Regarding this issues, Vietnam Social Security responds as follows:
According to the Circular No. 14/2014 / TT-BYT dated April 14, 2014 of the Ministry of Health on referrals between medical examination and treatment facilities, patients are referred in the following cases:
- Transfer from the lower level to the adjacent upline in case it exceeds the technical expertise of the hospital.
- Transfer from the higher level to the lower level when the patient has been diagnosed and treated in the emergency stage, determining the status of the disease has been reduced, can continue treatment at the lower level.
- Switching between medical examination and treatment establishments of the same level due to diseases are inconsistent with the technical list of these medical examination and treatment establishments, but it is suitable to the technical list of other medical examination and treatment establishments of the same level.
Therefore, he is registering for the initial medical examination and treatment at the Hospital of 19/8 (which is the provincial medical examination and treatment facility) and will be transferred to the higher level when the Hospital 19/8 exceeds the capacity. treatment.
In case he performs referral according to regulations, he / she will be fully entitled to health insurance benefits within the scope and level of benefits on the health insurance card, and at the same time be paid for other medical examination and treatment expenses such as drugs, chemicals and objects health care as stipulated in Item 2, Article 11 of the Circular No. 43/2016 / TT-BCA dated October 25, 2016 of the Ministry of Public Security regulating measures to implement health insurance for officers, non-commissioned officers and soldiers Police.
In the case of his own medical examination and treatment at the Central Tropical Hospital, the health insurance fund will pay 40% of the cost of inpatient treatment.
