencies to study, absorb, respond to and handle valid opinions and recommendations at the Forum in the course of performing their tasks, solving shortcomings and limitations. in the implementation stage, remove institutional and legal barriers, better support the business community and international organizations, and promote the development and recovery of the production chain.
