Decision No. 5073/QD-UBND dated December 2, 2021 of the City People's Committee amends and supplements a number of articles in Decision No. 3642/QD-UBND dated July 21, 2021 of the Hanoi City People's Committee on the implementation of a number of policies to support employees and employers facing difficulties due to the COVID-19 pandemic in the Hanoi city.

Pursuant to Clause 5, Article 5 of Decree No. 20/2021/ND-CP dated March 15, 3021 of the Government providing social assistance policies for social protection beneficiaries:

"Article 5. Social protection subjects entitled to monthly social allowances

5. An elderly person falls into one of the following cases:

a) The elderly are poor households, have no people with obligations and rights to serve or have people with obligations and rights to take care of them, but these people are receiving monthly social allowances;

b) Elderly people from full 75 years old to 80 years old belonging to poor households or near-poor households not specified in Point a of this Clause who are living in communes and villages in ethnic minority areas and in mountainous areas;

c) Persons aged full 80 years or older who are not specified at Point a of this Clause but do not have a monthly pension, social insurance allowance or monthly social allowance;

d) The elderly are poor households, have no people with obligations and rights to take care of them, have no conditions to live in the community, and are eligible for admission to social assistance establishments but have someone to take care of them. care in the community".
