Toward policies that reflect reality
Participation in institutional reform, administrative reform, improving the investment and business environment, and promoting enterprise development is identified as one of the key priorities in the action program of Assoc. Prof. Dr. Ho Sy Hung, President of the Vietnam Chamber of Commerce and Industry (VCCI).

“The development of enterprises plays a fundamental role in the economy, as businesses are the core of production activities, creating wealth, jobs, state budget revenues, and improving the quality of social life,” Hung explained in his action program sent to voters.
As the national organization representing the business community and the entrepreneurial force, VCCI currently represents nearly one million enterprises along with more than three million household businesses. If including entrepreneurs, business owners, and corporate managers, this group numbers around 10–15 million people.
Over several National Assembly terms, VCCI leaders serving as deputies have helped bring business issues to parliamentary discussions, making important contributions to the improvement of the country’s economic institutions.
Personally, with more than 38 years of professional experience, including nearly 30 years in the state management system, Hung has been directly involved in many important areas related to policymaking and economic management. Before assuming the position of President of VCCI in October 2025, he served as Deputy Minister of Finance, overseeing legal affairs, financial and investment policy development, accounting, auditing, and training. Prior to that, he spent many years working in the fields of state-owned enterprise reform and management of state capital in enterprises. His career, closely linked with the development of the legal framework and improvement of the business environment, has enabled him to accumulate extensive experience in institutional reform and enterprise development.
Currently, as the head of VCCI – the organization representing the business community – Hung believes there are many opportunities to further promote activities supporting the development of businesses.
In his action program, Ho Sy Hung outlined five key commitments if entrusted by voters to serve as a deputy of the 16th National Assembly. Among them, he pledged to fully fulfill the responsibilities of a National Assembly deputy and to regularly maintain voter engagement, listening to opinions from citizens and the business community through multiple channels.
“These opinions will be reflected in the policymaking process to ensure that policies closely align with reality and meet the development needs of the economy,” Hung affirmed.
Pursuing solutions to the end
Tran Huu Hau, Standing Vice Chairman of the Tay Ninh Provincial Business Association, also pledged to voters that once an issue is raised, he will pursue it until it is resolved, as he did during the 15th National Assembly.

As a deputy of the 11th and 15th National Assembly terms, with more than 20 years of experience leading enterprises and working in various localities, Hau is known as a deputy who repeatedly raised and questioned the use of recurrent expenditure funds for repairing, renovating, and upgrading public assets during four consecutive parliamentary sessions. His persistence ultimately helped resolve obstacles faced by many agencies from the central to local levels.
In his action program sent to voters, Tran Huu Hau pledged to consistently listen to and compile legitimate opinions and recommendations from voters and businesses through diverse channels and methods, as he has done in previous National Assembly terms.
“Not only through voter meetings or direct discussions, but also through social media, seminars, and conferences to gather opinions from experts and practitioners. These insights, combined with my own knowledge and experience, will be presented at the National Assembly and forwarded to relevant authorities for consideration and resolution within their competence. At the same time, I will monitor progress, urge timely responses, and report back to voters,” Hau committed.
Strengthening the bridge between the business community and the National Assembly
In their action programs as candidates for the 16th National Assembly, many candidates from the business community and representatives of business associations emphasized their commitment to serving as a bridge between enterprises and the legislative body, helping bring real-world production and business practices into the policymaking process.
As the economy enters a new stage of development requiring deeper reforms, greater participation of the business community in the policy formulation process will help improve the quality of institutions while creating stronger momentum for the country’s sustainable economic growth.
