Private economic report surveys both enterprises and household businesses
According to information from the Vietnam Chamber of Commerce and Industry, the Vietnam Private Economic Report 2025 is developed based on a large-scale nationwide survey of enterprises, household businesses, and individual business operators, combined with macroeconomic analysis and empirical data.
According to preliminary information, this year’s report outlines the overall picture of the private economic sector in a new institutional and administrative context, while focusing on issues such as the business environment, competitiveness, innovation, and digital transformation of the private sector.
Notably, this year’s Vietnam Private Economic Report sees the participation of Tan Hiep Phat Group as a supporting partner — marking the first time a domestic private enterprise has provided long-term support for this research program.
According to VCCI, such business support is implemented while ensuring the professional independence of the organization and the Private Economy Program, and also reflects a growing trend of the private sector proactively sharing responsibility in contributing to a more favorable business environment.
VCCI expects that the report’s analytical findings and recommendations will provide an in-depth empirical database to support policymakers in evaluating governance effectiveness, while also offering breakthrough policy suggestions for the new era.
Competitiveness rankings for 34 provinces and centrally governed cities
PCI 2.0 is the upgraded version of the Provincial Competitiveness Index after more than 20 years of implementation. Accordingly, PCI 2.0 will conduct rankings within the new administrative structure of 34 provinces and centrally governed cities following the recent reorganization.

According to VCCI, PCI 2.0 is designed to provide a more comprehensive reflection of local economic governance quality and the private-sector development ecosystem.
PCI 2.0 is built on three pillars, ten sub-indices, and 137 indicators, including 111 indicators from enterprise surveys and 26 indicators from official statistical data. Of these, 103 indicators are inherited from the previous PCI framework, while 34 are new indicators integrating contemporary factors such as digital transformation, innovation, and green development.
Over the past two decades, PCI has been regarded as one of the most influential indices in promoting improvements to the investment and business environment, while also encouraging governance competition among localities.
In the context of local governments striving to achieve ambitious growth targets for 2026 and the 2026–2030 period assigned by the Government, PCI 2.0 is expected to continue serving as an important benchmark for business environment reform and improvements in local economic governance quality.
As usual, the event is expected to attract the participation of local authorities, international organizations, experts, business associations, and domestic and foreign business communities.
