The application dossier for the first-time issuance of a construction activity competency certificate by the proposing organization is carried out in accordance with the provisions of Article 87, Clause 1 of Decree No. 15/2021/ND-CP dated March 3, 2021, of the Government detailing a number of contents on the management of construction investment projects and Point a, Clause 29, Article 12 of Decree No. 35/2023/ND-CP dated June 20, 2023, of the Government amending and supplementing some articles of decrees in the field of state management by the Ministry of Construction.

For organizations applying for Grade III construction activity competency certificates, there is no requirement to prove work experience according to the provisions of Clause 30, Article 12 of Decree No. 35/2023/ND-CP.
